CITY OF ARASOA City of Sarasota Board of Adjustment Minutes March 29, 2023 The following are the motion minutes of the Board of Adjustment meeting held in the City Commission Chambers at City Hall, 1565 1st Street, on Wednesday, March 29, 2023. All in attendance stood for the Pledge of Allegiance. The meeting came to order at 1:30 p.m. Roll call was taken. PRESENT: Matthew Ruch, Chair; Olga Hanlon, Vice Chair; Shane LaMay, BOA Member; James Lee, BOA Member; Myra Schwarz, General Manager, Development Services, and Secretary to the Board; Angela McLeod Wilkins, Administrative Assistant, Development Services ABSENT: Chad Turnbull, BOA Member LEGAL COUNSEL: Mike Connolly, Deputy City Attorney Presentation of Topics by the City Administration or Legal Counsel to the Board The February 22, 2023 meeting minutes were approved as submitted. Ms. Schwarz explained that there were no petitions to be heard, and that the meeting would be used to provide a review of the roles and responsibilities of Board of Adjustment Members, and to provide information about etiquette during public hearings. Ms. Schwarz explained the purpose oft the Pledge of Public Conduct. The Board discussed the Pledge ofPublic Conduct. Ms. Schwarz introduced a discussion related to the motivations for joining the Board of Adjustment. Each Board Member spoke about their motivations for joining the Board of Adjustment. Ms. Schwarz explained the purpose and functions ofthe Board of Adjustment. Mr. Connolly explained due process proceedings. Mr. Connolly explained each of the zoning code sections related to the Board of Adjustment and provided insight as to the importance of competent and substantial evidence when assessing a petition. A discussion ensued. Mr. Connolly and Ms. Schwarz answered questions from the Board. Presentation of Public Hearing Etiquette Jan Thornburg, General Manager of Communications for the City of Sarasota, approached the dais. Ms. Thomburg provided a brief overview of her career and provided tips related to on-screen etiquette. The Board had no questions for Ms. Thornburg. Ms. Thornburg thanked the Board Members for their service and left the dais. The Board discussed the City's policy regarding recommendations. Presentation of Topics by Staff Ms. Schwarz spoke to staff' S desire to move away from providing highly detailed minutes in favor of action minutes due to accuracy and increased time management. The Board discussed the idea of the action minutes and had consensus that action minutes are appropriate for Board of Adjustment. Presentation ofTopics by Board Members The Board requested the meeting dates for the November and December 2023 Board of Adjustment meetings.
