The community workshop is required to be held prior to submittal of the application for the rezoning. The subject property, known as the Sarasota Lanes Bowling Alley, is 83,774 s.f. (1.923 +/- acres) in area and is designated as Urban Edge on the City's Future Land Use Plan Map. The subject property is currently zoned CG (Commercial General) which is inconsistent with the Urban Edge land use designation. The proposed rezone will be from the existing CG zone district to the Downtown Edge (DTE) zone district, the implementing zone district for the Urban Edge future land use classification. A site plan will be proffered with the rezone. The DTE zoning district allows for 25 units per acre, however, the applicant is proposing to use the new bonus density (100 units per acre) regulations being proçessed for the DTE zoning district. These new proposed regulations require that 15% of the bonus units to be designated as attainable units for a minimum of 30 years. The development proposed is to construct a five-story apartment building with 192 units. Based on the proposed zoning regulations there will be 144 market rate units and 48 attainable units. There will be studios, one, two and three-bedroom units within the building. An internal parking garage is proposed to have approximately 250 +/- parking spaces which exceeds the required parking of 181 spaces. Vehicular access to the property will be from Main Street. A ground floor leasing office is proposed along with a third-floor pool and amenity area. The Zoning Code (2002 Ed.) of the City of Sarasota requires that all applicants hold a Community Workshop prior to filing a formal application with the City of Sarasota if requesting one or more of the foliowing applications: Conditional Use; Rezone; Street/ROW Vacation; "G" Zone Waiver; Amendment to the Future Land Use Map Illustration LU-6 oft the Sarasota City Plan; Amendments to thet text ofthe Sarasota City Plan that affect as specific and limited area ofthe City (as determined by the Director of the Department ofNeighborhood and Development Services); day care facilities with more: than ten children in certain zone districts; utilization of Golden Gate Point altemative standards, and/or certain development projects within the Laurel Park Overlay District (LPOD) and North Trail Overlay District (NTOD). The meeting is to inform neighboring property owners, residents, and business owners of the nature of the proposed development, explain the site plan, ifany, solicit suggestions and identify concerns; prior to the filing of a formal development application. This meeting will be conducted by the applicant or their representative; however, a member of the City of Sarasota' s staff will be in attendance to address administrative questions. An additional Community Workshop shall be required if an increase is proposed to the height, density or intensity of an application occurs following the previous Community Workshop; an amendment is requested that requires action by the Planning Board or City Commission; and/or an application is not filed within 12 months following the previous Community Workshop.
