Meeting of the Fulton County Commissioners - Tuesday, February 5, 2019 8:30 a.m. at the Commissioners' Office Present: Commissioner McCray, Commissioner Uish, Commissioner Lynch Commissioner Ulsh opened the meeting with a moment of silent prayer and reçited the Pledge of Allegiance to the flag. Motion by Commissioner McCray to approve the minutes of the. January 29, 2019 meeting. All in favor. Motion by Chairman Lynch to approve the accounts payable dated February 1, 2019 in the amount of $184,106.36. All in favor. Motion by Commissioner Ulsh to endorse the annual service maintenance contract between the County of Fulton and Unified Power for the UPS unit in the EMA9-1-1 Office for $665. All in favor. The Commissioners along with Solicitor Kerlin and Chief Assessor, Michelle Sowers held a tax appeal hearing. The Commissioners along with Karen Hann-McFadden held a bid opening for the Cloverleaf Court Sewer Line Replacement CDBG project. Bids are listed in the order they were reçeived: Guyer Brothers-23368495; David H. Martin-$288.574.77;1 D & M Contracting Inc.- $300,000; Ramsey's Septic Service-$299,625;0 G & H Anderson Excayating5217,95480; Claycomb Excavating-$195,826 and Kinsley Construction-$342987. Those in attendance were: Karen Hann McFadden-CDBG, Administrator, Parker Claycomb-Claycomb Excavating, Evan Appleby-Kinsley Construction, Holly Anderson-G & H Anderson Excavating, Lance Norton-David H. Martin Excavating, Inc., Stanley Kerlin, County Solicitor, Lisa Mellrt-MrConahy-Chet Clerk, Commissioner Lynch, Commissioner Ulsh and Commissioner McCray. Motion by Commissioner McCray to table the Cloverleaf Court Sewer Line Replacement Bids for review. All in favor. The Commissioners met with Barbara Covert, Executive Director of Employment & Training, Joyce Lynch Career Placement Specialist and Debra Clark, Business Start-up Coach for Fulton County. The ladies updated the Board on their Adult Education Grant as they are now partnering with the Altoona School District to provide Adult Education and GED Services. More updates as follows: They are now a High Set-Test Center which allows them to administer the testing for the GED diplomas. They also received a Slip Intern Grant which aids in plaçement of College Students in Internship Programs for the summer. They offer the North Star Certifiçate Program from Basic Computer Skills to Power Point Training as a professional development service. They also received a Business Education Partnership Grant along with the Fulton County VOTECH for the high school students to do a competitive video on a chosen profession and present them at the May 15th Chamber of Commerce Meeting, They stated that Fulton County County's unemployment. rate is 4.0 which is below the State rate of 4.1. The Commissioners met with Needmore Fire Company Chief JR. Sigel, Assistant Chief Hunter Wiley and Fire Company President, Wavy Kirk regarding the upcoming expiration of the lease on MDJ 39-04-03's Office Building. The Commissioners are agreeable to entering into another 5-year Lease for $1550/month beginning October 2019. The County Solicitor will be asked to type up a new Lease Agreement for review and endorsing later this year. Motion by Commissioner McCray to endorse the Guardian Ad Litem Provider Agreement between the County of Fulton and Lynn Y. MacBride effective July 1, 2018-June 30, 2020. All in favor, Motion by Commissioner Lynch to endorse the Assistant Guardian Ad Litem Provider Agreement between the County of Fulton and Janice M. Hawbaker and/or Abigail J.W. Salawage, the associates of Kaminski, Hawbaker & Salawage, P.C. effective February 1, 2018-June 30, 2020. All in favor. Motion by Commissioner Lynch to endorse the Assistant Guardian Ad Litem Provider Agreement between the County of Fulton and Elizabeth A. Clark Esquire effective February 1, 2018-June 30, 2020.
