MINUTES OF THE EMERGENCY SARASOTA CITY COMMISSION MEETING OF APRIL 6, 2005, AT 3:00 P.M. PRESENT: Mayor Richard F. Martin, Vice Mayor Mary Anne Servian, Commissioners Fredd "Glossie" Atkins, Danny Bilyeu, and Lou Ann R. Palmer, City Attorney Robert M. Fournier, and City Manager Michael A. McNees, and City Auditor and Clerk Billy E. Robinson ABSENT: None The meeting was called to order in accordance with Article III, Section 9(c) of the City of Sarasota Charter at 3:02 P.M. 1. REPORT RE: METHOD OF PROVIDING NOTICE City Auditor and Clerk Robinson stated that the City Charter requires that the minutes of an Emergency meeting reflect the method of providing notice; that the meeting was called at approximately 9:30 a.m., April 6, 2005; that the notice procedures were posting on the bulletin board, notifying the press by facsimile and electronic mail, and contacting the press by telephone. (FTR 3:03) 2. GOVERNANCE OF THE SARASOTA HOUSING AUTHORITY OF THE CITY OF SARASOTA Following a presentation by City Attorney Fournier, a motion was made by Vice Mayor Servian, seconded by Commissioner Palmer, and carried by a 5-0 vote to request the Sarasota Housing Authority (SHA) to meet within 48 hours to voluntarily relinquish possession of the City's public housing units to the Department of Housing and Urban Development (HUD) and to authorize the Mayor to sign a letter to HUD Assistant Secretary Michael Liu indicating the Commission believes the SHA is in substantial default of the statutory and contractual obligations to maintain public housing units in the City and requests the SHA voluntarily relinquish possession of the City's public housing units to HUD within 48 hours and turn over the administration of the City's public housing program to HUD and, in the event the SHA fails to comply, the Commission supports and endorses the issuance of a formal declaration of default by HUD to be followed by a HUD takeover of the City's public housing program and the Mayor is willing to demand the resignations of the SHA Board members and to appoint board members who will authorize the voluntary transfer.
