MINUTES OF THE SPECIAL SARASOTA COMMUNITY REDEVELOPMENT AGENCY MEETING SEPTEMBER 21, 2015 PRESENT: Chair Willie Charles Shaw, presiding, Vice Chair Suzanne Atwell, Members Liz Alpert, Susan Chapman, and Shelli Freeland Eddie, and Executive Director Thomas Barwin, Attorney Robert Fournier and Secretary Pamela Nadalini ABSENT: None The meeting of the Community Redevelopment Agency (CRA) was called to order by Chair Shaw at 2:56 p.m. 1. APPROVAL RE: MINUTES OF THE SPECIAL COMMUNITY REDEVELOPMENT AGENCY MEETING OF APRIL 20, 2015 (AGENDA ITEM CRA-1) Chair Shaw noted Community Redevelopment Agency (CRA) consensus to approve the minutes of the Special Community Redevelopment Agency (CRA) meeting of April 20, 2015. 2. APPOINTMENT RE: NEWTOWN COMMUNITY REDEVELOPMENT AGENCY ADVISORY BOARD (AGENDA ITEM CRA-2) Secretary Nadalini stated that the terms of Yvette Williams who occupies the seat for a resident of the redevelopment area, Shelli Freeland Eddie who occupies the seat for a citizen-at-large, and Harvey Ruiz who occupies the seat for an individual involved in finance and banking expired in December 2014; that included in the Agenda backup material are applications received from John Deppisch-DeVaughn, Deanie Bergbueiter, Terrill Salem, Arthur Guilford, and Arthur Williams for CRA's consideration. Vice Chair Atwell nominated Arthur Guilford for the seat designated for a citizen-at-large on the Newtown CRA Advisory Board. Member Chapman nominated Deanie Bergbueiter for the seat designated for a citizen-at-large on the Newtown CRA. Advisory Board. Discussion ensued about possibly nominating Mr. Guilford for the seat for an individual involved in finance and banking on the Newtown CRA Advisory Board since he is the former Regional Chancellor of the University of South Florida (USF) Sarasota-Manatee and would have worked in the area of finance, Commission consensus could be sought to nominate Mr. Guilford for the seat for an individual involved in finance and banking, and concerns Mr. Gilford did not apply for the seat designated for an individual involved in finance and banking on his application. Chair Shaw nominated Terrill Salem for the seat designated for a resident of the redevelopment area on the Newtown CRA Advisory Board. Member Chapman stated that Mr. Salem does not live in the City and Member Freeland Eddie stated that Mr. Ruiz who formally held a seat on the Newtown CRA Advisory Board was in a similar situation, served a full-term on the Newtown CRAAdvisory Board, and did not reside in the City. Chair Shaw nominated John Deppisch-DeVaughn for the seat designated for an individual involved in finance and banking on the Newtown CRAA Advisory Board. Secretary Nadalini stated that the City Code allows the CRA to choose an individual based upon their skill set and who may reside outside of the City limits; that the CRA could waive the requirements if desired. The following person spoke: Deanie Bergbueiter indicating she just wanted to come before the Community Redevelopment Agency (CRA) to introduce herself since she had not had an opportunity to speak with anyone individually. Discussion ensued about appointing potential Applicants to open seats on the Newtown CRA Advisory Board. Chair Shaw noted Community Redevelopment Agency (CRA) consensus to appoint Terrill Salem for the seat designated for a resident of the redevelopment area, John Deppisch-DeVaughn for the seat designated for an individual involved in finance and banking, and Deanie Bergbueiter for the seat designated for citizen-at-large on the Newtown Community Redevelopment Agency (CRA) Advisory Board, and congratulated them all on their appointment. 3. APPOINTMENT RE: DOWNTOWN COMMUNITY REDEVELOPMENT AGENCY ADVISORY BOARD (AGENDA ITEM CRA-3) Secretary Nadalini stated that terms of Michael Beaumier who occupies the seat for an individual involved in construction development in the area, and Drayton Saunders who occupies the seat for an owner of land used for commercial purposes in the area expired in July 2015; that Mr. Beaumier and Mr. Saunders are eligible for and expressed interest in being reappointed by submitting new applications to the Office of the City Auditor and Clerk which are included in the. Agenda backup material for the CRA Board's consideration. Chair Shaw noted Community Redevelopment Agency (CRA) consensus to reappoint Michael Beaumier to the seat designated for an individual involved in construction development in the area and Drayton Saunders to the seat designated for an owner of land used for commercial purposes in the area, and congratulated them both on their reappointment. 4.
