MIINUTES OF THE BOARD OF DIRECTORS OF THE DOWNTOWN IMPROVEMENT DISTRICT September 17, 2013 PRESENT: Vice Chair William Pettey, Board Members Mark Kauffman, Thomas Mannausa, Eileen Hampshire and DID Operations Manager John Moran ABSENT: Ernest Ritz Vice Chair William Pettey called the meeting to order at 9:00 a.m. APPROVALOF MINUTES Motion by Mark Kauffman to approve the minutes ofthe board meeting of August September 17. Motion seconded by Tom Mannausa. Motion approved 4 to 0. BOARD ACTIONS Motion by Mark Kauffman make a recommendation that this board approves the concept of directional signage in critical areas of downtown that includes businesses names and destinations. Motion seconded by Eileen Hampshire. Motion approved 4 to 0. Motion that we request the City Attorney's office review the definition of governmental purpose as it relates to business] directional signage in the Downtown Improvement District. Motion seconded by Mark Kauffman. Motion approved 4 to 0. Motion by Mark Kaufiman that we give our blessing to it* with a five man board giving one seat to [residential property owners] and including Bay Plaza and ifit can't be done immediately, it's important to do it right than to do it quickly. Peter Fanning President, Downtown Sarasota Condominium Association The Downtown Sarasota Condominium Association (DSCA) supports the efforts ofThe Business Property Owners and The Residents for a Livable Downtown whose condominium associations are within the geographical boundaries of the Downtown Improvement District (DID), to improve safety, security and cleanliness downtown. Aj proposal is in the process ofbeing distributed to certain condominium boards to determine the feasibility ofs supplementing the work oft the Business Property Owners by establishing a funding mechanism to increase the availability of funds for the DID to expend exclusively on hiring security personnel in addition to those being hired by the business property owners. The mechanism for achieving additional funds involves: Amend Ordinance No. 08-4832 ofthe City of Sarasota which created the Downtown Improvement District to assure that there is "one voice and one oversight group" to coordinate the supplemental security personnel being proposed for funding by the residents. Basics of the Amendment: 1. Include Residential Condominium Associations that are within the DID as specified by Ordinance 08-4832. 2. Amend Section 6, pertaining to the Governing Board to include representation of one Resident on a Five Member Board. (Originally proposed two residents on a Seven Member Board, but DID recommended one on five). 3. Amend Section 4 G., pertaining to Authority to restrict the funds raised by the resident's assessment to the exclusive use ofproviding security, safety and cleanliness, in that order of priority. 4. Amend Section 8.. pertaining to Financing the District to establish that The City Commission may levy up to one-half mil within the District to fund the enhançed safety, security and cleanliness services. 5. Amend and clarify other sections of Ordinance 08-4832 as advised by the City Attorney and/or staff. Establish written policies that: provide that residents' funds will be used to hire security personnel that encourages and promotes safety in the DID, especially at sites of the participating Condominium Associations. assures first personnel hired with residents' funds provides security coverage for the geographic area of the participating Condominium Associations from 9:00 P.M. to 3:00 A.M. assures that resident's funds in excess ofthose needed to provide security personnel are designated for ambassador-type personnel to assist in the efforts to make downtown cleaner and more friendly.
