The CIP identifies and prioritizes a series of capital improvement projects that will improve the efficiency of existing systems and ensure that Llano meets regulatory standards for the next 20 years. The proposed improvements are prioritized based on public safety, regulatory compliance, and maintenance cost savings. Based on historical growth, the City of Llano's population is projected to grow by 2.25% over the next five years and by 8.98% over the next 20 years. Llano's current calculated population is estimated at 3,543, and by the year 2045, the population is expected to be 3,861. This low amount of growth will not significantly increase demand on the City's infrastructure. Overall, the existing water system is adequately sized to meet system demands. Many of the proposed projects are focused on fixing known maintenance issues and replacing outdated materials. Projects are proposed to upsize and relocate specific lines to reduce leaks, in anticipation of steady growth in the future. The current system concerns are high system pressures throughout a majority oft the system, LCRR compliance, small diameter water lines installed with substandard materials causing numerous leaks and road damage. The total estimated cost of all proposed projects for Llano's water system in this 20-year CIP report is $14,865,450. Llano is located 72 miles northwest of Austin in the Texas Hill Country. The City's current estimated population is 3,543. The City provides water and wastewater service to its residents. Currently, Llano's water and wastewater systems are in various states of repair. Much of the existing infrastructure is several decades old and has been maintained on an as-needed' basis. In December, 2024, the City of Llano directed Steger Bizzell to prepare a CIP for the City's water and wastewater systems. The City requested that the CIP report includes a list of proposed projects organized by overall priority. We have gathered all available data regarding Llano's infrastructure. Sources of information included as- built plans, photos, reports, SCADA data, INCODE data, onsite visits by engineers to the City, as well as meetings, phone calls, and email correspondence with City staff. A database was created to organize the collected information where it can be easily accessed and updated when new information becomes available. The data can be used in the engineering water and wastewater models oft the City, tools that Steger Bizzell created to help staff run and maintain utilities on a daily basis. Steger Bizzell analyzed the collected data, and the results of this analysis are contained in this report. The projects identified in this CIP focus on the City's most critical needs. Llano stands out by making a concerted effort to identify all current deficiencies. With this information, the City of Llano can make informed decisions and be confident that effort and money are focused where needed. Once the ongoing inventory for the wastewater system is completed, an additional report will be generated for that wastewater system. This CIP considers all water infrastructures within the service area. Consideration was given to where services are needed now and where they will be required in the future. Based on historical population trends, Llano is projected to grow by 8.98% over the next 20 years. This CIP includes a population growth analysis, discusses the current state of the City's water systems, and identifies a series of capital improvement project recommendations that will prepare the City for future demands. Because Llano has aging systems and is expected to see low growth, this CIP focuses heavily on replacing the most rundown and maintenance intensive sections of infrastructure. However, in places that make sense, lines will be replaced to reduce leaks and anticipate future growth. Additionally, the system was observed to have elevated pressures throughout and strategically selecting the appropriate levels for PRVS throughout the city will help resolve this issue. The proposed projects can be found throughout the City's service area. Figure 1 outlines the current system according to line type and line size. Refer to Appendix B for a complete water system mapincluding plan and tank sites. Figure 2 shows the location and project ID of all proposed water line projects in this CIP. These population projections were developed to optimally design infrastructure to accommodate future growth. A damped average annual growth rate of 0.49% was calculated for the City of Llano and 1.67% for Llano County for the next five years (2025 = 2030). According to the last data point from the U.S Census Bureau in 2023, the City's population is estimated to be 3,511. Applying these growth rates, Llano is expected to have a population of 3,623 in year 2030, and 3,861 in year 2045. Historic Population Trends During this analysis, two sets of population data were used as reference, population data and projections from the Texas Water Development Board (TWDB) and population data from the U.S. Census. The data from the TWDB tracked population numbers every 10 years and went back to 1970. Tables 1-2 catalog the annual growth rates and historical populations of the City of Llano, Llano County, and Texas. In contrast, the