PRESENT: Mayor Mary Anne Servian, presiding, Vice Mayor Fredd "Glossie" Atkins, Commissioners Danny Bilyeu, Lou Ann R. Palmer, and Ken Shelin, City Attorney Robert M. Fournier, City Manager Michael A. McNees, and City Auditor and Clerk Billy E. Robinson ABSENT: None The meeting was called to order by Mayor Servian at 6:00 p.m. INVOCATION/PLEDGE OF ALLEGIANCE: City Auditor and Clerk Robinson 1. SECOND PUBLIC HEARING RE: PROPOSED RESOLUTION NO. 05R-1855, ADOPTING BY REFERENCE THE EVALUATION AND APPRAISAL REPORT FOR THE SARASOTA CITY PLAN (1998) A/K/A THE COMPREHENSIVE PLAN, AS AMENDED; STATING FINDINGS OF FACT CONCERNING THE PREPARATION AND ADOPTION OF THE EVALUATION AND APPRAISAL REPORT; PROVIDING FOR TRANSMITTAL OF THE EVALUATION AND APPRAISAL REPORT TO THE STATE OF FLORIDA LAND PLANNING AGENCY; ETC. (TITLE ONLYAGENDA ITEM I) Senior Planner David Smith, Planning Staff and Redevelopment Department, gave a presentation concerning the proposed Evaluation and Appraisal Report (EAR). The foliowing person spoke: Christine Whitehouse concerning rezoning the area on Fruitville Road between Midwest Parkway and McIntosh Road. In response to concerns about the impact of traffic from outside the City expressed by Commissioner Palmer, Senior Planner Smith stated that stronger language could be incorporated in Section E, Evaluation of Developing a Common CMS [Concurrency Management System] Methodology Relative to Measuring Transportation Impacts, of Chapter 2 of the EAR. Mayor Servian noted Commission consensus for Staff to incorporate stronger language into Section E of Chapter 2 of the proposed EAR. (FTR 6:23) In response to a comment by Commissioner Palmer concerning the importance of encouraging rehabilitation of the City's existing older housing, Mayor Servian stated that the language in the EAR could be strengthened. Senior Planner Smith stated that the language in Section D, Development Trends, of Chapter 1 of the EAR will be expanded to emphasize the need to encourage rehabilitation of existing housing in the City. In response to a question by Commissioner Shelin concerning the areas in the City in which remodeling is taking place, Senior Planner Smith stated that the information will be obtained and provided to the Commission. City Auditor and Clerk Robinson read proposed Resolution 05R-1855 by title only. A motion was made by Commissioner Shelin, seconded by Commissioner Palmer, and carried by 5-0 vote to adopt proposed Resolution No. 05R-1855 with the following changes: 1. strengthen the language in Section E, of Chapter 2 of the Evaluation and Appraisal Report addressing extra jurisdiction traffic impacts and 2. expand the language in Section D, of Chapter 1 of the Evaluation and Appraisal Report to emphasize the need to encourage rehabilitation of existing housing in the City. City Auditor and Clerk Robinson stated that the opening of responses to the Request for Proposals for closed captioning was scheduled today, October 11, 2005; that no responses were received; that Staff will be contacting the firms to review the reasons. 4.
