FREBDMAN Consulting & Development LLC Application No. 23-CW-15 To: Meeting Attendees Date: June 27, 2023 From: Joel Freedman, Freedman Consulting & Development, Applicant's Agent Subject: Summary of] Minutes-Community Workshop June 21, 2023, 5:30 pm A community workshop was held to discuss an application for a Site Plan using the North Trail Overlay District (NTOD) regulations to permit the construction of a 96-unit multi-family apartment building and a 3,040 s.f. mixed-use building on the subject property located at 4644 N. Tamiami Trail PID#2004020007). The community workshop is required to be held in order to use the NTOD regulations. The property is owned by Sarasota County; however, it is under contract to be developed by Blue Sky Communities. All the apartments will be developed as affordable units. The subject property has two Future Land Use Designations and two zoning districts. The western 3.482 acres of the site is designated as Urban Mixed-Use and is zoned North Trail (NT). This portion oft the property is also within the North Trail Overlay District (NTOD). The eastern 1.514 acres oft the property is designated as Low Density Residential on the Future Land Use Plan Map and is zoned RSF-3 (Residential Single Family). The proposed development and site plan only involves the western 3.482 acres oft the property that is zoned NT and within the NTOD overlay area. The eastern portion oft the property will not be developed at this time and is not included in the site plan approval request. Vehicular access is proposed to be directly from U.S. 41 (Tamiami Trail) using an existing driveway. There will be two buildings constructed. The northern 4-story building will include 90 apartments. The3-story mixed- use building, located in the southwest corner ofthe site, will have 3,040 s.f. of commercial space on the ground floor and six (6) apartments above; three (3) per floor. The proposed development requires 57 parking spaces however the project will provide 106 parking spaces along with bicycle racks. A surface stormwater detention pond meeting all current regulations is also included along the northern portion oft the site in the project's design. The plan has been designed in compliance with the City's Tree Preservation regulations. Name, Joel Freedman provided an overview of the proposal. In addition Shawn Wilson of Blue Sky Communities introduced his company and their mission to develop affordable housing apartment projects. Preservation of the grand tree and working around that tree caused some of thej parking to be located further away from the building; however, based on experience the parking will still be functional for the residents. Project arborist explained the rating of the health of the various existing trees. The large grand tree will be a focal point ofthe project. Some sable palms will remain; however, the slash pines in the development area will not be able to withstand the construction activity. New slash pines are included as part of the proposed 70 newly planted trees. Will off-site trees be removed? No off-site trees will be removed. They have to be protected from construction impact SO we have assessed off-site trees for that purpose. Will there be trees planted around the perimeter? Yes, trees will be planted per City code at approximately 30 feet on-center along with understory trees and a parking lot hedge. Some of the species include sea grape, slash pine, and red cedar.
