CITY OF SARASOTA MINUTES OF THE REGULAR MEETING OF THE PARKS, RECREATION AND ENVIRONMENTAL PROTECTION (PREP) ADVISORY BOARD November 15, 2012 at 3:00 p.m. in the Sarasota City Commission Chambers Board Members Present: Susan Hagglund Tom Mannausa Kathryn Marquis Shawn Pierson Gage Schrantz* Carl Shoffstall Millie Small George Spector Jennifer Tucker Board Members Absent: Elsie Souza City Staff Present: Todd Kucharski Donna Payton Call to Order: In Chair Souza's absence, Vice Chair Hagglund called the regular bi-monthly meeting of the Parks, Recreation and Environmental Protection (PREP) Advisory Board to order. Roll Call of Board Members: Vice Chair Hagglund gave a verbal roll call of the members present. Eight present for roll call, two absent. NOTE: Board Member Schrantz arrived 5 minutes late. Excused and Unexcused Absences: No actions were taken by Board today regarding Chair Souza's absence. Approval of Minutes: Member Pierson moved to approve the September 20, 2012 meeting minutes. Second by Member Marquis. Vote: Approved Unanimously. Sunshine Law training and IT policy form = Todd Kucharski, General Manager of Public Works spoke briefly regarding the recent training for City Staff and Advisory Board Members. He reminded Board members of importance of adhering to the Sunshine Law. Citizens Input: None. New Business: (a) Request to suspend three Annual Fee Holders until next year - Susan Martin, Manager of Bobby Jones Golf Course. Ms. Martin came before the board and presented the request. She stated one of the three had been resolved. The remaining request involved a couple who requested suspension until next year due to health reasons. A discussion focused on the policy and what actions were taken previously when such requests were received. Motion: Member Small moved the exception to the rule for annual fee holders not be granted. Second by Member Tucker. Vote: Approved unanimously. Unfinished Business: (a) Kayak Storage Facility discussion - PREP Board. Mr. Kucharski acknowledged both George Tatge, Sarasota County Parks and Recreation, and Vald Svekis, former PREP Board member's presence in the audience. He stated they would be available to provide input on the topic and answer questions. Both came to the table and did sO. A list of discussion questions from Friends of Sarasota County Parks was shared by Member Tucker. A: substantive discussion resulted in the following motion. Motion: Member Pierson move to recommend to City Commission to issue an ITN (Invitation to Negotiate) to interested parties to provide a kayak storage facility with, or adjacent to, launching facilities to be located on City of Sarasota property. Second by Member Marquis. Vote: Approved unanimously. Reports: Written reports from City and County staff were previously sent to members as part of today's meeting package. Included were the following: Bobby Jones Golf Course I Manager, Sue Martin Robert L. Taylor Complex, Manager, Jerry Fogle Sustainability/Environmental Protection, Environmental Specialist, Alison Albee Parks and Recreation, Public Works General Manager, Todd Kucharski Sarasota County Parks and Recreation, Manager of Parks and Recreation, Jack Colligan Motion: Member Mannausa moved to receive the written reports. Second by Member Marquis. Vote: Approved Unanimously. a) County Parks and Recreation Department - Jack Colligan, Manager of Parks and Recreation, Sarasota County submitted a written report prior to today's meeting. He then informed staff of an upcoming event on December 10. He invited members ofthe PREP Board to attend. (b) County Parks and Recreation Council (PARC) -Member Marquis submitted her written report as part of today's meeting package. She then spoke about the Parkland Acquisition program. Since new Board members may not be familiar with the priority list created several years ago, City staff will send them the list previously submitted to the County. (c) Lido Pool and Pavilion Designated Board Member Shoffstall stated he, representing the Lido Pool Committee, City Staff, and IBI Group representative gave a presentation to City Commissioners in October. It included a strategic five-year plan to be developed in phases. The Commissioners did not say no, they did tell Staff to take a look at it for the possibility of moving it forward. They then asked the Lido Pool Committee to come back to them with a business plan. Member Shoffstall will be attending an upcoming Lido Key Neighborhood Association membership meeting and will propose formation of a new committee to develop income streams. (d) Robert L. Taylor (RLT) Community Complex - Board Member Mannausa commented on information members received about Mr. Robert L. Taylor. Member Mannausa would like to see a plaque in Mr. Taylor's honor. RLT Manager, Jerry Fogle is continuing to research this and will keep the Board apprised. Unfinished Business Continued: (b) Discussion of Member Pierson's Report on the 2003 and 2008 Consultant's Reports for Bobby Jones Golf Club = Member Pierson and PREP Board Members. Member Pierson began his presentation by prefacing what he hopes to achieve once he has received the Board's comments. He will incorporate those along with others he has received, into his final Reports report. He will seek the Board's recommendation to the City Commission to present the report to them. Bobby Jones Golf Course Manager, Sue Martin and Assistant Manager, Christian Martin came to the table to join in the discussion and answer questions. Motion: Member Marquis moved to allow Member Pierson the PREP Board's support regarding his Reports Report to the City Commission through the proper channels, hoping it will be placed on the Commission's agenda for discussion. Second by Member Pierson. Motion Tabled. Due to time constraints, the motion was tabled for further discussion at the January 2013 meeting. In closing, Member Pierson reminded Board members to review the one page summary he handed out today. It essentially frames the five minute discussion he hopes to present to the Commission. Minutes prepared by Donna Payton, Public Works, Office Assistant City of Sarasota Parks, Recreation and Environmental Protection Advisory Board BOBBY JONES GOLF CLUB DESIGNATED ADVISORY BOARD MEMBER REPORT Shawn Glen Pierson 15 November 2012 Since the last meeting of the City of Sarasota Parks, Recreation and Environmental Protection