MINUTES OF THE SPECIAL SARASOTA COMMUNITY REDEVELOPMENT AGENCY MEETING OF SEPTEMBER 18, 2006 PRESENT: Chair Fredd "Glossie" Atkins, presiding, Vice Chair Danny Bilyeu, Members Lou Ann R. Palmer, Mary Anne Servian and Ken Shelin, Deputy Attorney Michael A. Connolly, Executive Director Michael A. McNees, and Secretary Billy E. Robinson ABSENT: Attorney Robert M. Fournier The meeting was called to order by Chair Atkins at 2:39 p.m. 1. APPROVAL RE: MINUTES OF THE SPECIAL COMMUNITY REDEVELOPMENT AGENCY MEETING OF JUNE 5, 2006 (AGENDA ITEM CRA-1) Chair Atkins noted CRA consensus to approve the minutes of the Special Community Redevelopment Agency meeting of June 5, 2006. 2. REPORT RE: COMMUNITY REDEVELOPMENT AGENCY ADVISORY BOARD REPORT OF THE REGULAR MEETING OF AUGUST 24, 2006 (AGENDA ITEM CRA-2) Vice Chair Charles Githler, Community Redevelopment Agency (CRA) Advisory Board, and Chief Planner John Burg, Planning and Redevelopment Department, came before the CRA. CRA Advisory Board Vice Chair Githler reported on the following items from the August 24, 2006, Regular CRA Advisory Board meeting: Housing Summit CRA Advisory Board Vice Chair Githler stated that a motion was passed by a 6-2 vote, with Members Dale Parks and Carl Meyer voting no to adopt a statement indicating the position of the CRA Advisory Board is not to attempt to create affordable housing units in the Downtown Edge Zone District or the Downtown Core Zone District as the construction of affordable housing units would not be efficient or prudent; that the affordable housing units should be constructed in an area where the land is less expensive, such as the expanded area for the Community Redevelopment Area in Newtown. Composition of the CRA Advisory Board Relative to the Expansion of the Community Redevelopment Area CRA Advisory Board Vice Chair Githler stated that a motion was passed by a 7-1 vote with Member Marcia Wood voting no to recommend to the Commission to add two additional members representing Newtown to the existing CRA Advisory Board rather than creating a Newtown CRA Advisory Board which would only be comprised of representatives from the Newtown area. A motion was made by Vice Chair Bilyeu, seconded by Member Shelin, and carried by a 5-0 vote to receive the report of the August 24, 2006, Regular Community Redevelopment Agency Advisory Board meeting. 3. APPROVAL RE: COMMUNITY REDEVELOPMENT AGENCY ADVISORY BOARD (AGENDA ITEM CRA-3) Secretary Robinson stated that the terms of Charles Githler, Marcia Wood, and Allyn Gallup have expired; that all are eligible for and have expressed an interest in reappointment to the Community Redevelopment Agency Advisory Board. A motion was made by Vice Chair Bilyeu, seconded by Member Palmer, and carried by a 3-2 vote with Chair Atkins and Member Servian voting no to reappoint Charles Githler, Marcia Wood, and Allyn Gallup to the Community Redevelopment Agency Advisory Board. 4.
