MINUTES MERIWETHER COUNTY BOARD OF COMMISSIONERS SPECIAL CALLED MEETING JUNE 9, 2025 4:00 PM Commissioners Present: Chairman Adam Worsley, Vice Chairman Emmett Collins, Commissioner Jennifer Snelson, and Commissioner Bryan Threadgill. Commissioners Absent: Commissioner Gene King. Staff Present: County Administrator John Gorton, County Clerk Allyson Stephens, Administrative Assistant Hailee Palmer, and County Attorney Nathan Lee. Staff Absent: Finance Director Jamie Tarleton Also in. Attendance were representatives. from the City ofGreenville, Town ofGay, Cityo ofLuthersville, CiyofManchester, and City ofWoodbury. I. CALL TO ORDER The Meeting was Called to Order by Vice Chairman Emmett Collins at 4:03 p.m. I. INVOCATION Manchester Councilman Quardez Warrior gave the Invocation. III. PLEDGE TO THE FLAG All. IV. ADOPT AGENDA Commissioner Bryan Threadgill moved to Adopt the Agenda. His motion was seconded by Commissioner Jennifer Snelson. All were in favor. The City of Manchester had a quorum present at the meeting and called their meeting to order. V. NEW BUSINESS 1. Presentation of 2026 SPLOST Continuation and Discussion of Distribution of Funds and Proposed Projects County Administrator John Gorton and County Clerk Allyson Stephens jointly read into the record the full text oft the proposed Intergovernmental Agreement (IGA) for the Use and Distribution ofProceeds from the 2026 Special Purpose Local Option Sales Tax (SPLOST). The agreement outlines the capital outlay projects and funding allocations for Meriwether County and the participating municipalities: Greenville, Gay, Lone Oak, Luthersville, Manchester, Warm Springs, Woodbury, and Pine Mountain. The IGA specifies that the estimated total SPLOST revenue is $14,000,000 to be collected over 24 quarters beginning January 1, 2026. Funds will be distributed as follows: 66.83% to Meriwether County for projects including public safety equipment, building renovations, recreation, and road improvements. 33.17% to the municipalities, allocated pro rata by population based on the 2020 Census. Each municipality's share and project list were reviewed. During the reading, several amendments were made to include: updating Page 3, Paragraph 4, numbering the project list for the City ofManchester, Page 4," striking and removing, "and issuance ofgeneral obligation debt ofthe County (the "Bonds"). Page 7, Section 5, changing the year from 2020 to 2026, Page 10, changing the listing to Town of Gay instead of City of Gay, as well as updating their address to 19125 Hwy 85. Chairman Adam Worsley arrived to the meeting at 4:15 p.m. 2. Discussion and Execution ofan Intergovernmental Agreement between Meriwether County and County Municipalities - 2026 SPLOST Continuation County Administrator Gorton stated this is the continuation of the 2020 SPLOST, which will become the 2026 SPLOST. Administrator Gorton stated this would be placed on the November 4, 2025, Ballot for the citizens to vote on the continuation of the current SPLOST. Administrator Gorton stated that all the Municipality projects listed have been approved by each Municipality, and the County projects have been approved by the Board of Commissioners for the County. All percentages and amounts have been made public to the Municipalities and the County. Commissioner Threadgill opened the floor up for discussion for anyone who had not been a part ofthe process before. Administrator Gorton asked if any ofthe Municipalities had any questions regarding the 2026 SPLOST. Mayor Ron Garret of Woodbury asked what date the County needed the resolution back from the City. County Administrator Gorton stated that Staffis recommending voting on the Referendum Resolution during the July 7, 2025, meeting, which will give Elections time to advertise. County Clerk Stephens stated that Elections would like to advertise this by July 31st, 2025, and as long as they approve their IGA before that, it would be okay. County Administrator Gorton offered to pick up any Municipality's IGA once it was approved by their Council. A motion was made by Commissioner Threadgill and seconded by Commissioner Snelson to Approve the 2026 SPLOST Intergovernmental Agreement between Meriwether County and the County Municipalities, with the following changes or amendments: updating Page 3, Paragraph 4, numbering the project list for the City ofManchester, Page 4," striking and removing, "and issuance ofs general obligation debt ofthe County (the "Bonds" "2. The City of Manchester had a quorum present and also passed the IGA with the amendments. A motion was made to set July 7th, 2025, for the Referendum Resolution for the 2026 SPLOST Continuation by Commissioner Threadgill and seconded by Vice Chairman Collins. All were in favor. VI. EXECUTIVE SESSION There was no need for an Executive Session. VII. ADJOURNMENT With no further business, a motion was made by Commissioner Threadgill and seconded by Commissioner Snelson to Adjourn the meeting at 4:40 p.m. All were in favor.
