WELCOME/ PLEDGE OF ALLEGIANCE/NTRODUCTIONS (AGENDA ITEM I) SBSC Chair Zucker, called the meeting to order at the Suncoast Technical College (STC) in the Conference Center, located at 4748 Beneva Road, Sarasota, Florida, at 9:02. A.M., followed by the Pledge of Allegiance, and welcoming of the County, City, Town Commissioners/Counel Members, School Board Members, and Representatives to the annual Convocation of Governments (COG) Meeting. Attendees from the County, City, Town Commissioners/Counci Members, School Board Members, and Representatives introduced themselves. 2. CONVOCATION GOALS AND AGENDA (AGENDA ITEM II) SBSC Chair Zucker provided a brief overview of the Convocation Goals and Agenda which includes presentations and discussions concerning the following topics: Book 66 Page 38450 01/17/20 9:00 A.M. OPEN TO THE PUBLIC (AGENDA ITEM III) No one signed up to speak. 4. UPDATE ON SCSB ENROLLMENT AND PLANNING FOR THE FUTURE (AGENDA ITEM IV) Micki Ryan, Senior Planner/Interim Director and Diane Cominotti, Planner/GIS Analyst, SCSB Planning Department came before the Bodies. Ms. Ryan and Ms. Cominotti referred to a PowerPoint presentation displayed on a projector screen entitled "Environment and Planning for the Future," and both provided brief updates on North, Central, and South Counties school capacity, vacant land owned by Sarasota County Schools District and potential school sites. 5. SARASOTA COUNTY SCHOOLS POLICE DEPARTMENT (AGENDA ITEM V) Sarasota County Schools Police Department (SCSPD) Chief Tim Enos came before the Bodies and provided a brief update on school safety and security. Discussion ensued about: SCSPD current personnel District-wide lockdown drills Updates to schools for added safety SCSPD Police Officer trainings Critical Incident Guide books updated Complying in all Active Shooter drills with the inclusion of Charter Schools SCSPD recognized for Best Practice of all 40 items at the School Policing Conference Upcoming Life-Saving Awards to be given to two SCSPD Officers Guardian Program Parent notification for Active Shooter Drills In response to Mayor Ahearn-Koch requesting an update regarding the safe pedestrian crosswalk on East Avenue and Bahia Vista Street, Chief Enos stated that he spoke with transportation regarding the issue, and Micki Ryan, Senior Planner/Interim Director from SCSB Planning Department came before the Bodies and stated that SCSB Planning Staff met with County Planning Staff and determined that the crosswalk is a high priority, and Mayor Ahearn-Koch requested to be updated on the progress. SCSB Vice Chair Brown stated that lighted crosswalks exist on Bahia Vista Street and at Der Dutchman for restaurants, therefore why not implement for schools. In response to Commissioner Alpert requesting an update regarding the safety issues related to securing the perimeter at Sarasota High School (SHS), Paul Pitcher, Director from SCSB Construction Services Division of Operations, came before the Bodies and provided a brief update. In response to a comment and question from Vice Mayor Freeland Eddie stating that the community surrounding the closure of SHS is requesting an update and asked when will a written document contaning updates for the community be expected, Mr. Pitcher stated some time in February 2020, and Assistant Superintendent and Chief Operating Officer Jody Dumas, came before the Bodies and stated that some contacts in the community. have emailed occasionally to ensure they are kept in the loop, and Vice Mayor Freeland Eddie requested the City to be included in the communication. Commissioner Shaw thanked the SCSPD Chief Enos for the work being done, especially at Sarasota Military Academy (SMA) and Sarasota School of Arts & Sciences (SSAS), which are both in close proximity to The Salvation Army and homeless issue, and asked has there been any instances, challenges, or interactions between those persons and the two campuses, Chief Enos stated the SCSPD has not heard anyi issues related to any individuals who are homeless; that the Sarasota Police Department (SPD) works diligently in the area as well as Guardians are on both campuses. City of Sarasota Deputy City Manager Brown left the Meeting Table 9:48 A.M. and returned at 9:49 A.M. In response to a comment and question from Mayor Ahearn-Koch that her teenager is numb to the Active Shooter Drills and is curious how this is dealt with, Chief Enos provided a brief overview of the differences in communication with younger versus older students. City of Sarasota Commissioner Alpert left the Meeting Table at 9:57 A.M. 6. TOWN OF LONGBOAT KEY (AGENDA ITEM VI) Longboat Key Town Manager Harmer provided a brief update of the Town of Longboat Key Commission changes as well as provided an overview of Longboat Key's geography, student demographics, collaboration with the County and Sarasota County School Boards, developments, construction projects and traffic related congestion. City of Sarasota Commissioner Alpert returned to the Meeting Table at 10:02 A.M. 7. CITY OF NORTH PORT (AGENDA ITEM' VII) North Port City Manager Lear thanked SCSB for the providing the updates as requested on the Agenda. 