CITY OF CITRUS HEIGHTS CITY COUNCIL MINUTES Regular Meeting of Wednesday, June 11, 2025 City Hall Council Chambers 6360 Fountain Square Dr., Citrus Heights, CA CALL REGULAR MEETING TO ORDER The regular meeting was called to order at 6:01 p.m. by Mayor Karpinski-Costa. 1. The Flag Salute was led by Council Member Middleton. 2. Roll Call: Council Members present: Middleton, Nelson, Schaefer, Karpinski-Costa Council Member absent: Lopez-Taff Staff Members present: Bermudez, Brown, Cave, Drexel, Feeney, Poole, Preciado, Talwar, Turcotte, Van and department directors. 3. The video statement was read by City Clerk Van. APPROVAL OF AGENDA ACTION: On a motion by Council Member Schaefer, seconded by Council Member Middleton, the City Council approved the agenda. Proclamation of the City of Citrus Heights proclaiming May 17, 2025 as its Inaugural Participation in Big Day of Service Mayor Karpinski-Costa read and presented the proclamation to Brad Squires, Founder and CEO oft the Orangevale-Fair Oaks Community Foundation and Caryl and Steve Balko, Project Captains for Citrus Heights. Mr. Squires addressed the City Council and announced that next year's Big Day of Service is scheduled for May 16, 2026. Caryl Balko thanked the City for its support. 5. Presentation by Residents Empowerment of Citrus Heights (REACH) Board Member Andrew Campbell reporting on Neighborhoods USA (NUSA) Conference Mr. Campbell, Neighborhood Area 4 representative and REACH Board Secretary, provided a presentation. He reviewed the workshops and presentations he attended at the 50th Annual NUSA Conference held in Jacksonville, Florida. He highlighted several programs that he thought could benefit Citrus Heights, including micro-housing communities; a tool ending program; and "Out & About" neighborhood connection events. Presentation by the Citrus Heights Police Department for National Night Out on August 5, 2025 Seargent Jones provided a presentation and extended an invitation to the community to attend National Night Out. He discussed how much safer residents would feel if they knew their neighbors. He stated that the annual NNO event aims to foster police-communty partnerships and heighten crime prevention awareness. The community can expect to enjoy family-friendly activities and refreshments and take advantage of an opportunity for the Police Department and City to answer questions in various neighborhoods. He said the easiest way to register for the event is to visit cittusheightspd.net and complete ai form, noting that registration is free. PUBLIC COMMENT Gigi Rayford, Executive Director of Citrus Heights Arts, provided an update on the new CH40 Arts District and first mural project, located at Sylvan Corners. She noted that the City is sponsoring the murals at DarkHeart Brewing and reported that Citrus Heights Arts is actively promoting the CH40 Arts District through various channels. She thanked the City Council for its continued support. David B. Shelton cited concerns with how some of the language is presented in the recently amended Chapter 38 of the Citrus Heights Municipal Code pertaining to fireworks. Since his allotted speaking time expired, he was asked to forward his comments for consideration. COMMENTS BY COUNCIL MEMBERS AND REGIONAL BOARD UPDATES Council Member Middleton congratulated all recent graduates and their families and encouraged the community to participate in the summer programs offered by the San Juan Unified School District. Council Member Nelson reported on attending the groundbreaking ceremony for the Habitat for Humanity community on Sayonara Drive. She attended a community meeting hosted by Supervisor Rodriguez. She attended a meeting along with Mayor Karpinski-Costa and staff regarding Sacramento Transportation Authority proposed legislation. Council Member Schaefer reported on attending a Sacramento Area Council of Governments meeting, where the budget was passed. He attended a Regional Transit luncheon where the speaker discussed microtransit. He attended the groundbreaking ceremony for the Sayonara Drive Habitat for Humanity community. He attended a SACOG Policy and Innovation Committee meeting and Supervisor Rodriguez's community meeting. He attended the City Scoop event and a Capitol Corridor Joint Powers Authority briefing on the Link21 Program, a new rail line that is planned to go across the Bay in addition to BART. He reported on attending a meeting of the Sacramento