Call to Order, Invocation, and Pledge of Allegiance = Mayor Brown called the meeting to order at 6:32 p.m. = Mayor Brown skipped the Invocation and Pledge of Allegiance because the Invocation and Pledge of Allegiance was done in the Special Meeting at 5:00 p.m. 2. Roll Call = Members present: Mayor Brown, Vice Mayor Williams, Councilwoman Alridge, and Councilman Gamsby. Absent = Councilwoman McCall Motion made by Councilman Gamsby to accept the Roll Call and seconded by Vice Mayor Williams. Passed 4-0 3. Additions, Deletions, and/or Amendments to the Agenda - None Councilman Gamsby made the motion to accept the Additions, Deletions, and lor Amendments to the Agenda and second by Councilwoman Alridge. 4. Citizens from the floor (5min. limit) - None 5. Presentation: Orientation, Ethics and Parliamentary Procedure Training (Councilman Gamsby) Councilman Gamsby gave everyone a copy ofthe Better Meetings with Robert's Rules of Order and the FLC- Florida League of Cities Online Orientation for Newly Elected Officials. Course cost: $99. A new class begins on the first Monday of each month. This virtual course offers an overview of how our local govemments function. This information is vital to effective leadership. Vice Mayor Williams shared with the council members an Ethics course online that is free that is offered by the Florida League of Cities (FLC). 6. Presentation: Town Finances Comparison (Councilman Gamsby) Councilman Gamby gave everyone a Budgetary Comparison Schedule - General Funds for the Fiscal Year Ended September 30, 2024, Town of White Springs, Florida Statement of Revenues, Expenses and Changes in Fund Net Position Proprietary Funds for the Fiscal Year Ended September 30, 2024, Town of White Springs Fund Balance Policy dated November 1, 2023. He discussed the finances of the town and had some concerns. Attached was a comparison chart of other small cities to White Springs. Branford, Coleman, Cottondale, Fort White, Greenville, Penney Farms, Pamona, and Waldo. Councilman Gamsby compare Total Salary with Grants, Council Salaries, All services. 7. Presentation: Zoning Process ssues (Councilman Gamsby) Councilman Gamsby did research and discovered there are several maps, and our Zoning system has a lot of issues and concerns that needs to be addressed. Mr. Gay had some concerns with bringing in new citizens for the growth of the town. He also had concern about the sewer - where is it dumped, fuel taxes, and Nutrient. 8. Presentation: Process Evaluation (Councilman Gamsby) Councilman Gamsby started presentation regarding Process Evaluation. He was discussing Article VIII. Boards, Committees and Land Use Plans and the Library lost power. Unable to continue the meeting. It was scheduled to continue later. 9.
