Services I. CALLI MEETING TO ORDER AND ROLL CALL 1:33:45 p.m. Chair Halflants called the meeting to order.. General Manager Christie (acting as then Planning Board's Secretary) called the roll. I PLEDGE OF ALLEGIANCE' III. CHANGES TO THE ORDER OF' THE DAY No changes to the Order of the Day. IV. LAND USE ADMINISTRATION PUBLIC HEARINGS NOTICE TO THE PUBLIC: At this time anyone wishing to speak at the following public hearings. will be required to take an oath. (Time limitàtions will be established by the Planning Board.) City Attorney Connolly gavethe Oath and discussed time limits. A. Reading of thè Pledge of Conduct Chair Halflants read the Pledge of Conduct. B. Legislative 1. Zoning Text Amendment Application No. 24-ZTA-05 request for Zoning Text Amendment Approval to create definitions related to the Historic Preservation Transfer of Development Rights Program; Establish a Historic Preservation of Development Rights Program Overlay District; Allow for the Transferring of Development Rights (Buildable Square Footage and Density) within certain Zone Districts; and clarify Zone Districts that Minutes of the Regular Planning Board Meeting November, 13, 2024 at 1:30 p.m: in the Sarasota. Çity Commission Chambers. Page 2 of 4 are sending zones only and zone districts that are sending and receiving zones within the Downtown. (Briana Dobbs, AICP, CNU-A, Chief Planner, Planning Department) Staff Presentation: Steve Cover, Planning Director, Planning Department, Briana Dobbs, Chief Planner, Planning Department, and Erin DiFazio, Program Director for Sarasota Alliance for Historic Preservation. Mr. Cover provided a timeline of the proposed request. Ms. Dobbs provided an explanation of the Historic Preservation Transfer of Development Rights (TDR) Program, the definition of a Designated Historic Building, and additional definitions related to the TDR Program. Ms. Dobbs presented a map showing the districts explaining sending and receiving zones. Ms. Dobbs explained the process for the transferring of development rights and the requirements. Vice Chair Deleo posed questions regarding the map and noncontributing buildings. Ms. Dobbs spoke to, the questions. PB: Member Clermont posed a question about enforcement. Ms: Dobbs spoke to the question. PB Member Clermont posed a question about the value of transferred rights. Ms. DiFazio spoke to the question. PB Member Lamay posed a question about the value associated with each transfer. Ms. DiFazio spoke to the question. Discussion ensued. Chair Halflants posed a question about the property size for the sending properties the transfer. Ms. DiFazio spoke to the question. Chair Halflants spoke to the proposed request. The Planning Board members discussed the proposed request. Chair Halflants made a motion to recommend approval of 24-ZTA-05 to the City Commission with the provision to allow. for up to four stories in the Downtown Core. Chair Halflants spoke to the motion. PB Member Clermont posed a question about the motion. City Attorney Connolly spoke to the question and provided options for the proposed motion. Vice Chair Deleo spoke to the motion. Chair Halflants withdrew. the motion. PB Member Salme spoke to the proposed request regarding enforcement of the code. The Planning Board Members held a discussion regarding code enforcement. Motion passed 5-0. Chair Halflants made a motion to suggest to the City Commission to increase the maximum permitted height on a receiving site to increase from ten stories to fourteen stories in the Downtown Core. PB Member Clermont seconded the motion. The Planning Board Members spoke to the motion. Chair Halflants explained the reason for the motion. Discussion ensued. Motion passed 3-2. The Planning Board members discussed recommending that City Commission investigate a similar market rate solution to preserving the character of historic City neighborhoods. Vice Chair Deleo made a motion to recommend that City Commission investigate a similar market rate solution to preserving the character of historic City neighborhoods that would be voluntary. PB Member Lamay seconded the motion. Motion passed 5-0. V. CITIZEN's INPUT NOTICE TOTHE PUBLIC: At this time Citizens may address the Planning Board on topics of concern. Items which have been previously discussed at Public Hearings may not be addressed at this time. (A maximum 5- minute time limit.) There was no citizen's S input. VI. APPROVAL OF MINUTES 1. PRESENTATION OFTOPICS BY STAFF City Attorney Connolly discussed the December 11, 2024 Planning Board meeting and the appeal of 1260 N. Palm. Mr. Connolly explained the process of the appeal. Chair Halflants posed a question about the process. City Attorney Connolly spoke to the question. Discussion ensued. VIII.
