Cumberland County Board of Elections Board Meeting November 20, 2024 (recount) Board Members in attendance were Chair Grimes, Member Edmonds, Member Baker. Staff in attendance are Director Amaro. The invocation was offered by Member Edmonds. The meeting was called to order by the Chair at 9:00 am. Chair Grimes reports that Cumberland County has roughly 89000 registered democrats, 84000 registered unaffiliated and 52000 registered republicans. We have signed in to run ballots into the DS200 machines, 11 democrats, 15 unaffiliated and 9 republicans. Member Devore reads that there must be bi-partisan teams. Partisan teams affected by the candidate's recount. TWO persons teams at each tabulator must be one republican and one democrat. Chair Grimes states that when team's complete a precinct that they switch out to give them a break. There are not enough people for that. Member Devore suggests that herself and Member Baker be used when switching out for breaks. Chair Grimes reads in the general guidelines County board members may not serve on a bipartisan team. Read from 08 NCAC 09.10.16, referenced in the memo on page 3. Action: Member Edmonds moves to accept the teams put in place by the Director for this recount. (second by Member Devore). Vote 3 yes, 2 opposed. Motion Passed. Discussion Member Devore wants to know the person on each tabulator. Director Amaro reports election protest received by email for Jefferson and Griffin. Forwarded to Helen and Rick, county attorneys. Director Amaro reports: Cliffdale 1, Cumberland 1, Cedar Creek, Brentwood, Cliffdale 2, Cumberland 2 and 3 are going in next. Chair Grimes reports new guidance from the NC State Board that we are not allowed to use unaffiliated voters to feed ballots into the DS200s during this recount. Member Devore and Member Baker will need to fill in as needed. Not enough republican volunteers on hand. We must restart the counting from the beginning. Page 1 Director Amaro reports DS 200 completed: Beaver Dam, Hope Mills 3, Hope Mills 2B, Hope Mills 4, Judson Vander, Alderman 1, Hope Mills 2A, Auman 2. Re-ran Beaver Dam, Alderman 1 and Auman 2. Director Amaro gives a copy of the Order received from State Board of Elections by email to all board members. It has been forwarded to Helen and Rick. An emergency preliminary hearing will need to be held. Obtain guidance from the NC State Board. Director Amaro reports: Absentee: Griffin gained one vote, Undervote lost a vote. No changes in commissioner race. Stedman: Griffan lost a vote, commissioner race Pappas gained a vote, Patel gained a vote, Tyson Lost a vote. Linden: Riggs gained a vote, undervote lost a vote. Arran Hills: Riggs's gained a vote. Commissioners undervote increased by 3. Beaver Dam: Griffin lost a vote, commissioners race Pappas lost a vote, undervote lost 2 votes. Westarea had no changes. Recount to resume tomorrow November 21, 2024, at 8:00 am. Action: Member Edmonds moves to meet for protest hearing Tuesday at 9:00 am. (second by Member Baker) Vote passed unanimously. Recessed meeting at 8:53. Meeting reconvened November 21, 2024, at 8:00 am Board members present: Chair Grimes, Member Edmonds, Member King, Member Baker. Director Amaro reports Early Voting M (Stoney Point) a civilian absentee ballot had been placed into their DS200 during early voting period. Director Amaro reports that the guidance from the state is to hold an emergency meeting preliminary hearing today and all board members agreed to 3:00 pm. Director Amaro reports the person that placed their absentee ballot into the DS200 at Stoney Point did not vote in person. This ballot will be spoiled as the voter did not return her ballot in the proper envelope and not properly executed. Action: Member Edmonds moves to not count the civilian ballot that was placed in early voting machine at Stoney Point. (second by Member King). Vote passes 3-1, For: Chair Grimes, Member Edmonds, Member King. Against: Member Baker. Mr. Baker requested for Angie to submit a detailed incident report to the state. Director Amaro reports: Cross Creek 18: Riggs gained 1, undervote lost 1. Sherwood: undervote went to candidates, Griffin gained 1, Riggs gained 3. Commissioner race: Papas gained 2, Tyson gained 2. Commissioner race: Pappas lost 2, Tyson remained same. Election day total ballots cast 34340 SO it picked up 1 vote during recount. Early Voting is now 98606 versus 98609. Absentee and Provisional did not change. Total ballots cast 140,939, 2 different than at canvass. Action: Member Edmonds moves to approve the recount canvass. (second by Member King). Vote is unanimous in favor. Action: Member Devore moves to adjourn. (second by Member Baker) Vote is unanimous in favor.