Regional Transit Board, where the budget was adopted. Mayor Karpinski-Costa attended the groundbreaking ceremony for the Sayonara Drive Habitat for Humanity community. She hosted Monday with the Mayor on June 2 and June 9. She and Council Member Middleton attended an Auburn Boulevard traffic analysis meeting with City staff. She attended City Scoop and thanked Sam's Club for donating the ice cream. She discussed the Sacramento Transportation Authority meeting she attended with Council Member Nelson regarding proposed legislation. She reported on a Sacramento Area Sewer District meeting and encouraged the public to apply for the Sewer Lifeline Rate Assistance Program. Preciado RECOMMENDATION: Adopt Resolution No. 2025-040, A Resolution of the City Council of the City of Citrus Heights, California, Amending the City User Fees and Converting Certain Fees for Services from a Flat Fee to Actual Cost Finance Manager Preciado provided aj presentation. He gave an overview of the proposed changes to Planning fees and deposits, aimed at eliminating barriers for permits in adherence to the City Council- approved Economic Development Work Plan. He discussed changes to Citrus Heights Event Center deposits, intended to increase accessibility to the space. He noted that these changes were reviewed with the Finance Committee and individual Council members, and if approved, will become effective in 60 days. Mayor Karpinski-Costa opened the public hearing at 6:57 p.m. Hearing no public comment, she closed the public hearing. ACTION: On a motion by Council Member Schaefer, seconded by Council Member Nelson, the City Council adopted Resolution No. 2025-040, A Resolution of the City Council of the City of Citrus Heights, California, Amending the City User Fees and Converting Certain Fees for Services from al Flat Fee to Actual Cost. Move to Adopt Resolution 2025-041, A Resolution of the City Council of the City of Citrus Heights, California, Approving the Budget for Fiscal Years 2025/26 and 2026/27; and b. Move to Adopt Resolution 2025-042, A Resolution of the City Council of the City of Citrus Heights, California, Establishing an Appropriation Limit for Fiscal Year 2025/26; and C. Move to Adopt Resolution 2025-043, A Resolution of the City Council of the City of Citrus Heights, California, Approving the Five-Year Capital Improvement Program for Fiscal Years 2025/2026-20292030 Prior to the presentation provided by Administrative Services Director Talwar, City Manager Feeney commented on the process of developing the budget through the Strategic Planning retreat, City Council Member meetings, Finance Committee meeting and the workshop held on May 28. He thanked the Council and staff for their efforts. Director Talwar distributed the City's Popular Annual Financial Report at the dais and noted that it is also available on the City's website. She presented an overview of the budget approach; all City funds; General Fund Revenue; proposed operating expenditures; al breakdown of the Police Department's budget as requested by Council; the Gann Limit; and the 5-Year Capital Improvement Program. Van RECOMMENDATION: Staff recommends the City Council ratify the appointment of Scott Kaufman to the Planning Commission with a term ending December 31, 2028 City Clerk Van stated that this vacancy was created by the resignation of Planning Commissioner Oleg Shishko. The appointee will fill the remainder of this term. Council Member Schaefer ntroduced Mr. Kaufman, who addressed the City Council from the podium. ACTION: On a motion by Mayor Karpinskl-Costa, seconded by Council Member Schaefer, the City Council ratified the appointment of Scott Kaufman to the Planning Commission with a term ending December 31, 2028. AYES: Middleton, Nelson, Schaefer, Karpinski-Costa NOES: None ABSENT: Lopez-Taff DEPARTMENT REPORTS None. CITY MANAGER ITEMS City Manager Feeney provided a presentation. He thanked the staff team and the City Council for their work on the Biennial Budget. He announced a pop-up event on June 14, 2025 and a feedback survey for the Gateway Activation Project (GAP). He noted that the Popular Annual Financial Report is available on the City's website and hard copies will also be available for the community. ITEMS REQUESTED BY COUNCIL MEMBERS / FUTURE AGENDA ITEMS Mayor Karpinski-Costa requested a discussion and community input on establishing cooling centers that will accept unhoused individuals with pets.
