The following subjects were discussed, to wit: Council Members and City Staff] Present: Commissioner Vicki Doyle Place 1 Commissioner Jim McCullough Place 2 Commissioner Robert Butler Place 3 Interim City Manager Lambert Little Fire Chief Darrell Fox City Secretary Hope Delatorre Finance Director/Municipal Clerk Carol Stephens Public Works Director Daniel Plascencia Municipal Judge Doyle Russell Agenda Item 01: Enter into a Workshop Session to consider: 2024-2025 and 2025-2026 budget development Wildfire Mitigation Grant Directives Directives for the Ranger Economic Development Corporation Utility system improvements The Commission met to discuss and consider common goals for the workshop and some of the planning processes to prepare for the next workshop. Meeting convened at 10:02 without a quorum present. Due to no action being taken, the meeting was able to proceed. At 10:13 a quorum was present due to the arrival of Commissioner Doyle. This is the second of six planned budget workshops. The purpose for this session was to discuss and consider the planning processes needed SO that at the next meeting the group can review departmental budget status, what the departments want to accomplish, and where the city expects to be financially by program by the end of this fiscal year (FY). The sessions are critical at the mid-year point to assess where the city is against the drafted budget for this year. These workshops will establish the basis of next year's s FY budget after the city's next audit. The FY 2024-2025 audit should include both REDCS. The Commission discussed the importance of having an open system of finances, truth-in budgeting, and considerations for building a budget.