8. CITY OF SARASOTA (AGENDA ITEM VIII) City of Sarasota Deputy City Manager Brown thanked the County for the ongoing improvements to the railroad tracks and work done on Myrtle Street, and stated that a request is being made for the County and the SCSB to continue to work with Dr. Lisa Merit to plant trees for Booker High School (BHS) to assist with dust mitigation coming from the Concrete Plant and the City would be more than happy to collaborate. In response to a question from Commissioner Shaw about job training skills existence on other campuses as related to Heating, Ventilation, and Air Conditioning (HVAC), plumbing, and electrician, Ronald DiPillo, Executive Director of Career, Technical & Adult Education, Suncoast Technical College came before the Bodies, provided a brief update and stated that the desire is to expand. In response to a question from Commissioner Shaw regarding the potential for building Affordable/Atainable Housing for teachers and the future planning of 79 acres and other acreages for housing, Mr. Dumas stated absolutely; that when it comes to affordable housing SCSD has two things: 1) property, and 2) need. Commissioner Shaw stated that he looks forward to engaging with City and County Staff, and the SCSB. Vice Mayor Freeland Eddie stated the preference is to speak to the issue of the upcoming United States Census 2020 (U.S Census 2020) on April 01, 2020; that what is known from the data is nearly one million children were missed in the U.S. Census 2010 count, which relates to approximately a $700 million loss nationwide returning back into communities; that as the Chair of the City of Sarasota's Complete Count Committee (CCC) the desire is to work with all of the partners in attendance, particularly with SCSB to ensure children are taking the messages home to parents for participation in the U.S Census 2020; that the Book 66 Page 38452 01/17/20 9:00 A.M. Book 66 Page 38453 01/17/20 9:00 A.M. notices for the U.S Census 2020 will be delivered by mail, however, the application must be completed online, which will be a challenge for economically challenged households, without internet access and/or computers, therefore, SCSB and community centers will be critical. SCSB Chair Zucker stated that the difficulty of the U.S Census 2020 is known, mainly due to the immigration issues resulting with many people not opening their doors; however, she would be willing to assist, and Vice Mayor Freeland Eddie stated that an invitation was extended for the former SCSB Superintendent to sit on the CCC but due to the change in leadership, there is no representative from the SCSB; that the CCC Meetings are held on the second Wednesday of each month. SCSB Chair Zucker stated she will most likely be the SCSB representative to sit on the CCC. In response to a comment from Vice Mayor Freeland Eddie that City Staff desires to work with the SCSB hospitality school lunch department in terms of getting some guidelines in place for better ways to implement al Recycling Program and use of more recycling materials in schools, although some efforts were started. Vice Mayor Freeland Eddie stated that the concern were not just the recyclables, but also the materials being used for lunchrooms, having a single policy to streamline efforts, Assistant Superintendent/Chief Operating Officer Jody Dumas, came before the Bodies and stated that possibly the efforts can be regenerated. 9. SARASOTA COUNTY GOVERNMENT (AGENDA ITEM IX) Sarasota County Administrator Lewis provided a brief overview of the Surtax, which will be on the 2022 Voting Ballot. In response to a request from Commissioner Ziegler for a brief update regarding the timing of the SCSB's upcoming Referendum vote, Chair Zucker stated that as of right now, the SCSB has not taken up the issue, however this will be an item placed on a future SCSB Agenda. In response to a request from BCC Chair Moran for an update on the athletic fields which are used jointly, Assistant Superintendent/Chief Operating Officer Jody Dumas, came before the Bodies provided a brief update and stated that the belief is there is an Agreement which allows for joint use and shared costs. BCC Chair Moran provided al brief update regarding the possibly mplementing a Mental Healthcare Special District and requested support and feedback from the Bodies. 10. CITY OF VENICE (AGENDA ITEM X) City of Venice City Manager Lavallee provided a brief overview of approved, completed, and proposed projects, population demographics, student recognition, Student Government Day, and stated that the City of Venice Utility Department is offering an Exposure Program which offers students an opportunity to seek a career in utilities; that the City of Venice owns their own Solid Waste/Recycling program and is willing to partner with SCSB's for bidding of their Recycling Program. Mayor Ahearn-Koch left the Meeting Table at 10:33 P.M. and returned to the Meeting Table at 3:36 P.M. City of Venice Vice Mayor Chuck Newsome thanked the County for revenues which enabled them to repave East Venice Avenue. SCSB Chair Zucker thanked the City of Venice for collaborating a partnership with the new Venice Performing Arts Center (VPAC) and congratulated them on securing Amazon in their city. 11. CITY OF NORTH PORT (AGENDA ITEM VII) - CONT'D City of North Port Vice Mayor Luke voiced concern regarding children being in school for Veterans' Day and unable to attend community celebrations, and SCSB Chair Zucker stated that when children are not in school, then most likely they are not learning about veterans, however, every school has a Veterans Program. Vice Mayor Luke stated that the SCSB is encouraged to collaborate jointly in water sports in the new North Port Aquatic Center, Assistant Superintendent/Chief Operating Officer Jody Dumas, came before the Bodies and stated that SCSB would be happy to have that conversation. 12. OTHER BUSINESS Assistant Superintendent/Chiet Operating Officer Jody Dumas, came before the Bodies and thanked everyone for attending and offered contact information for future conversations. SCSB Chair Zucker thanked STC staff for use of the Conference Center and for providing the continental breakfast and SCSB staff for scheduling today's meeting. 13.
