MINUTES OF THE SPECIAL SARASOTA COMMUNITY REDEVELOPMENT AGENCY MEETING OF JANUARY 16, 2007 PRESENT: Chair Fredd "Glossie" Atkins, presiding, Vice Chair Danny Bilyeu, Members Lou Ann R. Palmer, Mary Anne Servian and Ken Shelin, Attorney Robert M. Fournier, Secretary Billy E. Robinson, and Deputy Executive Director V. Peter Schneider ABSENT: Executive Director Michael A. McNees The meeting was called to order by Chair Atkins at 2:42 p.m. Secretary Robinson stated that the Agenda of the meeting of the Special Sarasota Community Redevelopment Agency (CRA) indicates no citizens' comments will be permitted on tem Nos. CRA-2 and -3; however, citizens' comments are permitted. 1. APPROVAL RE: MINUTES OF THE SPECIAL SARASOTA COMMUNITY REDEVELOPMENT AGENCY MEETING OF NOVEMBER 20, 2006 (AGENDA ITEM CRA-1) Chair Atkins noted CRA consensus to approve the minutes of the Special Sarasota Community Redevelopment Agency meeting of November 20, 2006. (FTR 3:22) 2. PRESENTATION RE: CURRENT STATUS OF THE REDEVELOPMENT OF CITY-OWNED PROPERTY FRONTING PALM AVENUE (RFP #06-61T) (AGENDA ITEM CRA-2) Commissioner Servian stated that the matter was placed on the Agenda as an update on the progress of Request for Proposal (RFP) #06-61T concerning City-owned property fronting on Palm Avenue is requested to inform the CRA of issues, if any. General Services Director Nancy Carolan and Purchasing Manager Mary Tucker, General Services Department, came before the Commission. Purchasing Manager Tucker gave an update of the RFP #06-61T for the redevelopment of City- owned property fronting on Palm Avenue as follows: June 5, 2006: CRA approved the proadcasting of the RFP, September 15, 2006: Proposals from Royal Palm Court, Palm Plaza, Palm of Sarasota, John Buck Company, and Cocoanut Village were received, October 17, 2006: Evaluation Committee met and listened to the analysis of the initial review of the financial issues and attainable housing conducted by Economic Research Association (E.R.A.), November 14, 2006: Evaluation Committee met to listen to the analysis of E.R.A. regarding the financial pertormance concerning the proposals and created a shortlist which consisted of the John Buck Company, Palm of Sarasota, Palm Plaza, and Royal Palm Court, and January 4, 2007: Evaluation Committed reconvened to review the revised analysis by E.R.A. for Cocoanut Village. Purchasing Manager Tucker continued that the CRA Advisory Board will meet in the near future to list the proposals in order of preference to make a recommendation to the CRA; that the CRA will hold a meeting to score the proposals, approve the order of ranking, and grant approval to Staff to commence negotiations. In response to a question by Secretary Robinson asking if a Special CRA meeting can be incorporated into the March 5, 2007, Regular Commission meeting, Chair Atkins noted CRA consensus to incorporate a Special CRA meeting into the March 5, 2007, Regular Commission meeting. 3. APPROVAL RE: POSSIBLE CANCELLATION OF RFP #06-61T THE REDEVELOPMENT OF CITY-OWNED PROPERTY FRONTING PALM AVENUE (AGENDA ITEM CRA-3) Member Servian stated that the Agenda Item does not require discussion at this time as a result of the update provided by Staff. 4.
