The vacation is for the portion of 18th Street that begins on the west side of Orange Avenue, extending westward to its terminus at the Seminole Gulf Railway, LP property. An easement will be granted back to the City for the existing drainage canal. Children First is proposing this vacation and owns the property on both sides (north and south) of the subject right-of- way. The Seminole GulfRailway, LP is the only other property owner abutting the 18th Street right-of-way. The purpose of the vacation is to allow for Children First to consolidate their property on each side of the right-of-way sO that a new child care facility can be constructed on the northern 3.18 +/- acre vacant parcel. The subject property is zoned Residential Multiple-Family 1 (RMF-1) and as such requires Minor Conditional Use and Site Plan approval in order to develop and operate a child day care facility. A Community Workshop was held on July 11, 2023 regarding this proposal. The single-story building will have up to 28,000 s.f. of floor area and have vehicular access from 17h and 19th Streets. The existing 18th Street access will be closed following approval oft the street vacation. The new: facility will allow Children First to continue to provide a Head Start program for up to 140 additional children. The children being served range in age from 6-weeks to 5-years. The facility's hours of operation will be 7:00 a.m. to 5:30 p.m. There will be approximately 17 new employees hired to staff the facility. The. Zoning Code (2002 Ed.) of the City of Sarasota requires that all applicants hold a Community Workshop prior to filing a formal application with the City of Sarasota if requesting one or more ofthe following applications: Conditional Use; Rezone; Street/ROW Vacation; "G" Zone Waiver; Amendment to the Future Land Use Map Illustration LU-60 ofthe Sarasota City Plan; Amendments to thet textofthe Sarasota City] Plan that affect aspecific and limited area ofthe City (as determined by thel Director ofthe Department ofNeighborhood and Development Services); day care facilities with more than ten children in certain zone districts; utilization ofGolden Gatel Point alternative standards, and/or certain development projects within the Laurel Park Overlay District (LPOD) and North Trail Overlay District (NTOD). The meeting is to inform neighboring property owners, residents, and business owners of the nature oft the proposed development, explain the site plan, ifany, solicit suggestions and identify concerns; prior tot the filing of a formal development application. This meeting will be conducted by the applicant or their representative; however, ai member of the City of Sarasota's staff will be in attendance to address administrative questions. An additional Community Workshop shall be required if. an increase is proposed to the height, density or intensity of an application occurs: following the previous Community Workshop; an amendment is requested that requires action by thel Planning Board or City Commission; and/or an application is not filed within 12 months following the previous Community Workshop. Once a formal application is filed with the City of Sarasota, property owners and registered neighborhood associations within 500 feet of1 the subject site will be notified of any public hearings held as the application proceeds throught the Development Review Process.
