MINUTES OF THE SPECIAL SARASOTA COMMUNITY REDEVELOPMENT AGENCY MEETING MARCH 7, 2016 PRESENT: Chair Willie Charles Shaw, presiding, Vice Chair Suzanne Atwell, Members Liz Alpert, Susan Chapman, and Shelli Freeland Eddie, Deputy Executive Director Marlon Brown, Attorney Robert Fournier, and Deputy Secretary Karen McGowan ABSENT: Executive Director Thomas Barwin and Secretary Pamela Nadalini The meeting of the Community Redevelopment Agency (CRA) was called to order by Chair Shaw at 2:35 p.m. 1. APPROVAL RE: MINUTES OF THE SPECIAL COMMUNITY REDEVELOPMENT AGENCY MEETING OF JANUARY 19, 2016 (AGENDAI ITEM CRA-1) - Chair Shaw noted the consensus of the Community Redevelopment Agency (CRA) to approve the minutes of the Special Community Redevelopment Agency Meeting of January 19, 2016, as presented. 2. REPORT RE: NEWTOWN COMMUNITY REDEVELOPMENT AGENCY ADVISORY BOARD'S REGULAR MEETINGS OF JULY 9, 2015, AND JANUARY 7, 2016, AND SPECIAL MEETING OF FEBRUARY 9, 2016 (AGENDA ITEM CRA-2) General Mahager Lorna Alston, Newtown-North Sarasota Redevelopment Division, Neighborhood and Development Services (NDS) Department, and Ernie DuBose, Chair of the Newtown Community Redevelopment Agency Advisory Board (CRAAB), came before the CRA. Ms. Alston stated that Mr. DuBose will be presenting the four Newtown CRAAB Reports to the Commission. > Mr. DuBose stated that at the July 9, 2015, Regular Newtown CRAAB Meeting, the Newtown CRAAB voted to consolidate the, budget projections for the fiscal years (FY) 2015/16, FY 2016/17, and FY 2017/18, and to move funds designeted for the Orange Avenue improvements to the Dr. Martin Luther King (MLK), Jr. Way Corridor Improvement Project, which carried unanimously; that at the August 17, 2015, Regular Sarasota City Commission Meeting, the Commission voted to approve a Budget Amendment Request to allocate additional funding for ongoing projects which had been discussed at a Capital Improvements Program (CIP) Workshop; that the Newtown CRAAB met at regularly quarterly meetings held on October 1, 2015 and January 7, 2016; that during the meetings Members reviewed the Quarterly Financial Reports and received updates concerning: Newtown Economic Initiatives and Strategic Action Plan items; that at the January 7, 2016, Newtown CRAAB Meeting, the Report regarding Phase I of the Newtown Conservation Historic District Project was received; that the Members requested funding for Phase II and a Report will be presented to the Newtown, CRAAB at the next meeting of Phase II with additional funding details; that the Newtown CRAAB also discussed the importance of identifying specific Tax Increment Finance (TIF) Projects to ensure consistency. with community needs and how the funds could be expended within the time limitations; that a Special-'Newtown CRAAB Meeting was held on February 9, 2016, for continued discussion to determine recommendations for allocation of $1,631,805 in TIF funds; however, the motion was amended to move fundingof $200,000 in Affordable Housing into Land Assemblage which carried by a 6 to 2 vote with him and Member Mary Mack abstaining for the same reason; that the meeting was held subsequent to the initial discyssions of the January 7, 2016, Regular Newtown CRAAB Meeting; that a revised Phase II Newtown Conservationl Historic District Project presentation was made with a request for $155,655 of TIF funding, which was approved unanimously; that the Members also identified additional specific projects for funding with theTIF funds; that the Newtown CRAAB and Staff recommend the CRA accept the reports of the Newtown CRAAB's Regular Meetings of July 9, 2015, and January 7, 2016, and the Special Meeting of February 9; 2016: AI motion was made by' Vice Chair Atwell, seconded by Member Freeland Eddie, and carried by a 5-0 vote to accept the reports of the Newtown Community Redevelopment Agency Advisory Board's (CRAAB) Regular Meetings of July 9, 2015, and January 7, 2016, and Special Meeting of February 9, 2016. 