BALLY BOROUGH COUNCIL MINUTES OF THE JUNE 3, 2025 MEETING The regular scheduled meeting of the Bally Borough Council was held on the above date at the Borough Hall. President, Glenn Mutter called the meeting to order at 7:00 pm. The meeting was opened with the Pledge of Allegiance. Council Members present: Glenn Mutter, Michael Bauman, Michael Moll, Joshua Sloan and Paul Gehringer. Council members Matthew Gehman and Joel Pilgert were absent. Also present: Mayor, David Schott; Solicitor, R. Tim Curley; Borough Manager, Wendy Mutter; Secretary Tammy Wood; PW Superintendent, Nathan Heffner. There were 3 residents and 1 reporter in attendance. The agenda for this meeting had been posted on the door and the website, at least 24 hours prior to the meeting. President Mutter announced the meeting is being recorded for minute taking purposes. COMMENTS AND SUGGESTIONS FROM RESIDENTS: None CONSENT AGENDA a. Minutes of May 6, 2025 Council Meeting - A motion was made by Michael Moll, seconded by Joshua Sloan to approve the minutes. All Ayes. b. Approval & Affirmation ofi the May bills presented. A motion was made by Joshua Sloan, seconded by Paul Gehringer to approve the bills. All Ayes. PRESIDING OFFICER REPORT - No report COMMITTEE REPORTS: Health, Safety, & Welfare: Police report - A new part-time officer will be starting in June. Fire report - EBFD reported 37 calls in the month of May, 5 of which were in Bally, with a total of 233 calls year to date. Fireman's Relief Fund audit is complete. Waiting on the accounting audit. Bally Ambulance EMS reported 116 calls in the month of May, 9 of which were in Bally, with a total of 596 calls year to date. Planning Commission - Did not meet. Municipal Authority- The May 20, 2025 meeting was postponed due to lack ofa quorum. The rescheduled date has not yet been determined. Zoning Hearing Board -Did not meet BARDS Committee: Joshua Sloan updated Council on BARDS activities. The Council President stated the park bridge has been repaired but still needs to be power washed before stain and sealing. WWTP Report: There was 10.5 inches of rain in May. Leak detection inspection completed and a list ofl leaks provided. NEW BUSINESS: Ratify the hiring of Justin Rizzo to full-time public works effective May 27, 2025 - Joshua Moyer did not show up for his first day. Michael Moll made a motion to ratify the hiring of Justin Rizzo, Paul Gehringer seconded the motion. All Ayes. The 2024 Consumer Confidence Report has been distributed to water customers and is available on the web site and in the Borough office. Approval for Borough Manager to sign land access agreement - Joshua Sloan made a motion to give the Borough Manager permission to sign, Paul Gehringer seconded the motion. All Ayes. OLD BUSINESS: Approval to sign animal shelter agreement as ofJune 1, 2025 at a prorated cost of $921. Michael Moll made a motion for the Borough Manager to sign the agreement with Safety Net Sanctuary. Michael Bauman seconded that motion. All Ayes. Well 6 update - The Borough Manager gave an update on the search for a redundant well site. SOLICITORS REPORT: No Report MAYOR'S REPORT: The Mayor reported 40 police calls for the month, 207 calls for the year. There were 22 traffic citations issued. ENGINEER'S STATUS OF PROJECTS: The Borough engineers provided an update on projects. OFFICE REPORT The Borough Manager provided an update on the building expansion. Glenn Mutter questioned the covered area above the new door. The Borough Manager reported the cancellation oft the Costco membership and credit card. A new Borough credit card was obtained through Capital One. The water/sewer online payment option is available to residents. WTMA sewer customers received their last bill from the Borough.
