MINUTES OF THE SPECIAL SARASOTA COMMUNITY REDEVELOPMENT AGENCY MEETING OF FEBRUARY 7, 2011 PRESENT: Chair Kelly M. Kirschner, presiding, Vice Chair Fredd "Glossie" Atkins, Members Suzanne Atwell, Richard Clapp, and Terry Turner, Executive Director Robert J. Bartolotta, Attorney Robert M. Fournier, and Deputy Secretary Karen D. McGowan ABSENT: Secretary Pamela M. Nadalini, travelling on City business The meeting of the Community Redevelopment Agency (CRA) was called to order by Chair Kirschner at 2:38 p.m. 1. APPROVAL RE: MINUTES OF THE SPECIAL COMMUNITY REDEVELOPMENT AGENCY MEETING OF JANUARY 18, 2011 (AGENDA ITEM CRA-1) Chair Kirschner noted CRA consensus to approve the minutes of the Special CRA meeting of January 18, 2011. 2. APPROVAL RE: CHANGE ORDER NO. 14 TO THE CONTRACT BETWEEN THE CITY OF SARASOTA AND SUFFOLK CONSTRUCTION COMPANY, INC. (RFP NO. 09-67K) TO PURCHASE AND INSTALL THE PARKING ACCESS AND REVENUE CONTROL SYSTEM (P.A.R.C.s) AS SPECIFIED BY THE CITY FOR THE PALM AVENUE PARKING STRUCTURE IN THE AMOUNT OF $264,000 (AGENDA ITEM CRA-2) Sarasota Police Captain Jeffrey Karr came before the CRA and gave a presentation concerning Change Order No. 14 to the contract between the City of Sarasota and Suffolk Construction Company, Inc., to purchase and install the parking access and revenue control systems (P.A.R.C.) for the Palm Avenue Parking Garage in the amount of $264,000 and stated that the CRA is requested to recommend the Commission approve Change Order No. 14 in the amount of $264,000 and authorize the City Manager to execute the same. A discussion ensued concerning parking fees, the handling of parking permits and credit cards, and the possibility of delaying the purchase of the P.A.R.C. system. Executive Director Bartolotta stated that the second paragraph could be omitted from the February 1, 2011, memorandum from Sarasota Police Chief Mikel Hollaway to City Manager Bartolotta; that language could be added to indicate the owner of the equipment could program the P.A.R.C. system as desired. A motion was made by Member Turner and seconded by Member Atwell to recommend the Commission approve Change Order No. 14 to the Contract between the City of Sarasota and Suffolk Construction Company, Inc., in the amount of $264,000 for the Palm Avenue Parking Garage. A discussion ensued concerning awarding parking violators with a coupon to encourage the use of the Palm Avenue Parking Garage and delaying the purchase and installation of the P.A.R.C. system.
