Council Meeting Page 2 May 5, 2025 Turtle Creek Borough regular monthly Council Meeting, on May 5, 2025 was called to order by President Nick Bianchi who led the Pledge of Allegiance. Roll Call: President Bianchi - present Mr. Sanker - present Mr. Spencer - present Mr. Estocin - absent Ms. Henkel - present Mr. King - present Mr. Nolan - absent Mayor Forgie = present Solicitor - present Approval of the April 2025 minutes: Motion Ms. Henkel, Mr. Spencer approving the April 2025 as submitted. Motion carried. Correspondence: Dear Borough Council I write to inform you that I will be stepping down as the Elected Tax Collector as of May 31, 2025. Sincerely, Richard J. Smith. Motion Ms. Henkel, Mr. King accepting the letter my Richard J. Smith, Tax Collector, stepping down on May 31, 2025. Motion carried. Mayor Forgie will be bring up a proclamation for Mr. Smith at the June 2, 2025 meeting. Citizens Report: William Bridge-121 6th Street, came to the meeting tonight to see how to set up a meeting with the Mayor. Has called 911 to report illegal parking on his street. His calls to police aren't taking care of the issues. Council has agreed that Mayor Forgie can be excused from the meeting sO Mr. Bridge and Mayor Forgie can set up a time to meet to discuss his concerns. Page 3 Ron Gehry- 1208 Chestnut Street-Asked the about the road situation on Brown Avenue with the traffic lights. The hill is sliding on Brown Avenue in Wilkins Twp. The road is owned by PENNDOT and we don't have a timetable for the repairs. At the corner of Grant Street and Monroeville Avenue is a line down in a tree. Duquesne Light Company has been notified, and the street crew and Fireman have put tape and cones in the area. Wanted to know why the Borough didn't open up the Borough building during the storm situation. The Borough building was also without power. Thanked Council for installing a stop sign on Chestnut Street. Anna Lawson- 376 Highland Avenue- Her and Myra cleaned up the area in the vicinity of Highland Avenue and wanted to thank the Ladies in the office who notified the Street Department to pick up the bags of trash they collected. Asked if the potholes under the trestle can be patched. Street Foreman advised. Monica Malloy- 202 Penn Avenue Ext.- Asked Council to consider putting a mirror in the area of Miller Street and Penn Avenue Ext. The stop sign light is out and asked if it could be replaced. Street Foreman advised. Asked how to get a recycling bin. Recycling bin can be purchased at the Borough Office for $10.00. Chris Marino- 1451 Chestnut Street-Thanked Council for installing the stop sign on Chestnut Street. Lou Lantzy- Emergency Management here to discuss the storm: On Tuesday at 5:30pm straight lines winds blew through Turtle Creek at 95 mph which is comparable to a Cat 1 Hurricane. Found 6 homes damaged, roof lifted off of a building and ended up in one of Propel's parking lots, St. Coleman loss some copper shingles, Human Services Center had some damage to their entrance way, and the Gym's roof loss some shingles. Trees fell on two units in Electric Heights Housing. A group called Team Rubicon will help with cleaning up yards. Anyone interested is to call 2-1-1. They will be wearing grey shirts. Council and Mayor thanked Mr. Lantzy for all his hard work. Page 4 Committee Reports: Mr. Bianchi- The Turtle Creek Valley COG bid out the demolition for 10 structures. We won't be entering in the contract but acknowledge Minnifield as the lowest responsible bidder in the amount of $117,900.00. 403 Brown Avenue from the ACT152 demolition will be coming down waiting for the asbestos removal. Ms. Henkel- Do to the weather the tree planting at the Garden was cancelled. The rescheduled planting is on either May 29 or 31. Looking for Volunteers to help with the planting. The exact date will be put on a new flyer and posted on SAVVY Citizen. Mr. King- None Mr. Sanker- Appointment of Pauline Schoffstall as Tax Collector to fill the unexpired tax collector term until December 31, 2025. Ms. Schoffstall is a candidate for tax collector in the 2025 Primary. Motion Mr. Sanker, Mr. Spencer approving the appointment of Pauline Schoffstall as tax collector to fill the unexpired term ending December 31, 2025. Motion carried. Mayor Forgie supports her appointment. Mr. Spencer- The Borough has received a resignation letter from Police Officer, Brian Neff. Mr. Neff's last day is May 7, 2025. Motion Mr. Spencer, Ms. Henkel accepting the resignation Police Officer Brian Neff as of May 7, 2025. Motion carried. Council wishes Mr. Neff the best of luck. Page 5 The Civil Service issued a fulltime police test with three applicants. All three applicants pass the physical, written and oral tests. None of the applicants are Veterans. The Committee would like to hire two applicants to be ratified at the June Meeting. The Police and Public Committee will meet with all three candidates then offer a conditional hire until June 2, 2025 meeting. Motion Mr. Spencer, Ms. Henkel approving the meeting with all three candidates and give the committee authorization to hire to be ratified at the June 2, 2025 meeting. Motion carried. A request was made to install a stop sign on Chestnut Street at Torrence Street at the April meeting. The Committee recommend the stop sign to be installed on Chestnut Street heading up the hill at Torrence Street. Motion Mr. Spencer, Ms. Henkel ratifying to action taken by the committee to install a stop on Chestnut Street heading up at Torrence Street. Motion carried. The committee is investigating if No Parking this side signs need to be installed on two of the numbered streets. There are no signs there at this time. There is no where to put the signs on that side. Deferring the decision until the June Meeting. Need to talk to the Police Chief regarding enforcement. Mayor Forgie- 7/11 store was notified about the ongoing issue with juveniles hanging out in the parking lot. Thanked the Street Department, the volunteers from the Turtle Creek Rotary Club and anyone else who helped with Clean Up Day. Page 6 A State of Emergency was issued after the storm. Like to thank the following for all their assistance during the storm: Lou Lantzy, Police, Fireman, Michelle Naccarati-Chapkis County Council, Brandon Markosek, State Rep, Nick Pisciottaro, State Senator, Chief of Police Pitcairn, WHSD gave out meals, and the following gave food to the nursing homes: Westinghouse Charter, Olive Garden, Sams Club, 412 Food Truck and Community Food Bank.
