Kirschner, presiding, Vice Chair Fredd "Glossie" Atkins, Members Suzanne Atwell, Richard Clapp, and Terry Turner, Deputy Executive Director Marlon Brown, Attorney Robert M. Fournier, and Secretary Pamela M. Nadalini ABSENT: None The meeting of the Community Redevelopment Agency (CRA) was called to order by Chair Kirschner at 2:32 p.m. 1. APPROVAL RE: MINUTES OF THE SPECIAL COMMUNITY REDEVELOPMENT AGENCY MEETING OF NOVEMBER 15, 2010 (AGENDA ITEM CRA-1) Chair Kirschner noted CRA consensus to approve the minutes of the Special CRA meeting of November 15, 2010. 2. APPROVAL RE: PROPOSED TEXT AMENDMENT TO THE CITY OF SARASOTA DOWNTOWN MASTER PLAN 2020 INCORPORATING THE DOWNTOWN GREEN SPACE POLICIES (AGENDA ITEM CRA-2) Senior Planner Clifford Smith, Neighborhood and Development Services Department, came before the CRA and gave a presentation conçerning the Commission's directive given at the June 2, 2008, Regular Commission meeting to amend the text of the City of Sarasota Downtown Master Plan 2020 (Downtown Master Plan 2020) by incorporating the Downtown Green Space Policies; and stated that the CRA Advisory Board voted unanimously to recommend the adoption of the proposed text amendment to the Downtown Master Plan 2020 subject to the addition of Principle No. 7 to require provisions for continued maintenance be established for any new landscape enhancements; that the reference of pathways and walkways must be deleted from the Turf Block and Permeable Pavers category in the Paving Type Section of the table which summarizes the characteristics of two types of permeable pavement in Item VI, Pervious Paving Materials, Downtown Green Space Policies, to comply with Federal regulations. In response to a question by Member Atwell asking if a group will be convening January 10, 2011, to discuss green space policy, Mr. Smith stated the green space planning working group will hold its first meeting January 10, 2011, to review the green space policy, the Downtown Master Plan 2020, and what the City has in place Downtown to help determine the direction in which the planning efforts should proceed. A discussion ensued regarding concerns expressed by the public with the Downtown Green Space Policies placing limitations on outdoor décor of businesses and the language for maintenance which appears to be a budgetary obligation rather than an outcome-oriented policy statement. The following people spoke: Jude Levy indicating the Commission previously voted to amend the Downtown Master Plan 2020 to indicate greenscape is preferred over hardscape, research shows people prefer shopping in areas which are green, and Sarasota Save Our Sarasota recommends approval of the proposed text amendment to the Downtown Master Plan 2020 to incorporate the Downtown Green Space Policies. Peter Fanning indicating the Downtown Sarasota Condominium Association (DSCA) supports the text amendment to the Downtown Master Plan 2020 pertaining to green space and requesting the CRA approve the proposed text amendment to improve the quality of life for City residents and visitors. Jack Engel indicating support for the proposed text amendment to the Downtown Master Plan 2020 to incorporate the Downtown Green Space Policies and people are inquiring how to enhance their own green spaces. A motion was made by Member Clapp, seconded by Member Turner, and carried by a 5-0 vote to recommend the Commission schedule proposed Resolution No. 11R-2204 to incorporate the Downtown Green Space Policy into the City of Sarasota Downtown Master Plan 2020 on an Agenda of a future Commission meeting. 3.
