BOOK 58 Page 29981 10/20/05 3:00 P.M. MINUTES OF THE SARASOTA CITY COMMISSION EMERGENCY MEETING OF OCTOBER 20, 2005, AT 3:00 P.M. PRESENT: Mayor Mary Anne Servian, presiding, Vice Mayor Fredd "Glossie" Atkins, Commissioners Danny Bilyeu, Ken Shelin, and Lou Ann R. Palmer, City Manager Michael A. McNees, City Auditor and Clerk Billy E. Robinson, and Michael Connolly, City Attorney's Office ABSENT: City Attorney Robert M. Fournier, on vacation The meeting was called to order in accordance with Article III, Section 9(c) of the City of Sarasota Charter at 3:02 p.m. 1. REPORT RE: BRIEFING CONCERNING HURRICANE WILMA (AGENDA ITEM I) City Manager McNees stated that the probability of the City's having some involvement with severe weather related to Hurricane Wilma is very high; that tropical storm force weather could occur the morning of Sunday, October 23, 2005, at the earliest; that if the storm is pushed to the south by a cool front, the City could potentially be located in the area at which the northern edge of the hurricane and the southern edge of the cool front interface, typically leading to severe weather such as tornados. City Manager McNees further stated a program called Neighborhood Points of Distribution (NPOD) was developed by the County in 2005 and could be utilized for Hurricane Wilma; that locations to which individuals can come for assistance will be announced if a point is reached at which the City is in recovery mode; that Staff of the Unified Command Structure will meet at 8:00 a.m., Friday, October 21, 2005; that the Policy Group will meet at 10:00 a.m., Friday, October 21, 2005, at which time decisions will be made about appropriate evacuations; that scheduling to move special needs patients to special needs shelters is already under way. Commissioner Palmer stated that anything not anchored down must be taken inside, including "for sale" and "for rent" signs; that pet friendly shelters will be available; that individuals should check for the locations of pet friendly shelters. City Auditor and Clerk Robinson stated that Section 9(c) of Article III of the City Charter requires the minutes indicate the method of providing notice for emergency meetings; that at approximately 6:00 p.m., October 19, 2005, official notices were sent by facsimile to the news media and posted on the bulletin board at City Hall. 2. ADOPTION RE: EMERGENCY ORDINANCE NO 06-4658, DECLARING A STATE OF EMERGENCY DUE TO THE THREAT OF HARM ASSOCIATED WITH HURRICANE WILMA; PROVIDING FOR EMERGENCY SUCCESSION; AUTHORIZING PREVENTATIVE OR REMEDIAL ACTIONS BY. THE CITY MANAGER; AUTHORIZING EXPENDITURE OF PUBLIC FUNDS; PROVIDING AUTHORIZATION TO APPLY FOR STATE AND FEDERAL FINANCIAL ASSISTANCE; SETTING FORTH FINDINGS; ETC. (TITLE ONLY) (AGENDA ITEM II) City Auditor and Clerk read proposed Emergency Ordinance No. 06-4658 by title only. A motion was made by Commissioner Shelin, seconded by Commissioner Palmer, and carried by a 5-0 vote to adopt Emergency Ordinance No. 06-4658. (FTR 3:10) 3.
