CALL MEETING TO ORDER AND ROLL CALL Chairman Hart called the meeting to order at 3:00 p.m. and Senior Planner Smith (as Secretary to the Board) called the roll. II. CHANGES TO THE ORDERS OF THE DAY Citizen Input was moved to after Approval of Minutes at the request of Dr. Smith and by consensus of Board members. III. APPROVAL OF MINUTES By consensus, Board Members approved minutes of the February 12, 2013 Board meeting. IV. CITIZEN INPUT Mr. Kevin Bruning, Chairman of the Sarasota County Historical Preservation Board, appeared and invited the City of Sarasota Historical Preservation Board members to the County meeting which are held on the 3rd' Tuesday of the month at 4:45 pm. Mr. Bruning stated the County Board's main missions are community education and community involvement and to that end he formally invited the City Board members to attend an event at Phillippi Estates Park on May 1st, noting the month of May is Historic Preservation Month. Mr. Bruning further stated Sarasota is hosting the 1st Annual Conference for DOCOMOMO-US on April 18th and the Sarasota County Visitor and Information Center, along with the Sarasota County History Center, were commencing a new exhibit on April 22nd featuring the Sarasota Public School Building Project 1954-1960, a branch-out of the Sarasota School of Architecture. V. CERTIFICATE OF APPROPRIATENESS [COA] APPLICATIONS 1. The Van Wezel Estate Residence [535 S. Blvd. of the Presidents!: Application 13-COA-04 requests approval to build a two-story detached garage, install a new driveway and courtyard, build an addition to the primary structure, and demolish the 1982 detached pool bath/s storage addition. [MEB Capital, Inc. owner-applicant), Dr. Smith administered the oath to those wishing to speak. Mr. Alan James appeared to present the application. Discussion ensued regarding the proposed detached garage being outside of the view corridor, the hyphenated connector between the existing structure and the proposed detached garage, the 1982 addition not being part of the historical structure, the construction of a 230 sq ft Great Room addition to expand the kitchen, and the current deteriorated condition of the structure. HPBM Ramsey requested clarification on the scope of the work to be done. Discussion ensued regarding the use of the existing windows in the new space and bringing the structure up to code so that is habitable. Dr. Smith gave the history of the proposal, noting the proposed construction of the master bedroom was removed from the proposal due to the FEMA 50% plus rule. Dr. Smith stated the garage and small addition can be constructed under current regulations, however the construction of the master bedroom suite will require a variance from the FEMA 50% rule. Dr. Smith further stated the decision was made to move forward with the detached garage and small addition sO that the sale of the property could go forward and noted the intent is to bring the proposal back to include the master bedroom suite once the variance is granted. Dr. Smith stated the COA requested today is for the 21 building permits, noting the first permit is required due to the property being in the historic district and will allow the installation of the driveway pavers and the construction of the detached garage and hyphenated connector while the second permit will allow for the demolition of the 1982 non-historic structure and the construction of a 230 sq ft Great Room addition. Discussion ensued regarding historically designated structures receiving relief from the FEMA 50% plus rule. Dr. Smith stated recent changes to the State law requires a variance be granted and that once that is accomplished the project would come back before the Historic Preservation Board for an additional COA for the construction of the master bedroom suite. Discussion ensued regarding the hyphenated connector, the wall and roof finishes, doors, windows, gable versus hip roof, impact resistant glass in the hyphenated connector, elevations, compatibility of the new structure with the existing structure without creating a false sense of historic development, whether the interior is part of the historic designation, and flooring. HPB Chair Hart opened the floor to citizen input. No-one appeared in support or opposition to the application. HPB member Svekis made a motion, seconded by HPB member Frangie, to find Certificate of Appropriateness 13-COA-04 consistent with Sections IV-808 (a) and IV-809 (a) and approve the proposed scope of work, subject to the following condition(s): (1) All construction plans for the proposed scope of work shall be in compliance with those received with Permit # 20132860 by the Building Department on March 21, 2013 and Permit # 20132970 on March 28, 2013. All final construction plans shall be subject to a full review for compliance with all other applicable codes by Historic Preservation Staff and the Director of Neighborhood and Development Services. HPB member Svekis amended the motion to add a condition: "The applicant will follow up with staff to get approval for the finished detail on the work that is proposed under these two permits" HPB member Gurley seconded the amended motion. The amended motion carried 5/0. VI. CITIZEN INPUT No citizen comments were received. VII. TOPICS BY BOARD MEMBERS No topics were presented by Board Members VIII. TOPICS BY STAFF Dr. Smith noted the information contained in the meeting packets regarding the Florida Trust for Historic Preservation's s upcoming annual conference. IX.