U.S. Census data tracked population data every year while only going back to 1990. Tables 3-4 catalog historical in growth and population using that dataset as well. Figure 3 compares the compound annual growth rate (CAGR) of Texas, Llano County, and the City of Llano in 10-year periods. In all time periods, the City of Llano had lower growth rates than the surrounding county and rest of Texas. In earlier time periods, it is also observed that Llano County had higher growth rates than Texas, but in recent time periods, Texas has consistently grown at a higher rate. Excluding outliers in 1973 and 2000, where the growth rates were 12% and 27% respectively, Llano County has had an average annual growth rate of 1.67% from 1970 to 2023. Over the last 20 years, the growth rate in Llano County has stabilized with rough 1% variance from the average. In the City of Llano, growth rates have been relatively stable. From 1990 to 2023, an average annual growth rate of 0.49% was calculated. Over the last 13 years and excluding 2020 and 2022, the growth rate in the City of Llano has been stable with 0.5% variance from the average growth rate. There were two methods of projections used: the TWDB Population Projection tool and a damped S-curve approach. The TWDB used the Population Projection Tool developed by the Texas State Data Center (TSDC) was used to create population projections for Llano County and the City of Llano. This tool uses the cohort- component method, which considers fertility, mortality, and migration rates. These rates are applied differently for each age, gender, and race cohort. Projections provided by the TWDB use the "full- migration scenario, which assumes that future migration will occur at the 2010-2020 migration rate. The TWDB then adjusted this projection based on 2020 Census information, evidence for varying their initial 2010-2020 migration rate, and statistically different fertility and mortality rates. The TWDB's projection provides decennial estimates beginning with 2030. For purposes of this analysis, it is assumed that the TWDB's S 2020 population estimate is equal to the U.S. Census's population estimate. Alternatively, an S-curve approach was used also to project the City ofl Llano and Llano County populations. This approach accounts for population density, historical growth rates, and a dampening factor based on the population's estimated upper limit. Instead of projecting the populations linearly or exponentially as growth is typically assumed (shown in Figures 6-7), an S-curve (shown in Figure 8) that varies the growth rate based on a dampening factor is appropriate since populations typically plateau as they reach their carrying capacity. In Figure 8, a population upper limit, shown as the dotted line, constrains the growth for a given area of land. Both graphs compare the TWDB's previous historical projections versus actual census population growth and TWDB's! projections versus the S-curve projections. In both projection approaches, the S-curve projections exceed the TWDB projections. Attached to each S-curve projection, there is a region of variance that was observed in the historical growth rate. For Llano County, the variance is +1%, and for City of Llano, the variance is 0.5%. The shape oft the S-curve is determined by the dampening factor and the estimated built- out population. The estimated built-out population is calculated by finding the approximate density of a region using geographic information systems (GIS) and multiplying it by the developable acreage of a region. Developable acreage was calculated by subtracting the total acreage of an area by the floodplain acreage in the same area. As populations grow and approach their ultimate population capacity, growth rates taper off. During the analysis, Llano County was found to have a density of 1.1 people per acre, 550,000 developable acres, and an ultimate population of 605,000 people. The City of Llano was found to have a density of 4.01 people per acre, 1,612 developable acres, and an ultimate population of 6,524 people. The water system includes 64 miles of pipe, much of which is aged and made from outdated materials, such as asbestos cement. The Llano River divides the system into two pressure planes with separate ground storage, pump stations, and elevated storage. Llano owns and operates a 3.0 MGD water treatment plant that treats surface water from the downtown Llano River, the City's only water source. Refer to Appendix B for a full water system map. Design Requirements The Texas Commission on Environmental Quality (TCEQ) regulates and inspects public drinking water supplies. Minimum Water System Capacity Requirements, as defined in Texas Administrative Code Chapter 290, require community water systems with surface water supplies to have a raw water pump capacity of0.6 gallons per minute (GPM) per connection with the largest pump out of service, a treatment plant normal rated design capacity of 0.6 GPM per connection, a transfer pump capacity of 0.6 GPM per connection with the largest pump out of service, a clearwell storage capacity equal to at least 5.0% of the water treatment plant's daily capacity (for systems servicing more than 250 connections), a total storage capacity of 200 gallons