The property was previously rezoned to Downtown Core (DTC) and as part of that rezone a stipulation was agreed to hold a Community Workshop before the application was submitted for review. The subject property includes three lots with a address of 1274 4th Street (PID#s 2026120072, 2026120073 and 2026120074). The subject property is 15,750 s.f. (0.36 +/- acres) in area and as stated above is now zoned DTC (50 units/acre). The proposal is to develop a 16-unit, 10-story condominium on the property (44 units/acre). There will be 32 parking spaces. The condominium lobby, community room and other common amenities will be ofthe ground and second floor. A pool amenity area is located on the second floor. The alley abutting the site on the south side provides access to the condominium project on the south side of the alley. Based on comments made by residents ofthat condominium during the rezoning hearings, concern was raised over additional traffic using the alley. Based on these comments, the design of the project is proposing the project's driveway to be from 4th Street instead of the existing alley on the south side ofthe property. The subject property fronts on 4th Street which is a designated Primary Street. To allow for a driveway on 4th Street we must request a Planning Board adjustment to the zoning code. In addition to this adjustment, we are requesting a Planning Board adjustment to allow for two (2) parking spaces to be located in the second layer of the property along 4th Street. A third Planning Board adjustment request will be to reduce the percentage of required habitable space on the ground floor because of the driveway we are proposing. An administrative adjustment to the zoning code is being requested for the ground floor habitable space along Cocoanut Avenue to allow for required FPL and utility access. The Zoning Code (2002 Ed.) of the City of Sarasota requires that all applicants hold a Community Workshop prior to filing a formal application with the City of Sarasota if requesting one or more of the following applications: Conditional Use; Rezone; Street/ROW Vacation; "G" Zone Waiver; Amendment to the Future Land Use Map Illustration LU-6 ofthe Sarasota City Plan; Amendments to the text ofthe Sarasota City Plan that affect a specific and limited area ofthe City (as determined by the Director of the Department ofNeighborhood and Development Services); day care facilities with more than ten children in certain zone districts; utilization of Golden Gate Point altemative: standards, and/or certain development projects within the Laurel Park Overlay District (LPOD) and North Trail Overlay District (NTOD). The meeting is to inform neighboring property owners, residents, and business owners of the nature of the proposed development, explain the site plan, ifany, solicit suggestions and identify concerns; prior to the filing ofa formal development application. This meeting will be conducted by the applicant or their representative; however, a member of the City of Sarasota's staff will be in attendance to address administrative questions. An additional Community Workshop shall be required if an increase is proposed to the height, density ori intensity of an application occurs following the previous Community Workshop; an amendment is requested that requires action by the Planning Board or City Commission; and/or an application is not filed within 12 months following the previous Community Workshop. Once a formal application is filed with the City of Sarasota, property owners and registered neighborhood associations within 500 feet of the. subject site will be notified of any public hearings held as the application proceeds through the Development Review Process.
