Wible, Commissioner Hervey P. Hann and Chief Clerk Stacey Golden Commissioner Bunch opened up the meeting with prayer and all recited the Pledge of Allegiance to the flag. No Public Comments. Motion by Commissioner Hann to accept the July 9, 2024 Commissioners' Meeting Minutes. All in favor. Motion by Commissioner Bunch to approve Accounts Payable, dated July 15, 2024, in the amount of $150,191.49. All in favor. Commissioners presented an award to Kyndra Strait with Huntingdon/Bedford/Fulton Area on Aging for going "above and beyond the call of duty". A Commendation Letter addressed to the Commissioners was presented from Elizabeth A. Clark, Esq. with DSS Law recommending Strait for the Certificate of Appreciation. In attendance were Elizabeth A. Clark, Esq. for Huntingdon/Bedford/Fulton Area on Aging, Deb Holland and Joyce Souders both with untingcon/Pedlond/Futom Area on Aging. A picture was taken with Strait and the Commissioners. 458 A Retirement Meeting was held at 9:00 a.m. with Denny Koons/Raymond James for a Second Quarter Review. Separate minutes are on file. Motion by Commissioner Hann to enter into Executive Session for Personnel and Real Estate Matters at 9:35 a.m. All in favor. Motion by Commissioner Hann to exit Executive Session at 10:21 a.m. All in favor. Commissioners met with County Coroner Berley Souders to discuss purchasing a transport vehicle this is equipped with 4-wheel drive. Motion by Commissioner Bunch to authorize County Coroner Berley Souders to move forward with purchasing a 4-wheel drive transport vehicle and to coordinate payment details with CFO Mike Lamb and Fiscal Administrator Sue Reed in regards to grant funding for reimbursement and to move forward with the bidding process with the current transport vehicle. All in favor. A Safety Committee Meeting was held at 10:30 a.m. Separate minutes are on file. A Department Head Meeting was held at 11:00 a.m. Separate minutes are on file. Commissioners met with Chief Probation Officer Dan Miller to discuss a Travel Request Form to attend an Annual Chief's Conference and also a Juvenile Detention Facility Contract. Motion by Commissioner Hann to approve and execute a Travel Request Form for Chief Probation Officer Dan Miller to attend the County Chief Adult Probation and Parole Officers Association of Pennsylvania Annual Conference held September 16-17, 2024 at The Penn Starter Hotel and Conference Center, State College, PA. All in favor. Motion by Commissioner Hann to table approving and executing the Purchase of Service Agreement for Juvenile Detention Services between the County of Fulton, on. behalf of the Fulton County Commissioners and the County of Jefferson, on behalf of the Jefferson County Juvenile Detention Center, until further review with the County Solicitor. All in favor. Motion by Commissioner Bunch to authorize Chief Clerk Stacey Golden to execute the Pennsylvania Subdivision Intrastate Allocation Participation Form for Wave 2 of the Opioid Settlement involving Teva, Allergan, Walmart Inc., CVS Pharmacy Inc., and Walgreens Co. All in favor. Motion by Commissioner Wible approving the Wessel & Company Invoice, in the amount of $3,262.50, for CFO services for the month of June 2024. All in favor. 459 Motion by Commissioner Wible approving the RKL (External Auditors) Invoice for Year Ended 2023. All in favor. Commissioners met with Dennis Dibert, Chief Mission Officer John Freed, Chief Executive Officer Ryan Newswanger, all with Jubilee Ministries, to discuss ministry opportunities for Fulton County Inmates at the Bedford County Correctional Facility. Also in attendance was Chief Probation Officer Dan Miller and Franklin/Fulton Court Administrator Mark Singer via Zoom. A statement was penned and executed by the Fulton County Commissioners in light of recent events at a Presidential Campaign in Butler County which involved an attempted assassination towards former President Donald J. Trump that reads: "Fulton County Constituents: In light of recent events, the Fulton County Commissioners would like to make a statement and plea to the people of Fulton County. Our hope is that this heinous act would not serve to further divide our county and our nation. Instead of pointing fingers and placing blame based on political stance, we need to focus on rising above the hate and violence. Now, more than ever, we need to respect each other, regardless of party lines, and unite with the goal of bettering the future for ourselves and our families. 1 Motion by Commissioner Hann to adjourn at 1:30 p.m. All in favor.
