PRESENT: : Mayor Jerome Dupree, Commissioners Albert Hogle, David Merrill, and Gene Pillot, City Manager David Sollenberger, City Auditor and Clerk Billy Robinson, and City Attorney Richard Taylor ABSENT: None PRESIDING: Mayor Jerome Dupree The meeting was called to order in accordance with Article III, Section 9 (b) of the Charter of the City of Sarasota at 11:30 a.m. City Auditor and Clerk Robinson gave the Invocation followed by the Pledge of Allegiance. 1. SWEARING IN OF NEWLY APPOINTED CITY COMMISSIONER FOR DISTRICT NO. 2 - WITNESSED THE SWEARING IN OF COMMISSIONER HOGLE (AGENDA ITEM I) #1 (0030) through (0449) Mayor Dupree requested that Comisioner-apointes Albert Hogle join City Auditor and Clerk Robinson in front of the Commission table. city Auditor and Clerk Robinson administered the Oath of Office to Commissioner-appointee Albert Hogle; and stated that congratulations are extended to Commissioner Hogle. Commissioner Hogle joined the Commission at the table and stated that appointment to the District No. 2 Commission seat is an honor and recognized the following family members in attendance: Leslie Hogle, wife; Leslie Jones, sister; Lorraine Hogle, sister; Norma Hogle, mother; and Sandy Hogle, daughter Commissioner Hogle stated that working with the Commissioners and Staff is positively anticipated; that the opportunity to learn from the other Commissioners is excellent; that at one time, Downtown was dying and the shopping centers did not look good; that much positive development has occurred Downtown and on North Tamiami Trail (U.S. 41); that a new Winn-Dixie supermarket, the Paradise Plaza and the Southgate Plaza shopping centers have been constructed or renovated in the last several years; that attention will be focused on all three Commission districts; that the opportunity to serve is appreciated. Commissioner Cardamone stated that Commissioner Hogle is welcomed; that some perquisites come with the job, i.e., a designated parking space, the keys to City Hall and the Commission Office, and the support of Kathie Micko, Administrative Assistant, and Sandra Saraniero, Administrative Secretary, in the Commission Office, both of whom do an excellent job for the Commission; that the City is in a positive position; that a new wave will bring the City to a new level. Commissioner Pilot stated that Commissioner Hogle's record of 28 years of serving the people of the City is wonderful; that service as a Commissioner will be with the same excellence and pride with which Commissioner Hogle served law enforcement for over a quarter of a century. Commissioner Merrill stated that Commissioner Hogle is welcomed; that immediate work can be provided; that a vacancy exists on the Sarasota/Manatee Metropolitan Planning Organization (MPO) Board; that representation on the Coastal Advisory Board of Sarasota County can also be offered. Commissioner Cardamone stated that a briefing should be provided by Staff concerning the MPO; that as the other appointed member of the MPO, she will be out of town and unable to attend the November 23, 1998, MPO Board meeting at which time the MPO workplan will be discussed; that appointments to both boards is supported. Mayor Dupree statèd that hearing the Commission's agreement, Commissioner Hogle is appointed as the City's representative to the MPO Board and the Coastal Advisory Board of Sarasota County. Mayor Dupree stated that Commissioner Hogle has worked in the community for many years and done an excellent job; that serving on the Commission with Commissioner Hogle is a source of pride; that the position of Commissioner is different from any other position; that Commissioner Hogle will do an exceptional job and is equal to the difficult task; that congratulations are offered. City Manager Sollenberger stated that congratulations are offered; and presented the keys to City Hall and the Commission Office to Commissioner Hogle. V. Peter Schneider, Deputy City Manager, came before the Commission and stated that using the term "Commissioner" will be difficult after the many years of working with Commissioner Hogle but will be a pleasure. city Auditor and Clerk Robinson stated that Commissioner Hogle is well known due to many years of mutual service on the Police Officers' Pension Board of Trustees; that congratulations are offered. City Attorney Taylor stated that the City Attorney's Office has been representing the City for many years; that no Commissioner has personally paid any judgments to date; that the City Attorney's Office is available for consultation as desired; that discussions can be scheduled to review the City's operations from BOOK 45 Page 17868 11/18/98 11:30 A.M. SELECTION OF VICE MAYOR = SELECTED VICE MAYOR MERRILL (AGENDA ITEM II) #1 (0499) through (0530) Mayor Dupree stated that selection of a Vice Mayor is required to fill the vacancy of the unexpired term created by the resignation of former Vice Mayor Patterson. Commissioner Pillot nominated Commissioner Merrill. Mayor Dupree stated that hearing no other nominations, the nominations are closed and announced the selection of Vice Mayor Merrill. 4.