per connection, and an elevated storage capacity of 100 gallons per connection. If the water system does not meet elevated storage requirements, emergency power is necessary. The water treatment plant's chlorination system must be able to dose 50% more than is necessary for maximum treatment. Large community water systems are required to have at least 2 pumps with a total capacity of 2.0 GPM per connection or a total capacity of 1000 GPM and the ability to meet peak hourly demands with the largest pump offline at each pump station or pressure plane. However, systems with an elevated storage capacity of 200 gallons per connection can also meet TCEQ pumping requirements by having at least 2 service pumps at each pump station or pressure plane with a combined pumping capacity of at least 0.6 GPM per connection. Llano is also required to maintain a minimum pressure of 35 pound per square inch (PSI) for each connection under normal conditions and 20 PSI for each connection under fire flow conditions. Additionally, there are restrictions on the number of connections allowed on a dead-end line, in accordance with Table 3. For new developments or for pipe replacement projects, lines should be at least 8 inches in diameter to support fire flow. Existing System The existing water supply network meets TCEQ requirements in production, storage, and pumping capacity. Most of the system has excess capacity. The following tables compare the system's available capacity to the required capacity summarized in the previous section. Note that emergency power is not required because Llano meets TCEQ elevated storage capacity requirements. The rated capacity of the Landon Lane Pump Station is 41% lower than the 2 GPM per connection requirement. However, the Landon Lane pump station has a total pumping capacity of over 1,000 GPM and can meet peak hourly demands with the largest pump out of service. Therefore, Landon Lane Pump Station meets TCEQ pumping capacity requirements. The system's main hydraulic problem is chronically high pressures (above 75 PSI). The northern and southern pressure planes are both at 1,250 feet above mean sea level (AMSL). Elevations near the Llano River are as low as 1,015 feet AMSL, leading to static pressures as high as 107 PSI at some service connections. Figure 11 shows the static pressure ranges seen throughout the system. Green and yellow nodes fall within a desirable service pressure range between 35 and 75 PSI. The cyan nodes indicate pressures above 75 psi, and the blue nodes indicate pressures over 100 PSI. The majority of the system is outside a desirable pressure range. The model captures the entire existing distribution network including all pump stations, storage tanks, water supply, treatment facilities, service connections, pipe lengths, diameters, and material types. This software makes it possible to perform simulations predicting system behavior over three or more consecutive peak demand days, to evaluate critical system infrastructure, and to determine areas that are operationally deficient. This simulation included the operation of pumps, control valves, and the emptying and filling of storage tanks. A 24-hour demand-multiplier pattern shown in Figure 13 was applied to each connection in the model to simulate real-world, daily diurnal patterns typical of a retail water system. As Figure 13 shows, demand is highest during mid-morning hours and lowest during early morning hours. The table below summarizes the volume of water treated by Llano's plant in gallons and the average and peak daily water use in millions of gallons per day (MGD). Each year's peaking factor was calculated as the ratio of the peak daily use to the average daily use. The historical maximum demand day peaking factor between 2009 and 2023 was found to be 2.6. This factor can be used as a demand multiplier in the model to simulate Llano's system on a typical high demand day which corresponds to each customer in the network using an average of 0.28 GPM. For the purposes of this report, the system was modeled with each service connection taking an average 0.6 GPM to simulate the worst-case peak day scenario and reflect TCEQ production capacity requirements. There are currently 1,850 service connections in the water network. The model shows very high pressures in both the northern and southern pressure planes. Beyond this, there are few issues with the system. There are no service connections that observe static or dynamic pressure below 35 PSI, and storage tanks recover easily. Assuming that the number of connections in the water network increases at the same rate as Llano's population, future demands were added to the system. In 2045, the water system is expected to have 2,016 service connections. The projected demand was split proportionally by acreage of developing area identified by city staff. Shown in Figure 15, city staff identified 6 developing regions outside of the floodplain that are expected to have new connections coming online. The additional meters projected to be added were modeled in each of those developable regions and distributed proportionally by the size of the region. A total of 166 new connections was added to simulate hydraulic demand in the system in 20 years. Figure 16 shows