Belton City Council Meeting June 10, 2025 = 5:30 P.M. The Belton City Council met in regular session in the Wright Room of the Harris Community Center. Members present included Mayor Pro Tem John R. Holmes, Sr., Councilmembers Craig Pearson, Wayne Carpenter, Daniel Bucher, Stephanie O'Banion and' Dave Covington. Mayor David K. Leigh was absent. Staff present included Sam Listi, John Messer, Mike Rodgers, Amy Casey, Chris Brown, Larry Berg, Daniel Aguirre, Jon Fontenot, Bob van Til; Judy Garrett, Megan Odiorne, Amanda Cox, Christina Sparks, Scott Hodde, James Grant and Joe Dyer. The Pledge ofA Allegiance to the U.S. Flag was led by Councilmember Dave Covington. The Pledge of Allegiance- to. the Texas Flag was led by Fire. Chief Jon Fontenot. The Invocation was given by Councilmember Stéphanie O'Banion. 1. Call to order. Mayor Pro Tem Holmes called the meeting to order at 5:31 p.m. 2. Public Comments. (Audio 1:43) Paul Romer, Director of Communications, discussed two 2025 TAMI Awards that were won by the City of Belton. Bryan Patrick, 3201 River Place, spoke regarding the FY2026 Budget and recommended not increasing the property tax rate. There were no other public comments. Consent Agenda Items 3-4. under this section are considered to. be routine. by the City Council. and may be enacted by one. motion. If discussion is desired by the Council, any item may be removed from the Consent Agenda prior to voting, at the request of any Councilmember, and it will be considered separately. (Audio 8:06) 3. Consider minutes of previous meetings: A. May 27, 2025, City Council Meeting B. May 30 and 31, 2025, Strategic Planning Workshop Retreat 4. Consider authorizing the City Manager to execute a professional services agreement with Kasberg, Patrick & Associates for bidding and construction administration services for the two (2) 18-inch Force Main Crossings of Nolan Creek. Upon a motion by Councilmember Covington and a second by Councilmember Pearson, the Consent Agenda was unanimously approved upon a vote of 6-0. Z-25-17 - Hold a public hearing and consider appeal of the Planning and Zoning Commission decision regarding a zoning change from Planned Development-48 (Restaurânt w! Drive-Thru) to Planned Development (PD) = Retail on approximately 1.65 acres located at 121 Lake Road. (The applicant has requested this. item be postponed to the June 24, 2025, City Council meeting.) (Audio 8:38) Councilmember Bucher made a motion to postpone this item. to the June 24, 2025, City Council meéting. Councilmember O'Banion seconded the motion which was unanimously. approved upon a vote of 6-0. FY2026 Budget 6. Conduct a work session on FY2026 budget considerations including, but not limited to, the following. funds: (Audio 9:30) A. Water and Sewer Fund B. Drainage Fund Director of Finance Mike Rodgers presented this item. There was no action.required of the Council at this time. Miscellaneous 7. Consider authorizing the BEDC Executive Director to execute a contract and related documents for the sale of approximately 23.4 acres located on FM 93 to Jon-Tex. Properties. (Audio 59:37) BEDC Executive Director Cynthia Hernandez presented this item. Upon a motion by Councilmember Potts, and a second by Councimember O'Banion, the sale of approximately 23.4 acres was unanimously approved upon a vote of 6-0. 8. Consider award of bid and authorizing the City Manager to execute the construction contract with Texas Materials Group for the Annual Street Maintenance Project, and any change orders associated with the contract, not to exceed the amount authorized under State law. Upon a motion by Councimember Bucher, and a second by Councimember Covington, the contract with Texas Materials Group was unanimously approved upon a vote of 6-0. Receive a presentation and consider a resolution finding no objection to a petition from the Nolanville Fire Department for the creation of Bell County Emergency Services District No. 3 which includes an area in Belton's ETJ. Upon a motion by Councilmember O'Banion, and a second by Councimember Covington, the following captioned resolution was unanimously, approved upon a vote of 6-0.
