MINUTES OF THE SPECIAL SARASOTA CITY COMMISSION MEETING OF MAY 31, 2005, AT 3:00 P.M. PRESENT: Mayor Mary Anne Servian, presiding- Vice Mayor Fredd "Glossie" Atkins, Commissioners, Danny Bilyeu, Lou Ann Palmer, and Ken Shelin, and City Manager Michael A. McNees, and City Auditor and Clerk Billy E. Robinson ABSENT: None The meeting was called to order by Mayor Servian at 3:00 p.m. INVOCATIONIPLEDGE OF ALLEGIANCE: City Auditor and Clerk Robinson 1. PRESENTATION AND DISCUSSION RE: ATTAINABLE HOUSING FEEDBACK PRESENTED BY ECONOMICS RESEARCH ASSOCIATES (ERA) CONSULTANT (AGENDA ITEM I) Chief Planner John Burg, and Patrick Phillips, President, Economics Research Associates (ERA), came before the Commission. Mr. Phillips gave a presentation focusing on the four objectives provided ERA to: 1. Develop a Sarasota-specific working definition of the terminology workforce, affordable, attainable, and community housing and the particular population the City is attempting to serve. 2. Create a meaningful and effective incentive for developers to facilitate such housing inventory. 3. Make the program durable by maintaining the units as affordable. 4. Consider and study the desirability of linking affordable housing to other actions through the use of such tools as inclusionary zoning or linkage fees. In response to a request by Commissioner Palmer, Mr. Phillips stated that tax programs for affordable housing utilized by the City of Seattle, Washington, will be researched and included in a future report. In response to a question from Commissioner Palmer concerning expanding the principles of the Downtown Residential Overlay District (DROD) to the entire City, Mr. Burg stated that density bonuses will be considered in three areas: 1) the existing DROD, 2) the Community Redevelopment Area, and 3) along commercial corridors and major transportation routes, .e., Citywide. Mr. Phillips stated that the density bonus will be considered for the three geographical areas as an overlay district. In response to a comment by Commissioner Shelin, Mr. Phillips stated that the effectiveness of the recommended programs will be tested based on a targeted group of 60 percent as well as 80 percent of the area household median income. In response to a request from Vice Mayor Atkins, Mr. Phillips stated that the housing projects completed in the last three years in north Sarasota will be reviewed to determine the manner in which the purchasers are qualifying for financing. In response to a comment by Mayor Servian concerning affordable rental housing, Mr. Phillips stated that the group earning between 60 to 120 percent of the area household median income will be targeted for the study. In response to a comment by Commissioner Palmer, Mr. Phillips stated that the concept of publicly owned property for affordable housing will be reviewed. Mr. Phillips stated that a work plan for the study will be developed with Staff. Mayor Servian stated that a memorandum incorporating the direction provided should be sent to the Commissioners who may provide additional input if desired. In response to a comment concerning Planned Urban Developments (PUDs) by Commissioner Bilyeu, Mr. Phillips stated that market-based tools to supplement existing programs for households in the 60 to 80 percent of area median income will be reviewed. In response to a comment by Commissioner Bilyeu, Mr. Phillips stated that determining a target for the number of affordable housing units required by the City will be evaluated. In response to a question concerning rentals by Vice Mayor Atkins, Mr. Phillips stated that rentals will be considered in the study. In response to a comment concerning the Affordable Housing Trust Fund by Mayor Servian, Mr. Phillips stated that recommended uses for the Affordable Housing Trust Fund will be considered. In response to a comment concerning the County's work regarding affordable housing by Commissioner Palmer, Mr. Phillips stated that ERA has met with County Staff and will continue to coordinate work with the County. Mr. Burg stated that City Staff has met and will continue to meet with County Staff. In response to a question from Mayor Servian, Mr. Phillips stated that ERA began the analysis with the existing framework and will consider any necessary adaptations or changes. In response to a question from Commissioner Palmer, Mr. Phillips stated that a financial analysis and documentation will be presented to the Commission in three weeks. In response to a question from Mayor Servian, Mr. Burg stated that the next step will be to present the financial analysis and documentation to the Commission at another meeting and receive direction from the Commission. (FTR 4:15) The Commission recessed at 4:15 p.m. and reconvened at 4:25 p.m. 2. RESCISSION RE: MOTION ADOPTED ON MAY 16, 2005, TO PLACE ON THE BALLOT FOR THE GENERAL OBLIGATION BOND ISSUE, THE DOWNTOWN SITE AS THE LOCATION OF THE NEW POLICE STATION The following person spoke: Millie Small concerning the proposed siting for the headquarters for the Sarasota Police Department.
