AND SITE PLAN Date: July 11, 2023 Time: 5:30 p.m. Location: Selby Library 2ND Floor Conference Room 1331 1st Street Sarasota, FL. 34236 Contact: Joel Freedman Freedman Consulting & Development, LLC 1527 Second Street Sarasota, F134236 (941) 780-2623 A community workshop is being held to discuss an application for a Minor Conditional Use and Site Plan to permit Children First to develop their 3.18 +/- acre property, comprised of eight (8) parcels and located on the west side of Orange Avenue between 18th and 19th Street (PID#s 2024150005, 2024140058, 2024140060, 20241400055, 2024140054, 2024140053, 2024140052, and 2024140051) with a new 22,690 +/- s.f. building to provide for much needed child day care services. Children First was founded in 1961 and ranked in the top 1% out ofover 1800 Head Start programs nationwide. Children First's mission is to strengthen children and families by improving the quality of their lives through a comprehensive approach to development, education, health and well-being. The subject property is zoned RMF-I multiple-family) and as such requires Minor Conditional Use and Site Plan approval in order to develop and operate a child day care facility. The single-story building will have vehicular access from 18th and 19th Streets and will provide 88 parking spaces. A surface stormwater retention and treatment area is proposed for the western portion ofthe site. The new facility will allow Children First to continue to provide a Head Start program for up to 140 additional children. The children being served range in age from 6-weeks to 5-years. The facility's hours of operation will be 7:00 a.m. to 5:30 p.m. There will be approximately 17 new employees hired to staff the facility. The Zoning Code (2002 Ed.) of the City of Sarasota requires that all applicants hold a Community Workshop prior to filing a formal application with the City of Sarasota if requesting one or more of the following applications: Conditional Use; Rezone; Street/ROW Vacation; "G" Zone Waiver; Amendment to the Future Land Use Map Illustration LU-60 ofthe Sarasota Cityl Plan; Amendments to the text ofthe! Sarasota City Plan that affect as specific and! limited areaofthe City(as determined by the Director oft the Department ofNeighborhood and Development Services); day care facilities with moret than ten children in certain zone districts; utilization of Golden Gate Point alternative standards, and/or certain development projects within the Laurel Park Overlay District (LPOD) and North Trail Overlay District (NTOD). The meeting is to inform neighboring property owners, residents, and business owners of the nature of the proposed development, explain the site plan, if any, solicit suggestions and identify concerns; prior to the filing of a formai development application. This meeting will be conducted by the applicant or their representative; however, a member of the City of Sarasota's: staff will be in attendance to address administrative questions. An additional Community Workshop shall be required if. an increase is proposed to the height, density or intensity of an application occurs following the previous Community Workshop; an amendment is requested that requires action by the Planning Board or City Commission; and/or an application is not filed within 12 months following the previous Community Workshop. Once a formal application is filed with the City of Sarasota, property owners and registered neighborhood associations within 500 feet of the subject site will be notified of any public hearings held as the application proceeds throught the Development Review Process.
