This adjustment is necessary due to a scheduling conflict for the speaker. Resolution 2025-24 Authorizing City Staff to Submit a Petition for Change to the State Water Resources Control Board, Division of Water Rights, to Change the Point of Diversion from Well 3 to Well 2 6.C. Resolution 2025-25 Updating Job Descriptions/Classifications for Police Officer and Police Sergeant. 6.D. Resolution 2025-26 Approving the Engineer's Report for the Annual Levy of Assessments for FY 2025-2026 for the City of Winters City-Wide Maintenance Assessment District and Resolution No. 2025-27 Declaring the City's Intention to Levy and Collect Annual Assessments for FY 2025-2026 6.E. Presentation - Waste Management Update Joe Cadelago provided an update on Waste Management services, highlighting recent developments and ongoing initiatives. 7.B. Presentation of the Sacramento-Yolo Mosquito & Vector Control District Luz Maria Robles gave the annual mosquito control update, noting a hot, wet spring may worsen the season. She highlighted Fight the Bite outreach, mosquito testing, use of mosquito fish, and Winters high invasive species activity. 7.C. Presentation Introducing the New League of Women Voters of Yolo County Michelle Famula presented on behalf of the League of Women Voters of Yolo County, highlighting their new countywide chapter, expanded voter education efforts, and outreach plans for Winters. 7.D. Presentation of the 2025 State of the Sector Report. Jessica Hubbard from the Yolo Community Foundation shared that the organization manages $14-15 million in funds. A recent survey of 68 nonprofits countywide highlighted rising expenses, limited reserves, staff burnout, and a lack of board diversity were challenges. The Foundation is focusing on sustainable funding, retention, and equity. 7.E. Proclamation Honoring the 150th Anniversary of the first Municipal Election of the City of Winters Mayor Vallecillo presented a proclamation honoring the 150th anniversary of Winters' first municipal election, celebrating community resilience and growth. Highlights included upcoming events from the Historical Society, a citywide volunteer project tracker, and plans to display the proclamation at the museum. Crystal Apilado provided public comment. Public Hearing Regarding Resolution No. 2025-29 Approving Application for SB 2 Permanent Local Housing Allocation Program Funds. Kelly Mumper presented the Permanent Local Housing Allocation grant application. The City is eligible for an additional $322,000, bringing the total to $500,000, to support low and very low- income housing projects with flexible partnership options. Public Hearing Regarding City of Winters Fee Schedule Update and Resolution No. 2025-30 adopting fees and charges for certain services provided by the City of Winters Cathy Matthews presented the annual fee schedule update. Most fees rose 2.9%, water meter costs were adjusted, and police permit fees increased due to new mandates. The council requested facility rentals on the recreation fee schedule be brought back as a future agenda item. Public hearing was opened and closed at 8:23 PM; there was no public comment. Public Hearing Regarding the Closeout Financial and Accomplishment Report from the State Administered Community Development Block Grant #20-CDBG-CV2-3- 00358 (CDBG-CV) Program Funding under the CARES ACT for COVID-19 Phoebe Giramonti presented a $312,000 grant update focused on COVID-19 learning recovery. Funds improved student proficiency and reduced learning gaps. Public hearing was opened at 6:50 PM and closed at 6:51 PM; there was no public comment. Motion by Council Member Loren, seconded by Casavecchia, to adopt Resolution No. 2025- 31 approving: a) Close out reporting for the Academic & Supportive Youth Services Program implemented by the Winters Joint Unified School District, and b) Unencumber $11,999 of CDBG- CV General Administration grant funds. Public Hearing and Reporting on City of Winters Vacancies, Recruitment and Retention Efforts Cathy Matthews presented the AB 2561 workforce update at the public hearing. The city had a 7% vacancy rate in 2024, with 10 openings and 7 hires. Recruitment challenges remain for key roles. Efforts include updated classifications, compensation review, and retention strategies. There was no public comment.
