Tuttle Avenue. The purpose of this workshop is to discuss a proposed amendment to the FLUM of the City's Comprehensive Plan. The request is to change the designation ofthe 10.01 +/- acre subject property from Community Office Institutional to Multiple Family - High Density. The property is located in the northwest quadrant of the Bahia Vista Street and Tuttle Avenue intersection and is currently developed with the Temple Beth Shalom complex. This complex includes three buildings, including the synagogue and meeting facility, and administrative and education buildings. The applicant is proposing to change the FLUM designation for the entire 10.01 +/- acres to Multiple Family -High Density. A rezoning to the Residential Multiple Family 7 (RMF-7) zoning district and binding site plan will be processed concurrently with this request to amend the FLUM. Please note that it is the applicant's intent to only redevelop approximately six acres of the property at this time with the multi-family apartment complex and to leave the remaining approximately four acres for the synagogue. The synagogue use will require that a Provisional Use Permit be approved by the City Manager for the religious institution to be located on RMF-7 zoned property. The Provisional Use Permit will also be processed concurrently with the other applications. The multi-family portion of the site will include the construction of a four-story apartment building with up to 270. multi- family dwelling units with 10 of the units being designated for attainable housing for a minimum of 30 years, consistent with the City's regulations. Recreation amenities for the residents along with a multi-level parking structure will also be developed. The synagogue's parking area will be reconstructed. No change is proposed for vehicular access to the site with the main access from S. Briggs Avenue and a secondary access from Lyle Street. The Zoning Code (2002 Ed.) oft the City of Sarasota requirés that all applicants hold a Community Workshop prior to filing a formal application with the City of Sarasota if requesting one or more of the following applications: Conditional Use; Rezone; Street/ROW Vacation; "G" Zone Waiver; Amendment to the Future Land Use Map Illustration LU-6 of the Sarasota City Plan; Amendments to the text oft the Sarasota City Plan that affect a specific and limited area oft the City (as determined by the Director oft the Department ofNeighborhood and Development Services); day care facilities with more than ten children in certain zone districts; utilization of Golden Gate Point alternative standards, and/or certain development projects within the Laurel Park Overlay District (LPOD) and) North Trail Overlay District (NTOD). The meeting is to inform neighboring property owners, residents, and business owners of the nature of the proposed development, explain the site plan, if any, solicit suggestions and identify concerns; prior to the filing of a formal development application. An additional Community Workshop shall be required if: an increase is proposed to the height, density or intensity of an application occurs following the previous Community Workshop; an amendment is requested that requires action by the Planning Board or City Commission; and/or an appliçation is not filed within 12 months following the previous Community Workshop.
