CITY OF SARASOTA MINUTES OF THE BOARD OF RULES AND APPEALS City Commission Chambers April 20, 2022, at 3:00 p.m. The following are the motion minutes of the Board of Rules and Appeals meeting held in the City Commission Chambers at City Hall, 1565 1st Street, on Wednesday, April 20, 2022. All in attendance stood for the Pledge of Allegiance. The meeting came to order at 3:00 p.m. Mr. Murphy recited the Pledge of Civility for all in attendance and shared correspondence. Roll call was taken. BOARD MEMBERS PRESENT: Michael Walker, Chair; David Parrish, Vice Chair; Marcia Wood; Dale Lewis, BORA Member; Gregg Wall, BORA Member; James Tille, BORA Member; Ryan Dalton, BORA Member; William Craig, BORA Member BOARD MEMBERS ABSENT: Justin Bogli (the Board voted to excuse the absence); Curtis Ross, BORA Member (The Board voted to excuse the absence); Gilbert Weiner (the board voted to excuse the absence) CITY STAFF PRESENT: Larry Murphy, Building Official; Mike Taylor, Deputy Building Official and Secretary to the Board, Development Services; Angela McLeod Wilkins, Administrative Assistant, Development Services CITY STAFF ABSENT: None LEGAL COUNSEL: Not in Attendance APPROVAL OF THE MINUTES: The December 1, 2021 meeting minutes were approved with corrections. NOMINATION FOR CHAIRPERSON AND VICE CHAIRPERSON: Mr. Parrish nominated Mr. Walker to continue his role as Chairperson of the Board of Rules and Appeals. Mr. Wall seconded the motion. The motion passed unanimously among the attending Board Members. Mr. Dalton nominated Mr. Parrish to continue his role as Vice Chairperson to the Board of Rules and Appeals. Mr. Wall seconded the motion. The motion passed unanimously among the attending Board Members. APPEALS FROM THE FLORIDA BUILDING DEPARTMENT: There were no Appeals. PRESENTATION OF TOPICS BY THE PUBLIC: There were: no presentations oftopics by the public. PRESENTATION OF TOPICS BY BOARD MEMBERS: Mr. Walker provided a status report on a January 21, 2022 meeting regarding contractor discipline in which Marlon Brown, City Manager, advised Mr. Walker to have one-on-one meetings with each of the Commissioners. Mr. Walker informed the Board that he met with all 5 commissioners separately on January 31, 2022 and February 2, 2022, and stated that all but one of the meetings had favorable outcomes. Mr. Walker stated that the mayor provided a verbal commitment to have the topic of contractor discipline for the Board added as an agenda item at a future City Commission meeting. Mr. Walker noted that he has been unable to obtain a written commitment from the mayor. A discussion ensured related to contractor discipline, the manner in which cases have been handled by the Board of Rules and Appeals historically, and licensed and registered contractors in the City of Sarasota. Mr. Murphy led a discussion that provided clarity related the types of projects that require a permit. Mr. Walker briefly confirmed that all present members had their city email 2-factor verification completed. Mr. Walker reminded the Board that financial disclosure forms are due to by July 1, 2022. PRESENTATION OF TOPICS BY ADMINISTRATION OR CITY ATTORNEY: Mr. Murphy informed the Board that Senate Bill 1702 for mandatory reinspection of existing buildings with certain features for recertification, had died, and that it may be revisited by legislators in the future.
