Orange Avenue Sarasota, FL34234 Contact: Joel Freedman Freedman Consulting & Development, LLC 1527 Second Street Sarasota, FI 34236 (941) 780-2623 A community workshop is being held to discuss a proposed amendment to the Future Land Use map (FLUM) of the City's comprehensive plan for approximately 30 +/- acres of property owned by the Sarasota Housing Authority. The Applicant will also be discussing the concurrent rezone and potentially a site plan that will be processed for a portion of the property involved with the FLUM amendment. The Sarasota Housing Authority owns the property found within the Housing Authority Overlay District (see map on back of notice). Much of the property is currently being redeveloped. The property within the Overlay currently has a FLUM designation of Multiple Family Medium Density. The purpose oft the FLUM amendment is to change the Future Land Use Map designation of the approximately 30 +/- acres of property within the Overlay area from Multiple Family - Medium Density to Multiple Family - High Density. This change will allow the Housing Authority to construct additional dwelling units to help with providing the much-needed affordable housing for Sarasota. There is one parcel that the Housing Authority owns on the south side of 22nd Street requesting to be added into the Overlay. This change will be accomplished by a Zoning Text Amendment that City staff will prepare as the Housing Authority's FLUM change is being processed. This property is included in the proposed FLUM change being requested. The zoning text amendment will also change the maximum height allowed in the Overlay to 45 feet from the current limit of35 feet. The majority of the Housing Authority property is zoned Government (G). The two parcels owned by the Housing Authority on the south side of 22nd Street (PID# 2024060047 and 2024060045) are currently zoned Residential Multiple Family 2 (RMF-2) and will be rezoned to G. The two parcels owned by the Housing Authority on the north side of 21st Street (PID# 2024070021 and 2024070024) are currently zoned Residential Single Family 4 (RSF-4) and will be rezoned to G. The one parcel owned by the Housing Authority on the south side of 21st Street (PID# 2024090086) is currently zoned Residential Multiple Family 2 (RMF-2) and will be rezoned to G. The rezoning to G is being requested to create consistency with the majority ofthe Housing Authority owned property within the Overlay. The rezoning will be concurrently processed along with a site plan showing the proposed development for this property. The Zoning Code (2002 Ed.) of the City of Sarasota requires that all applicants hold a Community Workshop prior to filing a formal application with the City of Sarasota if requesting one or more oft the following applications: Conditional Use; Rezone; Street/ROW Vacation; "G" Zone Waiver; Amendment to the Future Land Use Map Illustration LU-60 ofthe Sarasota City Plan; Amendments to the text ofthe Sarasota City Plan that affect as specific and limited area ofthe City (as determined by the. Director oft the Department ofNeighborhood: and) Development Services); day care facilities with more than ten children in certain zone districts; utilization ofGolden Gatel Point alternative standards, and/or certain development projects within the Laurel Park Overlay District (LPOD) and North Trail Overlay District (NTOD). The meeting is toi inform neighboring property owners, residents, and business owners of the nature of the proposed development, explain the site plan, ifany, solicit suggestions and identify concerns; prior to the filing ofa formal development application. This meeting will be conducted by the applicant or their representative; however, a member of the City of Sarasota's staff will be in attendance to address administrative questions. An additional Community Workshop shall be required if: an increase is proposed to the height, density or intensity of an application occurs following the previous Community Workshop; an amendment is requested that requires action by the Planning Board or City Commission; and/or an application is not filed within 12 months following the previous Community Workshop. Once a formal application is filed with the City of Sarasota, property owners and registered necighborhood associations within 500 feet of the subject site will be notified of any public hearings held as the application proceeds through the Development Review Process. Interested persons are welcome to attend the public hearings and be heard.
