CITY OF SARASOTA MINUTES OF THE REGULAR MEETING OF THE HISTORIC PRESERVATION BOARD July 9, 2013 at 3:00 p.m. in the Sarasota City Commission Chambers Note: The City's Website address is sarasotagov.com. CALL MEETING TO ORDER AND ROLL CALL Chairman Hart called the meeting to order at 3:00 p.m. and Senior Planner Smith (as Secretary to the Board) called the roll. Senior Planner Smith stated newly appointed HPB member Dan Ionescu had called and stated he would not be able to attend the meeting due to commitments he made prior to being appointed. The Board voted unanimously to excuse Mr. Ionescu's S absence. II. CHANGES TO THE ORDERS OF THE DAY Senior Planner Smith stated Mr. Phil Hurwitz, Director of the City's IT Department, was present to discuss a change being made to the City email accounts for Board members. Mr. Hurwitz discussed the changes, noting the old accounts will be active for another week, the new accounts are effective immediately, and any saved emails can be forwarded to the new account. III. APPROVAL OF MINUTES HPB member Lancaster made a motion to approve the minutes of the June 11, 2013 Board meeting. HPB member Svekis seconded the motion. The motion carried unanimously. IV. CERTIFICATE OF APPROPRIATENESS [COA] APPLICATIONS 1. The Ashton Home [3035 Bay Shore Road): Application 13-COA-05 proposes to rebuild the degraded addition wall between the garage and the historic house in the side yard area of the property; install a replacement window within the rebuilt wall to meet current building code; replace the 15 Lite Door and two 10 lite side panels at the rear façade of the addition to the historic house at the rear corner of the home with a new matching design 15 Lite Door and two 10 lite side panels; and remove non-historic hurricane roll up shutters from area of Door and side lights. Mr. Klaus Lang appeared stating he owns the home and discussed the proposed renovations. Mr. Lang stated the drywall replacement was necessary due to the fact it was stapled versus screwed in place, the staples have deteriorated as a result, and noted this is the last portion of the property that needs repair/updated. Mr. Lang further noted the renovations are to the structure estimated to have been added in the 1980's s and is not part of the historic structure. Dr. Smith stated he met with Mr. Lang at the property, confirmed the requested changes were not part of the main structure, and noted the repairs would bring the property up-to-date. HPB member Svekis made a motion to find Certificate of Appropriateness 13-COA-05 consistent with Sections IV-808 (a) and 1V-809 (a) and approve the proposed scope of work, subject to the following condition(s): (1). All construction plans for the proposed scope of work shall be in compliance with those received with Permit #20134333 by the Building Department on June 10, 2013. All final construction plans shall be subject to a full review for compliance with all other applicable codes by Historic Preservation Staff and the Director of Neighborhood and Development Services. HPB member Lancaster seconded the motion. The motion carried unanimously. V. CITIZEN INPUT There was no citizen input. VI. TOPICS BY BOARD MEMBERS HPB member Lancaster noted discussions had occurred previously regarding certain modifications to historic structures being approved administratively versus requiring Board approval. Dr. Smith stated the application heard today required Board approval since the request was for a structural change. Dr. Smith noted specific language in the Zoning Code that contains the verbiage "not limited to" provides some leadway for determining what requires administrative versus Board approval. Dr. Smith further noted a list of items that can be approved administratively and per the request of HPB member Bradley stated that information would be included in the mailout for the next meeting. Dr. Smith gave an example stating structures that are listed on the Florida Master Site File (FMSF) listing require Board approval for renovation or demolition unless the structure is no longer eligible due to deterioration, etc.. If the structure is no longer eligible for FMSF listing the structure could be renovated or demolished with administrative approval. Dr. Smith suggested if the HP Board wished he could call the HPB Chair for a determination if in doubt as to whether an application could be approved administratively or needed Board approval. Minutes of the Regular Historic Preservation Board Meeting July 9, 2013 at 3:00 p.m. in the Sarasota City Commission Chambers Page 3 of3 HPB member Svekis stated she had personally written a letter to Michael Saunders suggesting that should the building at 2051 Main Street not be moved that rather than donate the $10,000 she offered towards that she could donate the $6,500 required for completing the documentation of the building that was requested. HPB member Svekis noted Ms. Saunders had declined however assured her that she is committed to historic preservation in Sarasota. HPB member Svekis had a conversation with Ms. Almy after receiving Ms. Saunders response. Ms. Almy suggested HPB member Svekis contact the person she had recommended do the documentation and ask that aj presentation be made to the HPB regarding the process. Discussion ensued regarding requiring rather than requesting the HABS/HAER documentation in certain application approvals, how that could be accomplished via a joint venture with the University of Florida, and the need for a central repository for the records. Dr.Smith stated the FMSF database is on the City's website and hard copies of everything related to each property is contained in files kept at City Hall. Dr. Smith further noted information pertaining to properties that are locally designated is being scanned but won'tl be complete in the near future and does not include FMSF or national designations at this time. Consensus of the Board was HPB member Svekis will obtain the information and contact the person(s) requesting a presentation. Dr. Smith noted the deadlines for submitting agenda item requests. HPB Lancaster noted she has recently written 3 articles for the local magazine SVL regarding the history of old subdivisions in Sarasota and offered the other HPB members an opportunity to participate in writing the monthly articles. VII. TOPICS BY STAFF Dr. Smith stated the letter from the Historical Society of Sarasota County that was included in their meeting packets was an update of the activities of that organization sO that the HPB was kept informed.