Advisory Board on September 20, 2012, I submitted a DRAFT of my authorship ofThe Reports Report: Analysis, Context and Recommendations for Sustainable Investment in Bobby, Jones Golf Club to the full PREP Board for review and comment. I also provided review copies to City of Sarasota Public Works Division Director Douglas Jeffcoat, City of Sarasota Parks General Manager Todd Kucharski, Bobby Jones Golf Club General Manager Susan Martin and Bobby Jones Golf Club Head PGA Professional Christian Martin for their review and comment. I have met with Ms. Martin and Mr. Martin to solicit their comments regarding The Reports Report, and in particular, to respond to the National Golf Foundation Consulting Operational Review and Recommendations charts. To date, no formal follow-up had been provided to document which of the NGF recommendations have been accepted, rejected or accomplished. One goal of the final Reports Report is to document that process for the City Commission. In The Reports Report, I identify four Bobby. Jones Golf Club Initiatives, recognizing the contributions of each of the greatest names in Sarasota golf, and organizing recommended improvement areas in a way that can be more easily understood, coordinated, scheduled and accomplished. II have also met with golf course architect Ron Garl of Ron Garl Golf Design, Lakeland Florida. Mr. Garl is the most recent golf course architect to have provided service at Bobby Jones Golf Club, designing renovations in 1988. We met at Bradenton Country Club, a Ron Garl renovation of a Donald Ross design, with Bradenton CC General ManagerJames Brand and Golf Coast Magazine Editor Jean Couser. Each participant provided their responses to my brief of the Bobby. Jones Golf Club Initiatives, from their respective experience and points of view. Mr. Garl provided a tour of the Donald Ross course, indicating the most important features of his work, including attention to the green complexes, course drainage, and design features. Mr. Brand provided commentary on the advantages to his golf club of undergoing the renovations to their Donald Ross course. Mr. Garl has agreed to provide copies of his firm's Bobby Jones GC drawing documentation, and to provide an introduction to Mr. Paul Azinger regarding ideas for an Azinger Initiative. To date, we have a very positive response from the Azingers regarding the general idea of an Initiative. Our intent is to meet again, and with Mr. Azinger, to discuss in more detail those Bobby Jones Golf Club Initiatives that potentially relate to their work. I have also interviewed local golf club professionals and interscholastic golf team coaches to solicit their ideas regarding some of the recommendations within The Reports Report as well as their own recommendations for improvements to the Bobby. City of Sarasota Parks, Recreation and Environmental Protection Advisory Board BOBBY JONES GOLF CLUB DESIGNATED ADVISORY BOARD MEMBER REPORT Shawn Glen Pierson 15 November 2012 II have also sought the counsel of community leaders regarding the establishment of a not-for-profit Friends of Bobby Jones Golf Club. So far, the most promising idea is that a Friends of Bobby Jones might be modeled after the Van Wezel Foundation. What I seek from the PREP Board today, in addition to its review comments and ideas, is a Motion to forward a Final Reports Report to the City Commission with the stated support of the Parks, Recreation and Environmental Protection Advisory Board, and that I present a briefing in a public forum at a Commission meeting. The Final Reports Report will include edits to the Draft before you, in the form of corrections and data updates; inclusion of responses and comments and additional information and documentation from Ms. Martin, Mr. Martin, and Mr. Jeffcoat; recommendations in accordance with my consultations with Mr. Garl, his staff, and Mr. Azinger; and most importantly, inclusion of your review comments and ideas that we may forward to the Commission as a unified Board. In a cover letter, as well as within the brief to be presented to the Commission, I will outline the four Initiatives. In particular, this Board is invited today to help edit and improve the following major interest areas: City of Sarasota Parks, Recreation and Environmental Protection Advisory Board BOBBY JONES GOLF CLUB DESIGNATED ADVISORY BOARD MEMBER REPORT Shawn Glen Pierson 15 November 2012 The Bobby Jones Initiative focuses on the identity, physical environment and marketing of the Club, including capital improvements. 1 Site Master Plan, to include a new Clubhouse with internal marketing of each Initiative 2 Marketing Initiative to identify branding, marketing opportunities 3 Operational and Management initiatives, to include performance measures as identified by the National Golf Foundation Consulting reportand follow-up The Col. John Hamilton Gillespie Initiative addresses the area within Bobby Jones Golf Club where the Gillespie Executive Course is located, and focuses on growing the game. 1 A Gillespie Learning Center, to include a new driving range and short game area 2 A golf club fitting, instruction and sales area, to be supported by Assistant PGA Pros 3 A re-routed Gillespie Course, to support the learning program as well as the daily golfer The Donald Ross Initiative focuses on maximizing the great advantage that the City has in her proper stewardship of the historic Donald Ross Course. 1 Reunite the historic 1925 Donald Ross course that is presented divided 2 Restore the Donald Ross course to the original design intent 3 Reconnect to the Donald Ross legacy through marketing and events The Paul Azinger Initiative focuses on improvements to the newer eighteen holes of golf not designed by Donald Ross, as well as The Donald Ross Course, to appeal to the modern player and fan, to compete with the majority of area golf course alternatives. 1 A rebranded Azinger Course at Bobby Jones Golf Club, with design improvements through consultation with Mr. Azinger 2 Zinger Tees, to add length to each course to compete with leading area competition 3 A focus on Team instruction at The Learning Center, following Azinger's winning Ryder Cup captaincy The Friends of Bobby Jones, Inc., will provide community focus and involvement on the four Initiatives, including opportunities for sponsorship of select projects, programs and events.
