MINUTES OF THE SPECIAL SARASOTA COMMUNITY REDEVELOPMENT AGENCY MEETING OF MARCH 19, 2008 PRESENT: Chair Lou Ann R. Palmer, presiding, Vice Chair Kelly M. Kirschner, Members Fredd "Glossie" Atkins, Richard Clapp, and Ken Shelin, Executive Director Robert J. Bartolotta, Attorney Robert M. Fournier, and Secretary Billy E. Robinson ABSENT: None The meeting of the Community Redevelopment Agency (CRA) was called to order by Chair Palmer at 6:02 p.m. 1. APPROVAL RE: MINUTES OF THE SPECIAL COMMUNITY REDEVELOPMENT AGENCY MEETING OF JANUARY 22, 2008 (AGENDA ITEM CRA-1) Chair Palmer noted Commission consensus to approve the minutes of the Special Community Redevelopment Agency meeting of January 22, 2008. 2. REPORT RE: COMMUNITY REDEVELOPMENT AGENCY (CRA) ADVISORY BOARD'S REPORT OF THE SPECIAL MEETING OF FEBRUARY 25, 2008 (AGENDA ITEM CRA-2) Chair Carl Meyer and Member Dale Parks, Community Redevelopment Agency (CRA) Advisory Board, and Redevelopment Specialist Steven Stancel, Planning and Redevelopment Department, came before the Commission. Chair Meyer reported that the CRA Advisory Board recommends the following conditional approvals of the: Proposed Development Agreement between the City and the Buck-Leiter Palm Avenue Development, LLC, with the understanding the Developer and City Staff will agree the 11 conditions and two general comments dentified in the February 22, 2008, Memorandum from Redevelopment Specialist Stancel be accepted by the CRA and included in the final draft of the proposed Redevelopment Agreement, and Conceptual Architectural Design for the Palm Avenue Redevelopment site with the understanding the Developer's architect and City Staff will continue to negotiate on the implementation concerning the four points raised by Senior Urban Designer Gary Kecskes, Planning and Redevelopment Department, the recommendations presented by CRA Advisory Board Member Dale Parks in his two reports and verbal presentation as well as his report regarding the deficiencies of the design for the proposed parking facility. CRA Advisory Board Member Parks gave a presentation concerning issues with the design of the proposed parking garage and the conceptual architectural design of the hotel included in the proposed Palm Avenue Project on City-owned property located at 1289 Palm Avenue and stated that the CRA should proceed with caution in considering approval of the proposed parking garage as safety and liability issues with the design have been raised by the CRA Advisory Board; that the CRA should urge the Developer to modify the design of the proposed parking garage and hotel and to resolve outstanding issues prior to approving the Conceptual Architectural Design and the proposed Final Redevelopment Agreement. A motion was made by Member Shelin, seconded by Vice Chair Kirschner, and carried by a 5-0 vote to receive the report of the Community Redevelopment Agency Advisory Board's Special meeting of February 25, 2008.