3. REQUEST RE: NEWTOWN COMMUNITY REDEVELOPMENT AGENCY ADVISORY BOARD'S REQUEST FOR $155,655.00 IN TAX INCREMENT FINANCE FUNDING FOR THE NEWTOWN CONSERVATION HISTORIC DISTRICT PROJECT, PHASE II (AGENDA ITEM CRA-3) General Manager Lorna Alston, Newtown-North Sarasota Redevelopment Division, Neighborhood and Development Services (NDS) Department, and Emie DuBose, Chair of the Newtown Community Redevelopment. Agency Advisory Board (CRAAB), Vicki Oldham, Consultant, Newtown Conservation Historic District Project, and Christopher Wenzel, Member of the Newtown Conservation Historic District Project Team, came before the CRA. Ms. Alston stated that at the January 7, 2016, Regular Newtown CRAAB Meeting, the Newtown CRAAB received a presentation of Phase I of the Newtown Conservation District Project from Vicki Oldham, Consultant, for the Newtown Conservation Historic District Project; that Phase I of the Newtown Conservation District Project was funded with $50,000 from the City's Historic Conservation Fund; that the Phase II proposed initiative is the creation of an American Heritage Trail comprised of a website, interpretive markers, a virtual tour of historic structures and a brochure; that after discussion of the various aspects of the project, the Newtown CRAAB requested further investigation to quantify necessary funding to adequately cover the proposed project costs and for the proposed project cost to be brought back at the next Newtown CRAAB Meeting; that Ms. Oldham presented a project description with detailed costs and a revised request of $155,655; that upon further discussion the Newtown CRAAB unanimously approved recommending to the City Commission the request of $155,655 in Tax Increment Finance (TIF) funds; that details outlining the full proposed project are included in the Agenda backup material labeled Exhibit D; that the Newtown CRAAB and Staff recommend the CRA provide a recommendation to the Commission regarding the funding request for the Newtown Conservation Historic District Initiative. In response to a request from Member Chapman for further explanation as concerning the 15 two-sided panels, posts, decorative bases and install, listed as Budget Item No. 1 in the Agenda backup material entitled "Newtown Alive," Ms. Oldham stated that the Newtown Conservation Historic Project team consists of an architectural historian as well as an architect; that Windshield Surveys were conducted; that approximately 150 historic structures were identified in the Newtown community; that 15 markers will be placed; however, the identity and location for placement of the 15 markers have not been confirmed; that a recommended list will be drafted and community input will be sought; that such examples of where placement markers would be placed would be the oldest Baptist Churches, Masonic Lodges and homes established in the Newtown community Christopher Wenzel stated that the historic Newtown Commercial Corridor along the Dr. Martin Luther King (MLK) Jr. Way was established along with a number of different areas which could possibly qualify for plaçement on the National Register of historic neighbornood status; that quite a bit of historic material is located in Newtown and this a very good opportunity to celebrate that with community panels which are being proposed. In response to a request from Member Freeland Eddie asking for an update on the $15,000 received from outside donation and where are the funds proposed to be allocated, Ms. Oldham stated that she sought to leverage this through Phase One which funds were approved and received from the County since they had an $10,000 grant available; that she is proposing to use the funds to put together an website to go along with the marker and brochures which details the history of African-Americans in the community; that an in-kind contribution of $5,000 will be provided from an advertising agency located in Tampa, Florida for developing a logo for the project. In response to a request from Member Freeland Eddie regarding the use of office space as part of the project, Ms. Oldham stated that she has been moving from coffee shop to coffee shop in order to work on the project; that a price was sought from the Director of Sarasota County Openly Plans for Excellence (SCOPE) for office space use. Discussion ensued about this item coming back before the CRA with the conclusion of Phase I of the project. Vice Member Atwell thanked Staff and Ms. Oldham for the work and dedication to the project. Amotion was made by Member Freeland Eddie, seconded by Vice Chair Atwell, and carried by a 5-0 vote to recommend to the Commission the funding request for the Newtown Conservation Historic District Initiative. 4.
