CITY OF SARASOTA MINUTES OF THE REGULAR MEETING OF THE HISTORIC PRESERVATION BOARD October 8, 2013 at 3:00 p.m. in the Sarasota City Commission Chambers Note: The City's Website address is sarasotagor.com. CALL MEETING TO ORDER AND ROLL CALL Chairman Hart called the meeting to order at 3:01 p.m. and Senior Planner Smith (as Secretary to the Board) called the roll. Senior Planner Smith noted HPB Vice Chair Bradley has resigned since the last meeting and stated HPB member David Gurley sent an email stating he would not be able to attend today's meeting due to an emergency meeting with a client in Miami. The Board voted unanimously to excuse Mr. Gurley's absence. II. CHANGES TO THE ORDERS OF THE DAY Senior Planner Smith stated due to the resignation of Brian Bradley a new Vice Chair needs to bei named that would serve for this meeting, as well as the November and December meetings, and noted the requirement that the Vice Chair must have been on the HPB for at least one year. HPB Chair Hart made a motion to elect HPB member Svekis as Vice Chair. HPB member Frangie seconded the motion. The motion carried unanimously. III. APPROVAL OF MINUTES By consensus, Board Members approved minutes of the July 9, 2013 Board meeting. IV. CITIZEN INPUT [Citizens may address the Board on matters other than regular agenda items. Time Limits will be established by Historic Preservation Board members.] There was no citizen input. Senior Planner Smith noted the Citizens Input section of the agenda has been moved up due to Senate Bill 50 that requires citizens be provided an opportunity to provide input on any topic. Senior Planner Smith stated due to that staff proposes the standard wording on that section of the agenda be modified to read: "[Citizens may address the Board on items of interest including those matters on the regular agenda. HPB member Frangie made a motion to set a 3 minute limit per person. HPB member Lancaster seconded the motion. Discussion ensued regarding the rationale for SB 50 and the ability of the developer to respond to citizen's input on upcoming issues. Senior Planner Smith noted SB 50 specifically states citizens may provide input on any topic and noted if the item of interest is on the agenda the citizen could be invited back to speak during the discussion of that particular item. V. CERTIFICATE OF APPROPRIATENESS [COA] APPLICATIONS 1. Livingston Otis [1608 Oak Street): Application 13-COA-06 proposes to restore the lost historic feature of an enclosed front entrance porch area to the house by re-establishing knee wall features to the front and right side of the porch; restoring the front center entrance doorway feature; above the knee walls infill the historic open spaces, to the front façade and both sides of the porch, with windows; create a new west side entrance to the building and install a doorway with steps to a wood landing and hand rails; retaining the historic window to the front of the house, infill window opening from the interior side of the window only; and, provide grab bars within the existing bathroom. Dr. Smith administered the oath to those wishing to speak. Mr. Sanford Goldman and Dr. Mary Davenport appeared and stated they have been working with Dr. Smith and were very appreciative of the assistance received. Mr. Goldman stated the description of the application read by the Chair summed up the proposed renovations and noted Dr. Davenport intends to maintain her practice at that location. Discussion ensued regarding the compatibility of the proposed vinyl clad frame and windows with the historic structure, when the property was designated as historic, prior renovations made by the previous owner, the restoration of lost historic features, window muntins, and what the restored porch area would be used for. HPB Chair Hart requested the applicants consider using expansive glass rather than muntins on the front of the building for better aesthetics and lighting. HPB member Ionescu recommended the applicants speak with their contractor regarding the installation of protection aprons on the windows to reduce the possibility of water intrusion. Dr. Smith discussed staff's S report stating he had reviewed the proposed renovations, a false sense of history is not being created, each component meets the Secretary of Interior standards, and therefore staff recommends approval. Discussion ensued regarding the historical designation process. There was no citizen input. HPB Vice Chair Svekis made a motion to find Certificate of Appropriateness: 13-COA-06 consistent with Sections IV-808 (a) and IV-809 (a) and approve the proposed scope of work, subject to the following condition(s): (1) All construction plans for the proposed scope of work shall be in compliance with those received with Permit # 20136034 by the Building Department on September 12, 2013. All final construction plans shall be subject to a full review for compliance with all other applicable codes by Historic Preservation Staff and the Director of Neighborhood and Development Services. The motion carried 5/0. VI. TOPICS BY BOARD MEMBERS HPB member Svekis distributed invitations to an event on October 19th dedicating a new historical walkway at Manatee Mineral Spring and noted she would be speaking about the event at a Timesifters meeting at Selby Library on October 16th at 6:00 pm. HPB member Svekis questioned if other members were having difficulty with their City email accounts. Others are having difficulty as well. Senior Planner Smith recommended the HPB members contact the City's IT Department. VII. TOPICS BY STAFF Senior Planner Smith noted revised Advisory Board Handbooks have been distributed and welcomed new HPB member Ionescu. 1. Procedures for Administrative Approval of COA's Senior Planner Smith discussed the procedures for administrative approval of COA's noting the HPB had questioned those at the last meeting. Senior Planner Smith reviewed the verbiage in the Zoning Code that dictates what can be approved administratively and what has to go before the HPB. Discussion ensued regarding additions to historic structures and the fact if attached to the main structure the additions are subject to historic review. Consensus of the HPB was those can be approved administratively as they would fall under the established requirements. VIII.
