Minutes Council meeting Monday March 17th, 2025 6pm Location, Alamo City Hall in Attendance: Mayor Pamela Lee, City Manager Jeff Floyd, Council Member Steve Jones, Council Member Laura Brownley, Council Member Dondrea Geter, Council Member Bobby Cox, Council Member Patricia Woodard. Absent: Council Member Geoffrey Villegas Executive Session: (employee matters & litigations) - Started at 5:30 pm Meeting Called to order by Mayor Pamela Lee at 6:06 pm 1. Invocation, City Manager Floyd 2. Pledge of Allegiance Everyone 3. Approve Minutes from the February 10th Council Meeting- -Motion made by to Approve the Minutes by Council Member Brownley and 2nd by Council Member Jones all unanimously approved 4. Approve Minutes from the February 27th Council Meeting- -Motion made to Approve the Minutes from Council Meeting by Council Member Woodard and 2nd by Council Member Jones all unanimously approved 5. Approve Agenda Motion was made to amend the agenda by adding 9A GIMRA & FEMA arrangement to the agenda by Council Member Woodard and 2nd By Council Member Geter all unanimously approved 6. Finance Report Motion was made to approve the finance report by Council Member Woodard and 2nd by Council Member Cox and all unanimousiy approved. OLD BUSINESS 7. East Railroad Sidewalk Project Bid Approval Motion made to go with Concrete Construction that had a bid of 99,536.00. (M.E. Sacks will handle this project.) by Council Member Brownley and 2nd by Council Member Woodard all unanimously approved. Motion was made to approve the Contract with M.E. Sacks by Council Member Cox and 2nd by Council Member Jones all unanimously approved. 8. Rich Bennett/ Community Development Block Grant - City Manager Floyd discuss the Grant and that there is a survey to be done sO we can get the Grant. . The Survey will be on FaceBook and paper copy can be filled out here at City Hall. NEW BUSINESS 9. Approve Amendments to the 2024 Budget Amendment sheet attached. Motion was made to Approve Amendments to the 2024 Budget by Council Member Woodard and 2nd By Council Member Brownley all unanimously approved. 10. Class of 2025 Senior Parade May 17th 2025 Motion was made to approve the City Hosting the Senior parade again this year by Council Member Geter and 2nd by Council Member Brownley all unanimously approved. 11. Spring Clean Up Week April 21st, - 25th Motion was made by Council Member Woodard to approve Spring Clean up Week and 2nd by Council Member Brownley all unanimously approved. 12. Employee Raises. Moton was made to approve the employee raises according to the evaluation scale 2.5% raise to those scoring 85-100 and 1.5% to those scoring 84-70 and no raise for employees to retro back to January 1st by Council member Brownley and 2nd by Council Member Jones all unanimously approved. 13. Auditor Motion was made to approve Lanier and Deal to be the city Auditor again for 2025 by Council Member Woodard and 2nd by Council Member Cox all unanimously approved. 14. Lawyer Motion was made to advertise in the Legal Organ for A City Attorney by Council Member Brownley and 2nd by Council Member Woodard and all unanimously approved. 15. Mayor Report Mayor stated that she would like them to get together and discuss the committee for planning for Event Center. PUBLIC PARTICPATION Citizen Karen Sapir came forward to speak on the idea of closing the police department. She stated that she is not by herself on the issue of not wanting the police department to close. She stated they are wanting to know if it is something that the citizens can vote on. Council Member Woodard spoke to the Council and stated that 1st of all we have not made that decision, we are nowhere near that discussion. What we have been discussing is looking at all department where we can do budget cuts. We are always looking for ways to save money. As far as turning our Police department over to the Sheriff Dept we have not gotten there . idea did come up but it is not the first time it came it in 2017 and again later - We also know to do that we will do it in order. Sherriff Giles has never contacted the City, some of the City Council had contacted him to clear up some things. We would form a committee like we did with the ASAP committee to discuss what is best for the city , and citizens. It would involve police, Council, Citizens. We are here for the citizens. Citizen Joshua Simmons stated that it is great to hear that there will be lot of thought and complete detail done even in the thought of it. He asked what another department you are looking to cut? Council Member Woodard stated that we are not looking to cut anything, but we are always looking at the budget and cutting spending. Mr. Simmons stated that we do need a police department here in Alamo. When you look at the Sherriff department that is a 300-mile ratios and Alamo is only .9 sO when you talk about safety: you are talking about a safety concern. Council Member Woodard stated that we thank each and every one of you for being here tonight because that is what we want. Please be here all the time, we would love to have some of you be apart of that committee. Citizen Hewell spoke he is a retired police officer, he has been done this road before * it can be a good thing or a bad thing. We are small here in Alamo and - - think we need to take care of ourselves. Iwould like to know if the committee meeting you have been posted on and are they open to the public? Mayor Lee stated they are posted and are open to the public. Citizen Wright Spoke and wanted to ask that they look at every department to do cut into not just one. 19.