tank levels during a 72-hour peak day run (0.6 GPM per connection) of the 2045 system model. The tanks recover consistently and there are no connections that statically or dynamically read under 35 PSI, even with the added demand. According to projected population growth rates, Llano's system does not need any more production, storage, or pumping capacity to meet TCEQ capacity standards for additional meters in their CCN in 2045. If additional meters are added to their system outside of their CCN, additional transmission or pumping capacity may be required and can be analyzed through feasibility studies. However, any additional developments that come online outside of their CCN may require additional infrastructure to receive enough transmission from the system. The highest priority project calls for the removal of old and turning on of new pressure reducing valves (PRVs). The proposed PRVS will change the pressure plane operational elevations and keep the majority of the distribution system in a desirable pressure range (35-80 PSI). Figure 17 shows the static pressures throughout the system with the proposed PRVS in place. System with Proposed Improvements With the recommended PRVS, most of Llano's system will be within the desired pressure range of 35-75 PSI. Lowering the water system's pressure should help reduce the likelihood of pipe bursts and leaks occurring throughout the network in the future. An in-depth pressure modeling study as proposed will help eliminate any high-pressure nodes in the system entirely. Figure 18 shows the current boundaries and elevations oft the two pressure planes, and Figure 19 shows the proposed map with new PRVS enabled. These projects include replacing derelict water pipes, as well as upsizing pipes in areas that experience significant leaks or located in developing areas. This CIP recommends phasing out all asbestos cement (AC) pipes in the City. There are currently at least 9 miles of AC pipe in the water network. AC pipes should be replaced anytime their location corresponds with the site of another project or when a stretch of AC pipe requires significant maintenance. Also, many of the SCADA systems are reaching ages of operation beyond 20 years. Although none of these systems are faulty, this CIP recommends replacing them over time to ensure consistent and efficient operation. Appendix A contains a description and a preliminary cost estimate for each water CIP project. A map showing each project location is also included. The table at the beginning of Appendix A lists the projects in order of importance to the water system to assist with optimal capital deployment and priority. City of Llano, Texas Steger Bizzell Capital Improvement Program Page 24 of 25 Job #23029 Conclusions The Capital Improvement Plan outlines a comprehensive approach to improving the water system within the City of Llano while comfortably managing the projected growth that the City expects over the next 20 years. Benefits to the City upon implementation of these projects include the increased efficiency and safety, along with decreased maintenance costs across all systems. These benefits would undoubtedly contribute to the well-being of the citizens in the City of Llano. The City's discretion is required to determine which ofthese projects, if any, will be implemented based on the City's budget. The attached appendices offer further details about the priority, location, and extent of the proposed improvement projects. Appendix A provides a list of recommended water improvements with cost estimates and maps of project locations. Appendix B shows a detailed map of the current water and wastewater system in Llano. Appendix C shows a detailed map of Llano's water and wastewater system with proposed water projects overlayed. The recommendations in this plan should be reviewed annually to make adjustments as new information becomes available. The plan makes general assumptions about the location of future development. It is a near certainty that development patterns will vary from the assumptions herein. Uncontrollable factors including future growth rates, rising construction costs, maintenance costs, changes in regulatory requirements or taxes, and system-wide development patterns necessitate regular review of this plan. WHEREAS, the City ofLlano ("City") is a Type A general law municipality; and WHEREAS, pursuant to Texas Local Government Code $ 51.001, the City Council oft the City of Llano, Texas ("City Council") has the authority to adopt, publish, amend or repeal an ordinance that is for the good government, peace or order of the City; and WHEREAS, pursuant to S 311.002 of the Texas Transportation Code the City has exclusive control over thel highways, streets, and alleys within the City; and WHEREAS, pursuant to $ 311.003 of the Texas Transportation Code the City Council may require a person to keep weeds, unclean matter, or trash from the street, sidewalk, or gutter in front oft the person's premises and require the owner of land to improve the sidewalk in front oft the person's land; and WHEREAS, the City Council desires to amend its current regulations regarding streets, sidewalks, and alleys; and WHEREAS, the City Council is of the opinion and finds that the adoption