BOOK 50 Page 22081 11/13/01 9:00 A.M. MINUTES OF THE SPECIAL SARASOTA CITY COMMISSION MEETING OF NOVEMBER 13, 2001, AT 9:00 A.M. PRESENT: Mayor Carolyn J. Mason, Vice Mayor Mary J. Quillin, Commissioners Richard F. Martin and Lou Ann R. Palmer, City Manager Designate Michael A. McNees, City Auditor and Clerk Billy E. Robinson, and City Attorney Richard J. Taylor ABSENT: None: PRESIDING: Mayor Mason The meeting was called to order in accordance with Article III, Section 9(b) of the City of Sarasota Charter at 8:56 a.m. City Auditor and Clerk Robinson gave the Invocation followed by the Pledge of Allegiance. 1. ADOPTION RE : RESOLUTION NO. 02R-1443, DECLARING THAT MARY ANNE SERVIAN HAS BEEN ELECTED AS THE DISTRICT 2 CITY COMMISSIONER TO SERVE OUT THE UNEXPIRED TERM OF THE PREVIOUS DISTRICT 2 COMMISSIONER; DIRECTING THE CITY AUDITOR. AND CLERK TO PROVIDE A CERTIFICATE OF ELECTION TO MARY ANNE SERVIAN; CANÇELING THE DISTRICT 2 ELECTION SCHEDULED FOR DECEMBER 4, 2001 - ADOPTED (AGENDA ITEM I) #1 (0044) through (0155) CD 8:57 through 9:02 City Auditor and Clerk Robinson read proposed Resolution No. 02R-1443 in its entirety. On motion of Commissioner Palmer and second of Vice Mayor Quillin, it was moved to adopt proposed Resolution No. 02R-1443. Motion carried unanimously (4 to 0): Martin, yes; Mason, yes; Palmer, yes; Quillin, yes. 2. SWEARING IN OF DISTRICT 2 COMMISSIONER-FIECT MARY ANNE SERVIAN (AGENDA ITEM II) #1 (0156) through (0230) CD 9:02 through 9:04 Mayor Mason requested that Commissioner-elect Mary Anne Servian join City Auditor and Clerk Robinson before the Commission table. City Auditor and Clerk Robinson administered the oath of office to Commissioner-elect Servian to fill the unexpired term of former Mayor and District 2 Commissioner Albert Hogle. 3. REMARKS OF THE NEWLY SELECTED DISTRICT 2 COMMISSIONER SERVIAN (AGENDA ITEM III) #1 (0231) through (0265) CD 9:04 through 9:06 Commissioner Servian thanked Robert Servian, her husband, campaign contributors and supporters, and the voters of District 2 for the efforts expended and support offered during the campaign; that the belief of sO many citizens in her is humbling; that the office of City Commissioner carries significant responsibility to serve, be accountable to, and instill pride in the citizens of the City; that she now labors for the citizens of District 2 and is excited to begin working. 4. REMARKS OF COMMISSIONERS (AGENDA ITEM IV) #1 (0273) through (0465) CD 9:06 through 9:12 VICE MAYOR QUILLIN: A. stated that all Commission seats are now filled; that the election of Commissioner Servian is a source of great pleasure; that Commissioner Servian will work hard; that the Commission is pleased to have all Commission seats filled to serve the citizens of the City; that feeling humbled is a shared and understandable feeling; that she is reminded of her position as a public servant daily; that humbleness exists during the entire tenure as Commissioner; that controversy in the City is occasionally present; however, the Commission's goal is to always provide service to the citizens and maintain a high quality of life which is identifiable with the City; that Commissioner Servian is welcomed to the table and the office of City Commissioner; that the citizens will now see five Commissioners working together for a common goal. Review Committee; that Commissioner Servian quickly immersed herself in and dedicated herself to the City and the St. Armands Neighborhood Association upon arriving in the City; that Commissioner Servian is curious about and protective of the City; that the election of Commissioner Servian is not surprising; that working with Commissioner Servian is eagerly anticipated; that the filling of all Commission seats is pleasing. COMMISSIONER PALMER: A. stated that the election of Commissioner Servian is of significant pleasure; that Commissioner Servian's previous work with the Single-Family Dwelling Height Task Force was a political gamble during her campaign; that Commissioner Servian has shown the ability to lead and work collaboratively with others in a group and individually to accomplish tasks; that Commissioner Servian is as committed to the City as are the other Commissioners and the citizens present in the audience; that Commissioner Servian has been previously involved in successful volunteer programs such as the Sarasota Police Department volunteer program; that all candidates are congratulated for well-run campaigns; that Daniel Kennedy is congratulated for placing the community above self by withdrawing his candidacy from a second election; that the Commission has not slowed down while lacking a fifth member; however, the filling of all Commission seats is pleasing; that significant contributions by Commissioner Servian are anticipated. MAYOR MASON: A. welcomed Commissioner Servian and stated that working with Commissioner Servian is eagerly anticipated; that all Commission seats are now filled; that Commissioner Servian's spunk and commitment to the City are admired and will be a significant attribute to the Commission. 5. REMARKS OF ADMINISTRATIVE OFFICERS #1 (0466) through (0485) CD 9:12 through 9:12 CITY AUDITOR AND CLERK ROBINSON: A. congratulated and welcomed Commissioner Servian to the Commission table and stated that having all Commission seats filled is pleasing. CITY ATTORNEY TAYLOR: A. welcomed Commissioner Servian and stated that working with Commissioner Servian is eagerly anticipated. CITY MANAGER DESIGNATE MCNEES: A. concurred and stated that all City employees are pleased with the election of Commissioner Servian. 6.
