She recently moved to Lindale from out of state and has been doing semi- permanent makeup for the past eight years. Currently, she has no clientele and would like to convert a spare bedroom into a studio to book one client at a time for microblading services. Craig Shine asked Angel how much traffic she anticipates this would bring to the neighborhood. Angel responded that she only books one client at a time and will not be accepting walk-ins. Jeff Daugherty confirmed with Steven Lloyd, the Director of Planning and Community Development, that no business signage would be allowed, and that if the special use was approved, it would be non-transferable. This means that if the house were sold, the new owners could not have a home occupation under this special use request. Angel confirmed that she understood. A sign was placed in the yard at 503 E Hubbard notifying neighbors of the special use application. No citizens attended the meeting. Jeff Daugherty made a motion to approve a special use permit to allow a home occupation in an R-1C zoning district located at 503 E.
