City of Wendell Regular Council Meeting Minutes June 5, 2025 Mayor Rebecca Vipperman called the regular meeting of the Wendell City Council to order at 6:30 PM. Council members present were Council President BJ Marshall; Councilwoman Carolyn McRoberts; Councilman Juan Gonzales; and Councilman Donald Dunn. City Attorney Tim Stover was also present. AMENDED AGENDA Councilman Dunn made a motion to accept the Amended Agenda for June 5, 2025. Councilwoman McRoberts seconded the motion. COUNCIL MEETING MINUTES The minutes for May 15, 2025, will be presented at the next meeting. BILLS Councilman Gonzales made a motion to approve the bills as presented in the amount of $53,964.91. PUBLICI HEARINGS None NEW BUSINESS (discussion/action! items) Consideration of Alcohol Catering Permit- Stockman's Skipped item at request of Mayor Vipperman. Additional documentation needed for approval as it relates to Dairy Days. Consideration of Special event Application- Pioneer Days Mayor Vipperman presented the Special Event application for Pioneer Days scheduled for July 19, 2025, from 6PM to 7PM. The event coordinators requested access to the bandshell for a small performance, electricity for the activities and to play recorded music, and access to the water spicket for cleanup. Set up would start at 5PM and cleanup would end at 9PM. After a brief discussion, Councilman Gonzales made a motion to approve the July 19, 2025, Special Event application for Pioneer Days. Page 1 of 4 Consideration of Irrigation Status-234 N Idaho Street Mayor Vipperman presented this to the city council. This property is now under estate management. The original parcel has also been split into two parcels, the empty lot is one parcel, and the second parcel contains the home on the property. The empty lot has no irrigation access now that it is separated. Fire Chief Bob Bailey confirmed there is no irrigation access to the empty lot as a separate parcel. Mayor Vipperman stated that the person in charge of the estate has requested that the ditch rider fees for both properties be waived. Councilwoman Marshall asked why this was not brought to the council during the Irrigation Public Hearing in March. Mayor Vipperman stated that now that the property is under estate management, the estate manager found that the property split caused both lots to be charged separately. The council agreed that, first, this should have come before them at the March Irrigation Public Hearing and second, the empty lot should have the ditch rider fee waived. The council also stated that any further irrigation fee requests for these parcels must come before them during a scheduled Irrigation Public Hearing. Councilwoman Marshall made a motion to waive the ditch rider fee for 2025 on the empty lot that cannot receive irrigation water and for the parcel with the house to pay the ditch rider fee for 2025. Consideration of Library Building Abatement Tabled. Waiting for the quote for new windows SO that removal of asbestos glazed windows and window replacement can be done together. Will be on future agenda. Consideration of Chip Seal 2025 Bid City Clerk Karri French presented the council with the chip seal bid from Winn & Company for 2025. She stated that Public Works Director Steve Devereaux was unable to attend. She also stated that Public Works Director Steve Devereaux had solicited bids from 3 companies but had only received 1 bid by the time oftonight's meeting. Mayor Vipperman stated that the bid came from the same company we used last year. Councilwoman Marshall stated that we had budgeted $250,000 for road repair and had only spent a little over $9,400 as of April's financial statement. After discussion, Councilman Gonzales made a motion to accept the Chip Seal bid from Winn & Company in the amount of $179,645. Councilman Dunn seconded the motion. Consideration of Setting Date for Budget Workshop The council discussed potential dates for our first Budget Workshop for the 2025-2026 budget. It was decided to hold it on June 25, 2025, at 6:30 PM. No motion needed. Consideration of City Hosting Dairy Days Mayor Vipperman stated that she had emailed the city council members individually to discuss the possibility of hosting Dairy Days this year using the city's liability insurance. The committee worked very hard this year trying to put this event together. Many of the members are working on an event like this for the first time. Dairy Days Committee member Cynthia Scott asked the city council to host the event this year. She stated that they have a 12- Page 2 of 4 person committee, and have worked with the Gooding County Sheriff's Office, the schools and the city in preparation for this year's event. Councilwoman Marshall asked if the Wendell Chamber of Commerce was able to help provide liability insurance since they are technically still active through the end of June. Cynthia Scott stated that although the Chamber members offered advice and answered questions, the Dairy Days Committee had not asked the Chamber members about liability insurance. Councilwoman Marshall asked how volunteers would be covered under the city's liability insurance. Mayor Vipperman stated that the city has a volunteer application that was drafted by our city attorney's office and would likely have volunteers fill one out. City Attorney Tim Stover recommended talking to ICRMP first before using the volunteer application. Several council members agreed that the city should host Dairy Days this year. Councilwoman Marshall recommended the Dairy Days Committee apply for 501(c)(3) status for next years and future events. Cynthia Scott stated that the committee has investigated becoming 501C eligible and wants to achieve that for the future of Dairy Days. She also stated that the city benefits from this type of community event. After a brief discussion, Councilman Gonzales made a motion that the City of Wendell host Dairy Days for 2025. Consideration of Alternate Date for Council Meeting that falls on Juneteenth The city council meets on the first and third Thursday of every month. All city offices are closed on June 19, 2025, in observance of Juneteenth. An alternate date for the second council meeting must be chosen. After a brief discussion, Councilwoman Marshall made a motion to reschedule the next city council meeting for June 17, 2025. Councilman Gonzales seconded the motion. Consideration of Adjusting/Finalizing Wendell Area of Impact City Attorney Tim Stover stated that the city needs to get their area of impact completed while taking into consideration where future growth is likely to occur by the end of 2025. He. stated that Cythia Scott (Zoning Compliance Officer) of Gooding County Planning & Zoning may have tips on how to project future growth related to where the city's area of impact should be. Cynthia Scott stated that she would be happy to assist the city, stating that the city's area of impact should also be planned to work in accordance with the city's comprehensive plan. City Attorney Tim Stover stated that Gooding County has been great about working with the City of Wendell regarding projects like Simplot building a site in the county outside of Wendell. The council agreed that the county has done a great job involving the city and expressed their appreciation. No motion needed. MAYOR Mayor Vipperman announced that Dairy Days would be held on June 13th and 14th. The parade will be at 10:00am on June 14th. She announced that Simerly's 4th of. July celebration would be held on June 28, 2025. She stated that she would like to plan a day in late July to invite Wendell children to come to Hub City Park and play in the giant sprinklers. She stated that the Girl Scouts who made and helped install the bat boxes at Hub City Park had a great time playing in the sprinklers after they were done. She thanked the Girl Scouts for the bat houses. She also stated that the Dairy Days Committee did a great job.
