MINUTES OF THE STATUTORY SARASOTA CITY COMMISSION MEETING OF APRIL 11, 2001, AT 2:00 P.M. PRESENT: Vice Mayor Albert F. Hogle, Commissioners Mollie C. Cardamone, Carolyn J. Mason, Lou Ann R. Palmer and Mary J. Quillin, City Manager David R. Sollenberger, City Auditor and Clerk Billy E. Robinson, and City Attorney Richard J. Taylor ABSENT: None PRESIDING: Vice Mayor Hogle The meeting was called to order in accordance with Article IX, Section 6( (a) and (b) of the Charter of the City of Sarasota at 2:00 p.m. City Auditor and Clerk Robinson gave the Invocation followed by the Pledge of Allegiance. 1. ADOPTION RE: PROPOSED RESOLUTION NO. 01R-1363, CONCERNING THE CANVASSING OF RETURNS OF THE SECOND ELECTION OF APRIL 10, 2001, DECLARING THE OFFICIAL RESULTS OF SAME; ; DIRECTING THE CITY AUDITOR AND CLERK TO PROVIDE A CERTIFICATE OF ELECTION TO THE SUCCESSFUL CANDIDATE; AND PROVIDING AN EFFECTIVE DATE; ETC. - ADOPTED (AGENDA ITEM I) #1 (0027) through (0160) Vice Mayor Hogle stated that a statutory meeting is required by the City of Sarasota Charter (1996) (City Charter) to certify the results of the run-off election for the remaining Commission seat for an at-large Commissioner. City Auditor and Clerk Robinson stated that the City Charter requires the Commission meet the day after the election to adopt a resolution declaring the results of the election; that Richard Martin received 2,420 votes and Joyce Mintzer received 2,348 votes for a total of 4,768 votes; and read proposed Resolution No. 01R-1363 in its entirety. On motion of Commissioner Cardamone and second of Commissioner Quillin, it was moved to adopt proposed Resolution No. 01R-1363. Vice Mayor Hogle requested that City Auditor and Clerk Robinson proceed with the roll-call vote. City Auditor and Clerk Robinson requested that Richard Martin come before the Commission for the presentation; presented Commissioner-elect Martin with a certificate of election; and congratulated Commissioner-elect Martin. 2. REMARKS OF COMMISSIONERS (AGENDA ITEM II) #1 (0160) through (0290) VICE MAYOR HOGLE : A. welcomed Commissioner-elect Martin; stated that Together Everyone Achieves More as reflected in the acronym - TEAM" ; and congratulated Commissioner-elect Martin on his victory. B. stated that the formal commencement of the terms of the two new Commissioners elected in the recent City election, Commissioners Palmer and Martin, will be at 12 noon, April 13, 2001, with the swearing-in ceremony. C. stated that the Commission Community Forum is scheduled for 6 p.m., April 11, 2001; that the public is welcome and encouraged to attend. COMMISSIONER CARDAMONE: A. stated that the April 11, 2001, Community Forum will not be attended; that Commissioner-elect Martin is invited to attend and sit in her chair. B. stated that the hope is all future elections will be run as well as the past election. COMMISSIONER QUILLIN: A. stated that a significant amount of work awaits the Commission beginning April 13, 2001. B. stated that Robert Fournier, Attorney, City Attorney's Office, is thanked for his efforts related to the recent election. C. stated that watching an election is an interesting experience; that everyone in Sarasota County should be proud of the manner in which Sarasota County conducts elections and the professionalism of the Staff. COMMISSIONER MASON: A. welcomed Commissioner-elect Martin. B. thanked City Auditor and Clerk Robinson and Staff for outstanding conduct during the election. COMMISSIONER PALMER : A. stated that sitting on the Commission before the new Commissioners are sworn in on April 13, 2001, was a surprise; welcomed Commissioner-elect Martin; and congratulated Ms. Mintzer and Commissioner-elect Martin for a well-run campaign. B. thanked Kathy Dent, Sarasota County Supervisor of Elections for a well-run election. 3. PRESENTATION RE: CERTIFICATE OF THE OFFICIAL LISTING OF THE HARDING CIRCLE HISTORIC DISTRICT IN THE NATIONAL REGISTRY OF HISTORIC PLAƇES #1 (0290) through (0430) Vice Mayor Hogle stated that a request has been received from the St. Armands Residents Association to add an Agenda item concerning the historic designation of Harding Circle; that hearing the Commission's agreement, representatives of the St. Armands Residents Association are requested to come forward -for the presentation. Mary Ann Servian and Nancy Cook, representing the St. Armands Residents Association, came before the Commission. Ms. Cook recognized the members of the St. Armands Residents Association present in the audience; and stated that the St. Armands Residents Association would like to present the City a certificate of the official listing of the Harding Circle Historic District in the National Registry of Historic Places; that the district consists of Harding Circle, John Ringling Boulevard, St. Armands Circle, and Boulevard of the Presidents; that accompanying the certificate is a reproduction of the original map prepared in 1924 by the landscape architect John Nolen who was hired by John Ringling to design a plan for developing St. Armands Key; that the design for a city park and a plan for community development was BOOK 49 Page 20904 04/11/01 2:00 P.M. BOOK 49 Page 20905 04/11/01 2:00 P.M. the basis of awarding the designation; that today the St. Armands neighborhood offers a-prime area for living, working, and playing. Ms. Cook continued that the Commission has been involved in the concept of neighborhood importance for the health of the City; that the Commission is thanked for joining the St. Armands Residents Association in the neighborhood project of obtaining the historic designation on the landscape plan for St. Armands Circle; that being part of preserving the St. Armands neighborhood for the benefit of the City has been a pleasure; that the certificate should reside in the City which is the owner of the Harding Circle Historic District; that the certificate represents the Commission's dedication to the preservation and importance of neighborhoods; that the St. Armands Residents Association is grateful to the Commission for the dedication of time, effort, and thoughts to the City. Ms. Servian requested that Commissioner Cardamone accept the certificate on behalf of the Commission. Commissioner Cardamone accepted the certificate; thanked the St. Armands Residents Association for taking three years to accomplish the historic designation; and stated that the Commission assisted in hastening the process with telephone calls to Tallahassee, Florida, and Washington, D.C.; that the effort and time taken was worthwhile; that the project is excellent. 3.