of these amendments to the City's ordinances will promote the public health, safety, or general welfare; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LLANO, TEXAS, THAT: I. Chapter 86, Streets, Sidewalks, and Other Public Places, Article I, In General of the Code of Ordinances oft the City ofLlano, Texas is hereby amended in its entirety to read as follows: ARTICLE I IN GENERAL $ 86-1.1 Placement and Removal of Items. (a) No person shall place any personal property, materials, goods, wares, merchandise, or similar items of any kind in or upon any public street, sidewalk, alley, or right-of-way of the City. (b) No person shall place, deposit, or leave in or upon any public or private property, public street, alley, sidewalk, rights-of-way, park, or other City building or property any waste materials, trash, weeds, bottles, glass, cans, pieces of scrap metal, metal articles, paper or other accumulation of debris or items other than placement of refuse for collection. (c) No person shall deposit or throw on any public grounds, streets, alleys or sidewalks any earth, ashes or other material whatsoever, or remove any earth, stone or other material from any street, square, alley, sidewalk or other public ground or place without approval from the City. $ 86-2.1 Maintenance. (a) No owner or occupant of any property shall allow or permit any trees, shrubs, or other plant growth on the property to impede, obstruct, or interfere with the free passage and movement upon any public street, sidewalk, or alley; impede the visibility of drivers; or interfere with any traffic control device or signs or street lighting. Tree limbs must be maintained to hang no lower than thirteen and one-half feet (13.5') above any public street or alley and eight feet (8") above any public sidewalk. Trees below eight feet (8'), shrubs, or other plant growth must be maintained to not encroach on any public sidewalk and sO as not to impede visibility of drivers. (b) Noj person owning or occupying any property fronting on any street, alley, or public place in the City shall allow grass or weeds to grow in a way that is characterized as uncontrolled, unmaintained, or overgrown, including those areas between the property line and the street. (a) A person in control of any land abutting a sidewalk, alley, or street must maintain the portion of the sidewalk, alley, or street as follows: (1) Any portion of a street that has been opened for public use between the curb line, or ifthere is no curb line, the edge of pavement, and the abutting property line, including sidewalks placed thereon. (b) It is unlawful for any person in control of any land abutting a sidewalk, alley, or street to fail to maintain the land abutting a sidewalk, alley, or street as described in this section. $ 86-4.City Maintenance of Alleys. The City only maintains alleys or portions of alleys when required to provide city utility services or to abate a nuisance. This maintenance is limited to removing overgrowth when access is required and maintaining a driving surface suitable for the City's heavy equipment to reach the utilities located in the alley. Maintenance of the driving surface of all other alleys shall be the responsibility of the abutting property owners. Property owners must use a material that will: not wash out to fill any potholes and must receive prior approval from the City before doing any maintenance. S 86-5. Signage Prohibited. No person shall attach or place any sign, placard, poster, banner, or any other advertising device to any tree, public utility structure, traffic control device, streetlight standard, or any other device upon the public streets, alleys, sidewalks, or rights-of-way unless a permit, license or other approval has been given by the City. S 86-6. Violations. Any violation of any of the provisions of this chapter shall be considered a misdemeanor and shall be punished as provided fori in S 1-13. II. Thej provisions ofthis Ordinance shall be cumulative of all other ordinances or parts of ordinances governing or regulating the same subject matter as that covered herein; provided, however, that all prior ordinances or parts of ordinances inconsistent or in conflict with any ofthe provisions ofthis Ordinance are hereby expressly repealed to the extent that such inconsistency is apparent. III. Ifany section, subsection, sentence, clause, or phrase of this Ordinance is, for any reason, held to be unconstitutional or invalid, such holding shall not affect the validity of the remaining portions ofthe Ordinance. The City Council ofthe City ofLlano hereby declares that it would have passed this Ordinance and each section, subsection, sentence, clause, or phrase thereof irrespective ofthe fact that any one or more sections, subsections, sentences, clauses, or phrases be declared unconstitutional or invalid. IV. This Ordinance shall take effect immediately from and afteri its passage and publication as may be required by governing law. V. It is hereby officially found and determined that the meeting at which this Ordinance was passed was open to the public as required and that public notice of the time, place, and purpose of said meeting was given as required by the Open Meetings Act, Chapter 551 ofthe Texas Government Code.
