Meeting of the Fulton County Commissioners - Tuesday, March 5, 2019 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh, Commissioner McCray and Commissioner Lynch Others Present: Levi Clevenger Commissioner Ulsh opened the meeting with a moment of silent prayer and recited the Pledge of Allegiance to the flag. Motion by Commissioner McCray to approve the minutes of the February 26, 2019 meeting. All in favor. Motion by Commissioner McCray to approve the accounts payable dated March 5, 2019 in the amount of $26,512.74. All in favor. He provided updates to the Board regarding upcoming events. The Commissioners will be attending a meeting in Harrisburg on March 17th and March 18th along with the Authority regarding potential grant opportunities. The Commissioners met with George Johnson, Recycling Coordinator regarding the coordination of a County Tire Recycling Event in conjunction with interested Townships. The event date will be advertised once finalized. The Commissioners held a bid opening for the recently advertised retired Dodge Durango. Motion by Commissioner Ulsh to table the bid. All in favor. The Commissioners met with Julia Dovey, Fulton County Family Partnership regarding: 1. Update on Block Grant and several reallocations of funding. 2. Discussion on HB 335 which eliminates Behavioral Health Choices carve out. 3. March is Developmental Disabilities Awareness Month. 4. Franklin Fulton MH/IDD/D&A Joinder agreement status proposed changes to include ID changed to IDD and Program" was removed following Drug & Alcohol, Changes need forwarded to Solicitor Kerlin for review. 5. Update on Medical Assistance Transportation Program transition. Motion by Commissioner Lynch to endorse a Proclamation observing March 2019 as Developmental Disabilities Awareness Month. All in favor. Motion by Commissioner Lynch to approve the Human Services Block Grant Reallocation for: Fulton County Family Partnership-$1,000 for Adult Transportation Services Fulton County Family Partnership-$3,840 for D & A Prevention Services Center for Community Action-$4,000 for Adult Literacy Franklin Fulton MH/DD/EI-$5,225 in Community Services Total: $14,065 All in favor. After review and approval by the County Solicitor, Motion by Commissioner Ulsh to approve the Standard Bridge Reimbursement Grant agreement Number R19090003 between the County of Fulton and the Commonwealth of Pennsylvania acting through the Department of Transportation.
