Resolution 2025-32 - A Resolution of Intention to Continue Assessments for Fiscal Year 2025-26, Preliminarily Approving the Engineer's Report, and Providing Notice of Public Hearing for the City of Winters' Fire Protection and Emergency Response Services Assessment 6.C. Receive an update to the Citywide Classification and Compensation Study Report prepared by Management Strategies Group of Sloan, Sakai, Yeung & Wong LLP Motion by Council Member Loren, seconded by Council Member Casavecchia, to approve the Consent Calendar with items 6.A. and 6.B. and item 6.C. pulled from the agenda. Presentation of Board of State and Community Corrections Chris Bulkeley and Carrie Covert presented on the Board of State and Community Corrections Prop 47 grant. The County is seeking up to $8M to expand support for justice-involved individuals with mental health and substance use challenges. Community input is being gathered to shape services and fill critical gaps. Crystal Apilado provided public comment. 7.B. Fiscal Year 2025-2026 Budget Presentations from City Manager and Departments City Manager Jeremy Craig presented the budget for FY 2025-26, offering a general overview before department heads provided their updates. The budget increases were mainly due to inflation, particularly in services and utilities. Revenue from Measure S contributed to balancing the budget, which did not include any new programs, but several new positions were added. Council to consider a reserve policy at a future meeting. Tina Lowden provided public comment. DISCUSSION ITEMS 8.A. Resolution 2025-23 - Declaring weeds and rubbish on certain lots and parcels within the City of Winters to be a public nuisance and implementing proceedings to abate said nuisances Fire Chief Snyder provided an update on the annual weed and rubbish abatement process. The list of noncompliant properties is down to 6-7 sites, with one major multi-lot parcel under active code enforcement. Council approved moving the updated list to a public hearing, with abatements planned before July 4. No public comment. Motion by Mayor Pro Tem Biasi, seconded by Council Member Casavecchia, to approve Resolution 2025-32 - Declaring weeds and rubbish on certain lots and parcels within the City of Winters to be a public nuisance and implementing proceedings to abate said nuisances with updated Exhibit A. Discussion of affordable housing sites City Manager Jeremy Craig presented affordable housing opportunities, noting that the City must plan for 552 new units by 2029, with a focus on low and very low-income housing. He reviewed current and potential sites, including Farmstead and the former NeighborWorks parcel, while Council directed staff to prioritize city-owned land and pursue partnerships and grants. CITY MANAGER REPORT City Manager Jeremy Craig announced that the City's fireworks show is scheduled for July 3rd and mentioned rising costs due to inflation.
