PRESENTATION RE: : EMPLOYEE OF THE MONTH FOR JUNE 1998, ROBERT MCKAHAN, UTILITIES MECHANIC, PUBLIC WORKS/UTILITIES DIVISION #1 (0048) through (0275) Mayor Dupree requested that William Hallisey, Director of Public Works, and Robert McKahan, Utilities Mechanic, join him before the Commission. Mr. Hallisey stated that prior to becoming a City employee 8.5 years ago, Mr. McKahan practiced mechanics at Riverview High School and in . the U.S. Army; that Mr. McKahan is currently responsible for maintaining all equipment in the lift station operations, including 180 pumps ranging in size from 2hp to 100hp; that recently, Mr. McKahan assisted a clearly shaken elderly citizen who had locked herself out of her home, befriending and comforting her while waiting for the police to arrive; that Mr. McKahan is a knowledgeable, conscientious worker whose qualities of awareness and safety measures make him a truly valued employee assisting in achieving the City's goal of creating a safe place for people. Mayor Dupree presented Robert McKahan with a City-logo watch, a plaque, and a certificate as the June 1998 Employee of the Month in appreciation of his unique performance with the City of Sarasota; and congratulated him for his outstanding efforts. Housing Management Ms. Main stated that inspections of all public housing units are being performed; that approximately 1,000 work orders have resulted since inspections have not been conducted for three years; that the Admissions and Continued Occupancy Policy has been revised to incorporate preferences for individuals who have been working for six months or longer; that the public housing waiting list has been purged and a list of individuals prepared to move in compiled. Pastor Hild stated that the First Baptist Church of Sarasota has been presenting the Singing Christmas Tree for twenty-five yearsi that over 15,000 people were in attendance at the performances held on six evenings during the month of December 1998; that the name "Barnabas" means son of encouragement; that the Sarasota Police Department has been an encouragement to the congregation at First Baptist Church. Pastor Hild read in its entirety and presented to Chief Lewis the "Barnabas Award" recognizing the invaluable and professional service provided continuously by the Sarasota Police Department. Chief Lewis stated that recognition of the fine work performed by Sarasota police officers is appreciated; that the number of awards City departments receive has increased over the past few years; that the latitude provided to Department Heads by the City Manager and the City Commission has contributed to the development of a work environment where employees strive to serve with excellence and pride. D. Neighborhood Land Use Plan (Part 1) Identify the types and locations of desirable land uses in the Newtown neighborhood, particularly along MLK Way. Ms. Porter stated that information is being extracted from the Sarasota County Property Appraiser's Mass Appraisal Data Base to establish a database specific to the Newtown community which will reflect property values, ownership, mailing address, etc. E. Site Development Inventory (Part 2) - Establish a database of currently available and recently sold buildings and development sites in order to respond efficiently to requests for information from developers. Ms. Porter stated that the GNCRC has partnered with real estate agent George Bumbry for assistance in generating and maintaining Multiple Listing Service (MLS) printouts that detail properties available for home and business ownership within the Greater Newtown boundaries. F. Employment and Job Training Provide single-parent, youth, ex-offenders, and those without motivation and direction with the basic skills necessary to secure and maintain gainful employment. Ms. Porter stated that the Job opportunities in Construction (JOC) Connection program has been established in partnership with the construction industry in Sarasota and Manatee Counties; that construction companies pay a minimal fee to have GNCRC and Project Challenge recruit and provide mentors, assessments, and job retention skills to needful applicants who want to work in the construction industry. G. Education Help frequently suspended, out-of-school youth between the ages of 13 and 17 find new career paths and occupations within the business needs of the Newtown community. Commissioner Pillot stated that individual small family units or a large group representing an organization can go to the park; that the proposed placement of the amenities may make the park more useable; that any decrease in the number of amenities would be opposed; that the grills will be situated to allow enjoyment by a small family unit and to assure a large organizational group will not be spread throughout the park; that the park will become more user friendly; that reasonable complaints from the neighbors should be eliminated, which will make the park more enjoyable for everyone in the community. Commissioner Cardamone stated that the park was visited during the Memorial Day celebration; that the idea the park would be sO popular and receive sO much use as on Memorial Day was not contemplated; that a call was received indicating the park was a problem to the nearby neighbors to the north; that living next door to activities such as occurred on Memorial Day would cause personal concern; that Whitaker-Gateway Park was designed as a quiet park; that the Harvest Tabernacle Church had a large Memorial Day party at the park; that the large number of attendees were having a wonderful time; however, activities were a concern to next-door neighbors; that four dozen folding chairs were provided for attendees; that a large barbecue grill had been transported over the curb and lawn; that the use was significantly different than envisioned by the Commission at the time of approval; that success always breeds problems, especially if more successful than intended; that the neighbors were significantly affected by the pavilions and grills which were moved closer to the neighbors at the Commission's direction; that rearranging the amenities accommodates the park users and the neighbors affected by the noise and is a win-win situation; that the recommendations appear a good compromise in the park's use; that a park which attracts busloads of people with extra folding chairs and large grills is not desirable in the middle of an established neighborhood; that the park should be kept relatively quiet in consideration of the neighborhood. City Attorney Taylor stated that the payment of taxes will be required if the City engages in a revenue-producing activity on City propertyi that the issue will be the manner in which waterfront properties used to display and sell artwork are taxed; that the lease agreement will include language to assure the City is not responsible for any imposed taxes; that in the past, John Mikos, former Sarasota County Property Appraiser, has placed City property on the tax rolls due to lease agreements with profit-making entities.
