Regular City Council Meeting June 10, 2025 STATE OF TEXAS COUNTY OF MONTAGUE CITY OF BOWIE On this the 10th day of. June, 2025, the council convened in a regular meeting open to the public as advertised with four Councilors present. Councilors Truax and Walker were absent. Presiding: Mayor Burris Councilors: Ashley, Post, Shaw, and Sproles City Secretary Page City Manager Cunningham Mayor Burris called the regular meeting to order at 6:00 p.m. Invocation Invocation was given by Bill Calabretta. Items of Community Interest Music In The Park will be this Saturday Next council meeting will be June 24th Council budget workshop July 1st Jim Bowie Days June 21-28th City Manager Report Stony Lowrance and I have had meetings with two engineering firms this past week; one from Wichita Falls and the other from Fort Worth. The meetings were to discuss the Rock and Pillar Street bridge problem. Both firms have experience with drainage issues. We showed them the layout and shared our opinions on how we thought the repairs should proceed. Of course, both had suggestions and came back with their ideas. We do not yet have final cost estimates, but we now have a pretty good idea of how we will proceed. We are evaluating both engineers by hearing their ideas and the probable costs of the project. We willl have one more round of meetings with them and then decide on which firm to hire to design the project. Ifyou are familiar with the intersection of Rock and Pillar Streets and the bridge over the creek, you know that the creek takes an almost 30 to 40-degree turn at the intersection. Our initial plans are to straighten out the creek to cut down on the turbulence oft the water by moving the bridge to the south and making the creek straighter. We also plan on using 4-60" plastic culverts that will not rust out, which should be more than large enough for most rainfall situations. We are also planning to line the creek with concrete riprap to the extent financially possible, and most importantly, we will have concrete aprons approaching the culverts and extremely substantial headwalls on both the upstream and downstream ends ofthe bridge. I estimate that the final project costs will be approximately $1.5 million, inclusive of all expenses of design, engineering, and construction. Pamela Woods and I have researched the project's financial aspects, andI believe we can finance it in-house. We can borrow money if needed, but I don'tt think we will. All city departments are in the process of putting together their budget request for FY2025-2026. We should have completed the process by the latter part of June, SO I will have time to review each department's 's budget and make necessary adjustments. Hopefully, we can schedule a budget workshop for the council by July 1st and then make a formal budget presentation by the July gth council meeting. Work on the substation transformer project is expected to resume next week. Most ofthe materials needed to complete the project have been received, and we hope to receive the switch we have been waiting for next week. Consent Agenda Items: Approval of Minutes May 27, 2025 Regular Meeting. Councilor Post moved, with a second from Councilor Sproles, to approve the consent agenda items. Motion carried with Councilors Ashley, Post, Shaw, and Sproles voting Aye. Resolution 2025-1 17 = A resolution of the City Council of the City of Bowie, Texas, authorizing a project by the Bowie 4B Sales Tax Economic Development Corporation ("4B") to contribute 4B sales tax funds toward Park Enhancement Project Pelham Park, Bowie, Texas and authorizing the Bowie 4B Sales Tax Corporation ("4B") as the / Agent' and administrator of the project. Councilor Shaw moved, with a second from Councilor Ashley, to approve Resolution 2025-17. Motion carried with Councilors Ashley, Post, Shaw, and Sproles voting Aye. Councilor Ashley moved, with a second from Councilor Post, to approve the Planning and Zoning' s recommendation and replat 401 Barker Street. Motion carried with Councilors Ashley, Post, Shaw, and Sproles voting Aye. Consider Planning and Zoning's recommendation to replat 0.52 acres in BIk. 8, HCSL Survey A-319, All of Lotl and part of Lot 10 & 11,C.R. Hester's Subdivision. Creating Lot IRA & Lot IRB-BIk. 1, C.R. Hester's Subdivision. Commonly known as 1208 and 1210 N. Mason Street. Councilor Post moved, with a second from Councilor Sproles, to approve the Planning and Zoning's recommendation and replat 1208 and 1210 N. Mason Street. Motion carried with Councilors Ashley, Post, Shaw, and Sproles, voting Aye. Public Comments Chantal Poulin expressed her concerns over roaming dogs in the city. In the past 6 months there are constantly dogs running loose in her neighborhood. These dogs get into her yard, scaring her dog and she has seen some of them kill cats. She said this is very "traumatizing" for her as well as for any kids that might be around. Poulin calls the animal control officer and police department regularly to report the problems. She also recently learned there is a city ordinance requiring pets be licensed and she is not aware ofa anyone doing this. Poulin said this is a very big problem here for dogs and cats. We are allowing people to let their dogs go unvaccinated, not spayed or neutered and then not doing anything about it. People are being fined, but it does not do any good because they are thrown out in court. I was told one owner got four tickets and she bragged she didn'thave to pay any of them. That is not fair, you should have a written warning and then a fine. Poulin said she is not here just to complain, she is willing to help solve the problem. I like this town and I am willing to help. Mayor Burris thanked Poulin for her comments and said the situation would be researched.
