Ms. Palmer presented the following items from the Planning Board/Local Planning Agency's special meeting of November 18, 1998: A. D. Petition No. 98-PA-05 Sarasota Pathology - 2055 Webber Street and adjacent properties Ms. Palmer stated that Petition No. 98-PA-05 is a request to designate subject property at 2055 Webber Avenue and adjacent properties as an IMA with an office land use classification and eligible for the OPB or OPB-1 Zone Districts; that the PBLP found small scale development amendment Petition No. 98-PA-05 does not preserve the internal consistency of the City's current comprehensive plan and on a 3-to-1 vote recommends denial of the petition. E. Joint Meeting of the City and County Planning Boards Ms. Palmer stated that a consensus of the PBLP was reached to request permission of the Commission to approach the Sarasota Board of County Commissioners to schedule a joint meeting of the City and County Planning Boards to discuss common issues. City Manager Sollenberger stated that a joint meeting between the City and County Planning Boards could help in the exchange of ideas and in improving intra-governmental relations. Vice Mayor Merrill stated that the request should be referred to Administration to develop an agenda for a possible meeting between the City and County Planning Boards; that the agenda and schedule should also be given to the Commission to review. Ms. Palmer stated that the PBLP has identified certain issues for a joint meeting between the City and County Planning Boards. On motion of Commissioner Cardamone and second of Commissioner Pillot, it was moved to refer the recommendation for a joint meeting between the City and the County Planning Boards to the Administration to arrange the details concerning the agenda items for discussion and to return to the Commission to add or delete items. City Attorney Taylor stated that Karl Brown has requested status as an Affected Person as an owner, resident or other occupant of real property located within 500 feet of the subject property. Vice Mayor Merrill stated that hearing the Commission's agreement, the status of Karl Brown as an Affected Person is confirmed. Vice Mayor Merrill asked for Commissioner ex-parte communications, if any. Commissioner Hogle stated that no ex-parte communications have been held. Commissioner Cardamone stated that a good knowledge of the situation exists; that the Applicant's agents provided a tour of the property and information on the petition. Commissioner Pillot stated that the site has been visited. Vice Mayor Merrill stated that brief discussions have been held with the Applicant's agent. Commissioner Pillot asked if discussion at the Commission table is considered ex-parte communication? City Attorney Taylor stated no; that conversation prior to the filing of the petition is not considered ex-parte communication. Vice Mayor Merrill opened the public hearing. Deputy City Auditor and Clerk McGowan stated that proposed Ordinance No. 99-4097 amends the City's current comprehensive plan by the adoption of the Small Scale Development Amendment described in Petition No. 98-PA-01 adding a parcel of property located at 1704 Bay Road as residential land; that the Applicant is represented by Nan Plessas, Architect, as agent. Vice Mayor Merrill requested that the Applicant come forward.
